SECTION 5: CAPABILITY ASSESSMENT

5.3.3 FISCAL CAPABILITY The ability of a local government to implement mitigation actions is often dependent on the amount of money available. This may take the form of outside grant funding awards or locally based revenue and financing. The costs associated with mitigation policy and project implementation vary widely. In some cases, policies are tied primarily to staff time or administrative costs associated with the creation and monitoring of a given program. In other cases, direct expenses are linked to an actual project such as the acquisition of flood-prone houses, which can require a substantial commitment from local, state, and federal funding sources. The Local Capability Self-Assessment was used to capture information on the r egion’s fiscal capability through the identification of locally available financial resources. Table 5.4 provides a summary of the results for the region with regard to relevant fiscal resources. A checkmark indicates that the given fiscal resource is locally available for hazard mitigation purposes (including match funds for state and federal mitigation grant funds).
