Tٍ بداية إرث راسخ بدأت القصة في صحراء ســـــويحان أواخر ثمانينيـــــات القـــــرن الماضـــــي، حيث انطلق فريـــــق صغير مـــــن العلماء لتوثيق ســـــلوك طائـــــر الحبـــــارى في منطقة لم تشـــــهد مثل هذه الدراســـــات من قبل. لم يمتلك الفريق آنذاك صلاحيـــــات تنظيميـــــة أو ميزانيات ضخمـــــة، بـــــل كان يحمـــــل قناعة راســـــخة اســـــتمدّها من الرؤية البيئية الاستشرافية للقائد المؤســـــس، بأن هذه الأرض، وكل ما ينبـــــض بالحياة عليها، يســـــتحق أن يُعرف، ويُفهم، ويُصان. ولا تزال تلك اللحظة تجسّـــــد النواة الأولى لانطـــــلاق هيئـــــة البيئة - أبوظبـــــي، مؤكدة التزامًـــــا راســـــخًا بالعلم والإدارة الرشـــــيدة لحمايـــــة البيئـــــة كنهج مســـــتدام. فمن ذلك الفريق الصغير، وُلد المركز الوطني لبحوث 1996 ، ثم تطـــــور عام 1989 الطيـــــور عـــــام إلـــــى هيئة أبحاث البيئـــــة والحياة الفطرية وتنميتها. وتوّجت هذه المسيرة قبل ثلاثة عقود بتأســـــيس “هيئة البيئـــــة - أبوظبي” جهـــــة تنظيميـــــة متخصصـــــة، تُترجم تلك الرؤية التأسيســـــية إلى إنجـــــازات واقعية وملموســـــة، لتغدو اليوم إحدى أبرز قصص النجاح البيئي في المنطقة بأسرها. ومـــــع احتفالنـــــا بهـــــذه المناســـــبة، وإطلاق –2026 خطتنـــــا الاســـــتراتيجية للأعـــــوام ، نتأمل بفخر ما تحقق من إنجازات، 2030 ونســـــتحضر الحقيقة التـــــي أدركها علماؤنا الأوائـــــل، ألا وهي أن البيئة ليســـــت بمعزل عـــــن التنمية، أو الثقافــــــــــة، أو الازدهار، بل هي الأســـــاس الـــــذي تقوم عليـــــه مقومات الحياة كافــــــة. “مـــــا بدأ بفريـــــق من العلماء فـــــي صحراء ســـــويحان، أصبـــــح اليوم هيئـــــة رائدة تُعد أول شـــــريك تنفيذي للاتحاد الدولي لحفظ الطبيعة في منطقة غرب آسيا، بالتعاون مع Three decades after its founding, the Environment Agency – Abu Dhabi [EAD] reflects on a legacy built on science, stewardship, and the enduring vision of the late Sheikh Zayed bin Sultan Al Nahyan, a journey that has transformed a small field research team into the largest environmental regulatory body in the Middle East. ثلاثة عقود من العطاء، تروي فيها هيئة البيئة - أبوظبي قصة إرث عظيم ارتكز على العلم والإدارة الرشيدة لمواردنا الطبيعية. إنها مسيرة استلهمت طموحها من الرؤية الحكيمة للمغفور له الشيخ زايد بن سلطان آل نهيان، طيب اللـه ثراه، لتُحوّل فريقًا صغيرًا يُعنى بالبحوث الميدانية إلى أكبر جهة بيئية متخصصة في الشرق الأوسط، تقودنا بثقة نحو غد مستدام. THE ORIGIN OF A LEGACY In the desert near Sweihan, in the late 1980s, a small group of scientists crouched over a houbara bustard, documenting its behaviour in a region where no such re- cords had ever existed. They had no regulatory mandate. No large budget. What they had was conviction, rooted in the vision of the late Sheikh Zayed bin Sultan Al Nahyan, that this land and everything living within it deserved to be known, understood and protected. That moment still matters because it captures EAD’s or- igins: a commitment to science, enduring stewardship and environmental protection built to last. The small team became the National Avian Research Centre in 1989. That centre became the Environment Research and Wildlife Development Agency [ERWDA] in 1996. Thirty years ago, ERWDA evolved into the Environment Agency – Abu Dha- bi: the emirate’s environmental authority, charged with translating a founding vision into measurable reality. Today, that journey stands as one of the region’s most compelling environmental success stories. As we mark this anniversary and launch our Strategic Plan 2026-2030, I find myself thinking not only of what has been achieved, but of what those early scientists un- derstood that still holds true today. The environment is not separate from development, culture or prosperity. It is the foundation of all three. “What began as a group of a scientists in the desert near Sweihan is today IUCNʹs first Framework Partner in West Asia, a partnership with the world›s leading con- servation authority. The conviction is unchanged. The global recognition has grown.” THREE DECADES OF MEASURABLE IMPACT The past three decades have shown what is possible when environmental stewardship is guided by science and sustained through long-term commitment. Protect- ed areas now cover 20 per cent of Abu Dhabi’s land and marine area. The Sheikh Zayed Protected Areas Network is managed at a level that exceeds global averages. Fish stocks have recovered dramatically, with Abu Dhabi’s Sustainable Fishing Index reaching 100 per cent in 2025, while populations of dugongs and sea turtles continue to grow, rising 20 per cent to 3,500 and 30 per cent to 8,000

