LOCAL MITIGATION PLAN REVIEW TOOL
Plan Assessment These comments can be used to help guide your annual/regularly scheduled updates and the next plan update.
Element A. Planning Process
Strengths/Opportunities for Improvement ▪ Public was invited to participate in several ways including local community websites and social media accounts, public survey, and outreach flyer. Held a public meeting in an area known for flooding and in a community center. Received 110 survey responses. A diverse group of stakeholders was involved in some way with the process. Recommend placing flyers throughout more areas within each jurisdiction.
Element B. Risk Assessment
Strengths/Opportunities for Improvement ▪ Section on social vulnerability and growth and development with an overall focus on the county and more detailed look at each jurisdiction. Table of decision to include or not each hazard. Maps outlining the location of critical facilities based on lifelines. Recommend the following: more detail for climate change specifically location (for example: flooding what areas may become more likely to flood, new areas of flood), minor improvements could be made to flood maps for each jurisdiction with streets as a background layer, making it easier to see where developed areas are at risk, and consider the extent of flood depths beyond the 100 year floodplain.
Element C. Mitigation Strategy
Strengths/Opportunities for Improvement ▪ Section on capabilities provided a table of each jurisdiction and descriptions for each capability. Assessed each jurisdiction’s process for handling SD/SI after an event. A good array of actions that consider gaps and limitations in each jurisdiction's capabilities. Could benefit from additional actions that benefit underserved communities and socially vulnerable populations. Strongly recommend further explanation for local/state/federal funding sources.
Element E. Plan Update
Strengths/Opportunities for Improvement ▪ Considered social vulnerability of participating jurisdictions as a priority for revising the plan.
