من مجلة شــــــواطئ للحصان العربي الأصيل، ليكون رســــــالة حب بصرية تحتفي بما 74 نُهدي العدد رقم نكنّه له من شــــــغف ومحبة. فتقديرنا العميق لهذا المخلوق النبيل ضارب في العمق، وهو نتاج شــــــراكة امتدّت لقرون طويلة، انصهرت فيها وحدة الحال والمصير بين الإنســــــان العربي والخيل، حتى أصبح رمزًا راســــــخًا من رموز الثقافة العربية. لدى القبائل البدوية، لم يكن الجواد العربي النبيل مجرد وســــــيلة للترحال، بل سندًا في وغى الحرب، وخلا وفيًّا، ومأوى وقت الشدّة. ولهذا، كان لـ“شاربات الرياح” مكانها الخاص داخل خيم البدو، شأنها شأن سائر أفراد الأسرة. The 74 th edition of Shawati’ is a visual homage to our love of the Arabian horse. The deep reverence for horses in Arab culture is rooted in a centuries-old survival and symbiotic partnership. Bedouin tribes relied on the noble Arabian horse for mobility, warfare, and companionship, often sheltering these “drinkers of the wind” inside family tents.

Beginning with this issue, we will shine a spotlight on the many facets of the equestrian world, celebrating the remarkable individuals, traditions and innovations shaping the industry throughout the region and beyond. Equestrian disciplines such as horse racing and polo are often referred to as the “Sport of Kings” and the “King of Games”, respectively. These prestigious sports embody centuries of heritage, luxury and tradition, continuing to attract royalty, nobility, distinguished enthusiasts, and the highest echelons of society from around the world. In the United Arab Emirates, the profound relationship between Emiratis and horses spans centuries and re- mains deeply interwoven with the traditions and identi- ty of the Arab World. More than simply animals, horses have long been trusted companions, enduring symbols of prestige and essential partners in survival across the harsh deserts of the Arabian Peninsula. This extraordinary bond traces its roots to the Bedouin way of life, where Arabian horses were carefully bred not only for their endurance and speed but also for their grace, intelligence and unwavering loyalty. They were treasured possessions and cherished members of the family, often sharing their owners’ tents. Revered for their resilience and noble character, Arabian horses have remained at the heart of Arab equestrian heritage for more than 4,500 years. As with every edition of Shawati’ , thank you for joining us and for supporting us on another editorial and visual journey. Welcome to the summer edition of Shawati’ magazine. Issue 74 chronicles many significant milestones and achievements across the UAE while also highlighting compelling global stories that span a wide range of inter- ests. Together, the stories within these pages reflect an ever-evolving world - one that we are honoured to capture both editorially and visually each quarter. Today, the UAE is almost unrecognisable from what it was just 54 years ago. In those early years, bridges were still being built, hospitals, schools and factories were under construction, oil production facilities were tak- ing shape, and international hotels were only just be- ginning to arrive. It was an era of discovery and rapid transformation, fuelled by the discovery of oil in the 1960s. This ushered in a new chapter that gradually re- placed the fishing and pearl-diving economy and revo- lutionised the face of this young nation. Yet, no matter how much the UAE accomplishes, it nev- er rests on its laurels. The launch of the country’s passen- ger rail network marks another landmark chapter in the nation’s infrastructure journey and stands as a testament to the ambitious vision that continues to define the UAE. On 30 June 2026, Etihad Rail’s first passenger rail service transitioned from a visionary blueprint into a remark- able reality. HH Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, officially inaugurated the Mohamed bin Zayed City Passenger Train Station in Abu Dhabi. Over the coming months, additional routes will be introduced, making travel between the Emirates easier and more connected than ever before. The visual inspiration for this edition is dedicated to our admiration for the Arabian horse. Beyond their ex- traordinary beauty and elegance, Arabian horses are re-

