UCL’s estate is unique, rich in history, at the heart of London and diverse in use. Our 270 buildings are predominately located in Bloomsbury in Central London but with a number of specialist satellite sites beyond that. The scale, variety and complexity of the estate is unparalleled within the sector. To support the delivery of UCL’s 20-year strategy, UCL2034, we have embarked on a £1.25bn capital investment programme to develop a truly inspiring estate for our students, staff, visitors and partners. This includes the development of UCL East, our new campus at the Queen Elizabeth Olympic Park, which will offer world class research, teaching and living accommodation within the largest cultural and educational development in Europe. UCL is London’s leading multidisciplinary university, with more than 13,000 staff and 42,000 students from 150 different countries. Founded in 1826 in the heart of London, UCL was the first university in England to welcome students of any class, religion, and the first to welcome women on equal terms with men.

The Role of Director of Campus Infrastructure and Operations
We are seeking to appoint to the crucial leadership appointment of Director of Campus Infrastructure and Operations to play a key role in the development and realisation of UCL’s Campus Experience and Infrastructure strategy. As we continue to invest in our estate and campus environment we are transforming our Campus Experience and Infrastructure department, with a specific mission to provide the best possible Campus Experience for our students, staff, visitors and partners. The Director of Campus Infrastructure and Operations will play a key role in delivering the Campus Experience and Infrastructure strategy, with a specific remit for leading operational provision across the estate, ensuring best-in-class service provision, technical assurance and value for money. We are seeking an exceptional leader with a proven track record of initiating transformational change resulting in demonstratable advancement and improvement in operational estates delivery and user experience across a large-scale, diverse, high-footfall property and facilities portfolio. The role calls for an individual with excellent interpersonal and communication skills, and that demonstrates a genuine enthusiasm and passion for UCL’s Vision and Mission, with the ability to translate this into the delivery of world-class Campus Experience.

CONTEXT UCL’s estate is unique, rich in history, at the heart of London and diverse in use. UCL Campus Experience and Infrastructure is responsible for managing the delivery of a Campus Experience Strategy, working with the Estates Development team to support an investment programme in excess of £1.25bn over next ten years. UCL is committed to providing the best possible Campus Experience, ensuring that its experience and infrastructure is sector leading and over time provides another reason to join or work with/for UCL, alongside its academic excellence. This role will play a key role in delivering the Campus Experience strategy, working with a range of teams, including Campus Experience. MAIN PURPOSE OF THE JOB • Campus Experience and Infrastructure strategy and set the benchmark for the Higher Education Sector. • To be a champion of integrated working with academic departments, ensuring that we are providing services in partnership with them. • To lead and have oversight for UCL’s campus infrastructure, ensuring it is safe, accessible and efficient. • To make the campus central to the identify and brand of UCL.

DUTIES AND RESPONSIBILITIES • To deliver an exemplary experience across all UCL sites, working with the Campus Infrastructure and Experience team, and Estates Development to create an environment which physically demonstrates our long term commitment to standards, values and ambitions. • Lead a culture which ensures the delivery of a safe, and vibrant environment for students, staff and visitors, which is aware of its responsibility to safety, accessibility and the community. • Strategic and transformation oversight for leading facility management service performance. • Ensure compliance with all statutory, regulatory and institutional requirements and recommended best practice, and oversee and co-ordinate the compilation and maintenance of essential legal records. • To lead an integrated service with academic departments, ensuring that we are providing strategic and operational support. • To lead the way, in demonstrating how our campus can be at the forefront of our sustainability agenda, working with the Sustainability team to achieve our stretching strategy and commitments. • Developing a customer-centered approach to the estate management function, ensuring appropriate processes are in place to facilitate clear lines of communication with all customers, and with particular focus
on ensuring basic standards are consistently maintained.
• To make a significant contribution at a senior level to the development and implementation of strategy, including the delivery of the Campus Experience strategy and its relationship with the Estates Development Strategy/Capital Plan. • Implementation and delivery of fire safety management, ensuring the UCL fire safety management system practices comply with all aspects of the Regulatory Reform (Fire Safety) Order 2005 and related fire safety legislation and recognised codes of practice. • To consider and lead across all UCL sites, including UCL East, ensuring that we work UCL wide. • Ensure Institutional strategies (e.g. research, teaching, public engagement, London Framework) and stakeholder requirements resulting in appropriate services and desirable user experience. • To provide infrastructure and operational leadership of UCL East, working in partnership with the UCL East project and Estates Development. • Working with and maintaining effective relationships with key stakeholders including, key internal colleagues, the NHS, and local councils.

Person Specification
QUALIFICATIONS, EXPERIENCE AND KNOWLEDGE The post requires the managerial background and experience necessary to provide professional, technical and strategic advice at a senior management level within UCL, to identify and implement opportunities for improvement, and the management of change. Experience and track record of planning and executing transformation and change programmes resulting in performance improvement across a complex organisation. Possessing track record of demonstrating measurable advancement/improvement in operating model, value for money, assurance and compliance and user experience. Experience in an estate leadership role across a large-scale property portfolio with significant operational experience of hard services, including a 24/7 operation which focuses on high standards throughout. Track record of leading the provision of operational estates and facilities across a large-scale portfolio through the delivery of both in-house (from senior managers through to operational staff) and external delivery partners. Experience of leading from the front to build a culture of safety first. Excellent technical expertise and understanding of building systems, legislation and service requirements across a diverse portfolio. Track record of leading complicated transformation programmes. Experience of improving the accessibility of a large and complex estate, working with a range of stakeholders.

SKILLS AND ABILITIES High level skills in one-to-one and group communication, persuasion, and diplomacy, in the face of potentially challenging audiences. Excellent communication and interpersonal skills, the capacity to enthuse and inspire, and to influence colleagues at all levels. Possessing a very high level of personal and professional credibility as the lead Campus Infrastructure and Operations professional within the organsiation. Possessing flexible and honed stakeholder management skills that can be successfully applied in a large-scale diverse public organisation.