أبرز جهة عالميـــــة معنية بحماية الطبيعة. أما القناعة التي انطلقت منها هذه المسيرة، فلا تزال ثابتة، فيما تواصل جهودنا حصد مزيد من التقدير والاعتراف على الســـــاحة الدولية.” ثلاثة عقود من الأثر أثبتـــــت العقـــــود الثلاثة الماضيـــــة ما يمكن تحقيقه عندما تســـــتند جهود صون البيئة إلـــــى العلم، وتســـــتمر بفضل التـــــزام طويل الأمد. واليـــــوم، تغطي المناطـــــق المحمية مـــــن المســـــاحة البريـــــة والبحريـــــة 20% لإمـــــارة أبوظبـــــي، فيما تُدار شبكــــــــــة زايد للمحميــــــــــــــات الطبيعيـــــة وفـــــق معاييـــــر تتجاوز المتوسطات العالمية. كما شـــــهد مخزون الثروة الســـــمكية تعافيًا ملحوظًا، إذ بلغ مؤشـــــر الصيد المســـــتدام

، وفي الوقت 2025 عام 100% في أبوظبي نفســـــه، ارتفعت أعداد الأطوم (أبقار البحر) . عـــــلاوة 3,500 لتصـــــل إلـــــى 20% بنســـــبة على ذلك، زادت أعداد الســـــلاحف البحرية ، بفضل الحماية 8,000 لتبلـــــغ 30% بنســـــبة المستدامة لغابات القرم، ومروج الأعشاب البحرية، ومواقع التعشـــــيش. كذلك ارتفع الوعي بالقضايا البيئية لدى أفراد المجتمع بأكثر من الضعف خلال العقد الماضي. تأتـــــي هـــــذه الإنجـــــازات ثمـــــرة عقـــــود من البحث العلمي، والتنظيم، والتعاون المثمر، والشـــــراكات المجتمعيـــــة الفاعلـــــة. وهـــــي تجســـــد حصيلة آلاف القـــــرارات الحكيمة التـــــي اتُّخـــــذت بثبـــــات وصبـــــر، مـــــن أجل بنـــــــــــاء بيئة أكثــــــــر صحــــــــــة واستدامـــــــــة للأجيــــــال القادمة.

respectively through sustained protection of mangroves, seagrass meadows and nesting sites. Public awareness of environmental issues has more than doubled over the past decade. These achievements are the result of decades of research, regulation, collaboration and community engagement. They reflect thousands of decisions made consistently and patiently in service of a healthier environment for future generations. Perhaps no single story captures that journey better than the Arabian Oryx. Declared Extinct in the Wild in 1972, it was reclassified as Vulnerable by the International Un- ion for Conservation of Nature in 2011, becoming the first species in recorded history to move up three categories on the Red List. Today, the UAE hosts the world’s largest population. Its recovery is one of the most powerful con- servation stories of our time, a proof that when science, conservation and long-term commitment work together, restoration is possible.