ويُعــــــد هذا العدد تحية بصريــــــة إلى الخيل العربي الأصيل، ذلك الكائن الذي طالما أســــــر القلوب بجماله ورشــــــاقته وذكائه ووفائه وعزيمته التي لا تعرف لعالم الفروسية بكل شواطئ الوهن. واعتبارًا من هذا العدد، نفتح صفحات ما يزخر به من شــــــخصيات ملهمة وتقاليد عريقة وتجارب رائدةٍ، وابتكارات ترسم ملمح هذا القطاع في منطقتنا والعالم. ولطالما ارتبطت رياضات الفروســــــية، وفي مقدمتها سباقات الخيل والبولو، بعالم الملوك والنبلء، حتى اســــــتحقت ألقابًــــــا مثل “رياضة الملوك” و“ملك الألعــــــاب”. فهي رياضــــــات تختزن قرونًا من الإرث، والرقــــــي، والأصالة، ولا تزال تســــــتقطب أفراد الأســــــر الحاكمة، والنخب، وعشــــــاق الفروسية، وكبار الشخصيات من مختلف أنحاء العالم. وفي دولة الإمارات، تمتد جذور العلقة الوطيدة بين شعبها والخيل العربي إلى قرون مضت، حتى أصبحت جزءًا من تقاليد هذه الأرض وهويتها. فمنذ قرونٍ، كانت الخيل رفيقة الإنســــــان في الصحــــــــــــراء، وســــــنده في الترحال، ورمزًا لمكانته، وشريكتـــــــــــــه في مواجهــــــة قسوة الحيــــــاة في صحراء شبه الجزيرة العربية. وتعــــــود جذور هذه العلقــــــة إلى حياة البدو، الذين اعتنــــــوا بالخيل العربية الأصيلة عناية استثنائية، فانتقوا سللاتها لما امتازت به من صبرٍ، وسرعةٍ، ورشاقةٍ، وذكاءٍ، ووفاء نادر. ولم تكن الخيل في نظرهم من أعز الممتلكات فحســــــب، بل كانت فردًا من أفراد الأســــــرة، تشاركهم خيامهم، وترافقهم في تفاصيــــــل حياتهــــــم. وعلى مــــــدى أكثر من أربعة آلاف وخمســــــمئة عام، بقي الحصان العربي الأصيل رمزًا للنبل، والقوة، والصمود، وحجر الأســــــاس في تراث الفروسية العربية. ، يسعدنا أن ترافقونا في هذه الرحلة القصصية شواطئ وكما في كل عدد من والبصريــــــة، ونعدكــــــم بلقــــــاء مميز في ســــــبتمبر المقبل مع العــــــدد الخامس والســــــبعين، الذي سيحمل طابعًا تذكاريًا خاصًا احتفاء بهذه المحطة المهمة في مســــــيرة المجلة. وحتى نلتقي، نتمنى لكم دوام الصحة، ووافر السعادة، وقراءة ممتعة.

. يوثّق عددنا شواطئ قرّاءنا الأعزاء، مرحبًا بكم في عدد الصيف من مجلة باقــــــة من المحطات المفصلية والإنجازات البارزة التي شهدتهــــــــــــــا 74 رقــــــم دولة الإمارات العربية المتحدة مؤخّرًا، كمـــــــــــا يسلّـــــــــــط الضوء على قصص عالمية مؤثّرة تتشــــــعّب فصولها عبر مواضيــــــــــــع شــــــتّى. ولا شك في أن تلك القصص هي مرآة صادقـــــــــــة لحال العالم المتبدل من حولنا، ولنا شرف نقلها لكم بالكلمة والصورة. اليــــــوم، يكاد المــــــرء يعجز عن المقارنة بين دولة الإمارات الحالية، وما كانت عامًا. ففي فجر ســــــنواتها التأسيســــــيّة، كانت الجســــــور تضع 54 عليه قبل لبنتهــــــا الأولى، وكذلك المستشــــــفيات والمــــــدارس والمصانع. وكانت مرافق إنتــــــاج النفط تفتتح باكورة أنشــــــطتها، والفنــــــادق العالمية تجد أول موطئ قدم لها في الدولة. كانت حقبة اســــــتثنائية اتســــــمت بالفضول والاكتشــــــاف والتغيّرات السريعة، مدفوعة بالإمكانات الهائلة التي رافقت اكتشاف النفط في ســــــتينيّات القرن الماضي. ولقــــــد أَذَنت كل تلك العوامل مجتمعة بولادة فصل جديد من حياة هذه الدولة الناشئة، بدأت فيه روافد اقتصادية جديدة بالظهور، لتطوي الإمارات صفحة اقتصاد ارتكز طويل على صيد الأســــــماك والغوص على اللؤلؤ، وتفتح صفحة جديدة من التنمية والطموح. وكعادتهــــــا، لا تنظر دولة الإمارات إلى الإنجــــــازات بوصفها محطات أخيرة، بــــــل تعتبرها نقطة انطلق نحو آفاق أرحب. فكل مشــــــروع يكتمل يفســــــح المجال لمشــــــروع أكثر طموحًا. ويأتي إطلق شبكة قطارات الركاب التابعة لـ“قطــــــارات الاتحاد” امتدادًا لهذه المســــــيرة، ليكتب فصل جديدًا في قصة البنية التحتية للدولة، ويجســــــد الرؤية الطموحة التي تواصل رســــــم ملمح ، خرج أول قطار للركاب من دائرة الأحلم 2026 يونيو 30 مســــــتقبلها. ففي والخطط إلى رحاب الواقع، مع افتتاح ســــــمو الشيخ خالد بن محمد بن زايد آل نهيان، ولي عهد أبوظبي، رئيس المجلس التنفيذي لإمارة أبوظبي، محطة قطارات الركاب في مدينة محمد بن زايد. وخلل الأشــــــهر المقبلة، ستتســــــع هذه الشــــــبكة مع افتتاح محطات ومســــــارات جديدة، لتصبح إمارات الدولة أكثر قربًا وترابطًا من أي وقت مضى.

