CHARLES ARMSTRONG ENTERS RUSSELL MAYORAL RACE

“There’s always been an interest on my part in how my (tax) money has been spent and how that was decided,” added Armstrong, regarding his reasons for running for council. “I always wanted to have an influence on how the money was spent, and you must have a pretty good knowledge of the institution if you want to be involved with it.” Armstrong listed “transparency” as one of his campaign priorities if elected. He noted that Russell Township council “has the worst record in Ontario for unlawfully closed meetings”, based on information from the provincial Ombudsman’s office. He also believes many other in camera meetings “did not have to be closed” even if they were lawful under the guidelines of the Municipal Act.
Charles Armstrong will challenge incumbent Mayor Pierre Leroux for the head seat at the Russell Township council in this fall’s municipal election. “I’m going for the top job,” said Armstrong during a June 11 interview. “I’m absolutely certain I can do a better job.” Armstrong is a retired member of the Canadian Armed Forces, a former member of UIF3PZBM$BOBEJBO&OHJOFFST XIPIBTMJWFE with his family in Russell Township since 1991. For the past six years he has been a regular attendee to the visitor’s gallery at township council meetings and also sat on the recreation and environmental advisory committees for severall years. Lamadeleine a indiqué que le conseil du village devrait discuter, lors d’une ren- contre de conseil éventuelle, de la possibi- lité de nommer Mme Desjardins-Bergeron de façon permanente à titre de directrice générale.

Environmental issues Armstrong also expressed concern about fiscal management and whether or not council has all the information it needs for some township projects. He is also worried that Russell Township could still suffer some environmental impact from Taggart-Miller’s planned industrial and commercial waste recycling and landfill operation on the eas- tern edge of Ottawa’s municipal boundary. “That (project) can still have a great JNQBDU uIFFYQMBJOFEi8FBSFXFMMXJUIJO the radius by which odours and noxious gases will be felt.”

Le résident d’Embrun Marc-Antoine Gagnier sollicitera un siège de conseiller municipal au sein de la Municipalité de Russell lors des élections du 22 octobre prochain. « Je suis fier et très content de me pré- senter en politique municipale à Russell », a-t-il annoncé à notre journal. Cet homme de 26 ans est auteur de deux livres pour enfants, Pétunia le Vampire : Retour vers le GVUVS FU3FOBSEF8PNBO*MBWBJUBVTTJÊUÊ candidat indépendant lors des élections provinciales de 2014. Parmi ses priorités, M. Gagnier souhaite réserver de l’argent provenant des taxes pour « réparer quelque chose au cas où une catastrophe se produirait dans notre municipalité ». Il aimerait aussi mettre sur pied une radio communautaire bilingue. M. Gagnier a aussi l’intention de demander l’avis de la population de Russell en ce qui concerne le bilinguisme de la municipalité via un référendum.
