Hydro capacity The amount of electricity available for large-scale industrial and commercial pro- jects in the Glengarry-Prescott-Russell riding has become a concern for some municipa- lities. Last year Hydro One announced an increase in the capacity allocated for the St- Albert Cheese Factory to help support plans for expansion of the facility that has been a major source of local jobs and a cornerstone of the regional dairy products sector for more than a century. Calypso Water Park near the Village of Limoges is also in need of a boost for its hydro capacity to helpmaintain the existing facility and support future development and expansion of the complex.This complex has become an important part of the summer tourism industry in Prescott-Russell. “The good news is that we’ve found a short-term solution for St-Albert,” said Crack. “We hope in the long term to be able to deal with Calypso too, especially since Limoges is growing.” More power While the cheese factory and Calypso can look forward to more power for future growth, other communities in the riding have the same need to help them attract new investment. “I’m working with Hydro One on re- viewing all of this,” said Crack.“It has been determined that there is a regional challenge for electrical capacity,” he added. “There’s no question that Rockland is growing. There’s no question that Russell (Township) is growing, and there’s Casselman too. Our area is primed for amajor capital investment and that’s what we’re working on.”

While it will more than likely be warmer when Ontarians go to the polls in early June, the cost of energy to heat homes and barns in the sub-zero January cold ismost certainly a current concern to residents of Glengarry-Prescott-Russell. During a January 19 phone interview to confirm his plans to run for re-election, incumbent MPP Grant Crack fielded ques- tions about probable election issues for local voters. One topic was energy, both the cost of electricity and the need for more hydro capa- city to support Glengarry-Prescott-Russell’s present and future economic development. No pre-paid meters One energy concern Crack dismissed as a non-issue. Some Oppositionmembers and consumer groups expressed worry about a “pre-payment plan” proposal that Hydro One included in its rates and services appli- cation last year to the Ontario Energy Board The pre-payment option suggested cus- tomers could pay in advance a lump sum for projected energy use based on analysis of past electricity consumption through their “smart meters”. Those who took this option could keep paying lump sums as their “energy account” paid out. The concern was that seniors and others on fixed incomes who didn’t want the op- tion would be charged advance payments anyway. They would then risk having their electricity cut off when their accounts ran out and they couldn’t pay more right away. Crack said EnergyMinister GlennThibeault promised that “under no circumstances” would anyone be forced to accept a pre-paid hydro meter setup.

Sous la direction de la Directrice de la sécurité publique et de l’exécution des règlements/CCGSU, le titulaire sera responsable de mener des vérifications afin d’être en conformité avec les règlements, mener des enquêtes aux plaintes, les interpréter et les appliquer selon les règlements municipaux et les lois provinciales qui touchent les personnes et/ou propriétés (stationnement, les normes de propriété, le contrôle des animaux, la réglementation du bruit, clôture de bornage, etc.). La personne recherchée doit posséder un diplôme postsecondaire en loi et sécurité et/ou une combinaison équivalente d'études et d'expérience, un certificat valide en premiers soins et R.C.R., un permis de conduire class G, avoir une connaissance pratique des lois provinciales et des codes, des règlements municipaux et des normes de propriété et des compétences en informatiques. La personne recherchée doit posséder des compétences interpersonnelles supérieures, démontrer des habiletés et attitudes démarquées envers le service à la clientèle, à résoudre des plaintes et faire preuve de bon jugement et ne doit pas avoir de casier judiciaire. Détenir un Certificat A.S.P., une certification des normes de propriété de l’Ontario, de Pressure Point Tactics Control, de SIMDUT ainsi que des formations sur les mesures de base d'urgence municipale, de la gestion de la régulation de trafic et de comportement de chien agressif, seraient des atouts. De plus, la personne recherchée doit être disponible à travailler des quarts de travail et les fins de semaine et l’horaire de travail sera sujet à une rotation sur appel. CONNAISSANCES, COMPÉTENCES ET HABILETÉS PARTICULIÈRES

The Public Safety and Enforcement Department is looking for a mature, motivated and bilingual individual for the above-mentioned position.

Under the direction of the Director of Public Safety and Enforcement /CEMC, the incumbent will be responsible for conducting inspections in order to establish compliance with by-laws, investigate complaints and interpret and enforce municipal regulatory by-laws and provincial laws affecting persons and/or properties (i.e. parking, property standards, animal control, noise regulations, line fences, etc.).

SKILLS, COMPETENCIES AND KNOWLEDGE

The candidate must possess a post-secondary education in law enforcement or an equivalent combination of education and experience, a valid First Aid and CPR certification, a valid class G driver's licence, working knowledge of provincial acts and codes, municipal by-laws and property standards and computer skills.

The candidate must possess exceptional interpersonal skills, demonstrate proven customer service skills, abilities in problem solving and display sound judgment as well a clear criminal record.

A.S.P. certificate, Ontario Property Standards Association, Pressure Point Tactics Control, and WHMIS certificates, as well as training on Municipal Emergency Measures, Emergency Traffic Protection and Aggressive Dog Behavior would be assets. In addition, the candidate must be available to work shifts and weekends and the work schedule will be subject to an on call rotation.