W عندما ، كان الهدف 2021 عندمــــــا أطلقت دولة الإمارات برنامج “نافــــــس” عام المباشــــــر واضحًــــــا، وهو تعزيز حضــــــور الكوادر الإماراتيــــــة في القطاع الخــــــاص. غير أن البرنامج، وبعد خمســــــة أعــــــوام من انطلاقه، حقق أثرًا تجــــــاوز هذا الهدف، ليُحــــــدث تحول حقيقيًا في نظــــــرة المواطنين إلى المســــــار المهني في القطاع الخاص، وفي نظرة الشــــــركات إلى الكفاءات الوطنية وما تمثله من قيمة مضافة. ويقود مجلس تنافسية الكوادر الإماراتية هذه المبادرة، ليشكّل “نافس” اليوم حلقة وصل فاعلة بين مخرجات التعليم والمتطلبات المتســــــارعة لسوق العمل المعاصر. منظومة دعم متكاملة ولتيسير انتقال الكوادر الإماراتية إلى بيئات العمل في القطاع الخاص، اعتمد “نافس” نهجًا متكاملا يجمع بين الحوافز المالية، وبرامج التأهيل والتطويــــــر المهنــــــي الموجّهة، بما يســــــهم في إزالة كثيــــــر من التحديات التقليدية التي طالما ارتبطت بالتوظيف. فعلى مســــــتوى الموظف، يســــــهم البرنامج في تضييق الفجوة بين مزايا القطاعين الحكومي والخاص، عبر تقديم دعم شــــــهري للرواتب، وعلاوة للأبناء، ودعم لشــــــتراكات التقاعد، إلى جانب توفير شبكة أمان مؤقتة عند التعطل عن العمل، بما يعزز الســــــتقرار المالي. وفي المقابل، يدعم البرنامــــــج أصحــــــاب العمل من خلال تمويل برامج التدريب أثناء العمل، بما يســــــرّع تأهيل الكوادر الوطنية، ويحوّلها إلى عناصر منتجة وقادرة على الإسهام الفوري في بيئة العمل. ول يعتمــــــد “نافس” على برامج تدريب عامة موحدة، بل يوجّه جهوده نحو القطاعات ذات النمو المرتفع عبر مســــــارات تخصصية. فمن خلال برنامج تطوير كوادر القطاع الصحي، أســــــهم في اســــــتقطاب ما يقارب مواطن ومواطنة لشــــــغل وظائف طبيــــــة حيوية، دعمًا لمنظومة 3,500 الرعاية الصحية في الدولة. كما مكّنت برامج تنمية الكفاءات والخبرات، مواطن ومواطنة من اكتســــــاب 7,700 مثــــــل “كفاءات” و“خبرة”، نحو المهارات العملية المتقدمة التي تتطلبها الشركات العالمية. تحوّل في المفاهيم When the UAE launched Nafis in 2021, the immediate goal was clear: in- crease Emirati national employment within the private sector. Five years into its mission, however, the initiative has achieved something far more transformative. It has sparked a psychological shift, changing how citi- zens view corporate careers and how companies value local talent. The Emirati Talent Competitiveness Council [ETCC] powers the programme. Today, Nafis serves as a bridge between education outcomes and the evolv- ing needs of the private sector. AN ECOSYSTEM OF SUPPORT To ease the transition into corporate environments, Nafis dismantled the traditional hiring barriers through a dual approach of economic incen- tives and targeted talent development. For the employee, the programme directly offsets the public-versus-pri- vate pay gap. It offers monthly salary top-ups, child allowances, pension subsidies, and temporary unemployment safety nets to ensure financial security. At the same time, it supports employers by funding on-the-job training, which rapidly turns raw talent into immediate business assets. Rather than relying on generic training programs, Nafis focuses on high- growth sectors through specialized development pathways. Through the National Healthcare Programme, it has placed nearly 3,500 Emiratis into critical medical roles to strengthen the nation’s healthcare infrastructure. Meanwhile, tailored competency and experience programmes like Kafa’at and Khebra have armed roughly 7,700 citizens with the sharp operational skills that global businesses demand. SHIFTING MINDSETS The market’s response blew past all initial forecasts, proving that private employers are actively seeking local talent. Nafis secured over 190,000 placements in its first five years, more than its original goal of 170,000 corporate jobs. This progress has also transformed public perceptions of private-sector careers. Historically, young graduates viewed private-sector careers with scepticism, and only 15 per cent considered such roles at the programme’s inception. That figure has now climbed to nearly 60 per cent. Notably, the initiative has also become a powerful engine for gender diversity, with Emirati women accounting for 74 per cent of total beneficiaries. 12 Shawati’ 74 74 شواطئ

Emirati human capital is one of the nation’s greatest economic strengths. We also envision a new generation of Emiratis who embody the true meaning of active citizenship. Young people who recognise that contributing to the nation’s economic development is both a responsibility and an opportunity, who are committed to continuously de- veloping their skills, embracing emerging industries, and bringing initiative, ambition, and dedication to the workplace. The future demands more than qualified professionals. It requires engaged citizens who create lasting value and proudly represent the strength and potential of Emirati talent across every sector. If we were to meet again in ten years, what is the one achievement you would hope people mention first when they talk about Nafis? Ten years from now, success will not be measured simply by the number of beneficiaries. For us, the true mile- stone will be seeing Emiratis become the first choice for private sector employers and seeing competition to attract Emirati talent become a defining feature of the labour market. We will certainly take pride in the numbers, but the real measure of success lies in the lasting impact. When private sector careers become the preferred professional path for young Emiratis, and when businesses recognise

Five years after the launch of Nafis, what has been the most significant transformation you have witnessed in the private sector labour market and among Emirati talent? Since the launch of the Nafis programme in 2021, our ambition has extended far beyond increas- ing the number of Emiratis employed in the pri- vate sector. We set out to reshape long-held per- ceptions of private sector careers, both among Emirati citizens and private sector employers. Today, we can confidently say that this transfor- mation is well underway. Many companies have moved from viewing Emiratisation as a regulato- ry obligation to recognising it as an investment in human capital that delivers tangible value to their businesses. The results speak for themselves. The programme has supported the employment of more than 190,000 Emiratis in the private sector, while the attractiveness of private sector careers among re- cent graduates has risen from just 15 per cent to nearly 60 per cent in only five years. This is precisely why the programme has been extended through 2040. The decision reflects the UAE’s conviction that Nafis has become an in- tegral pillar of the nation’s long-term vision to build a more competitive economy by investing in Emirati talent. In your view, when does Emiratisation evolve from a regulatory requirement into a genuine competitive advantage for businesses? What message would you like to share with compa- nies that still see Emiratisation as a cost rath- er than an investment? When companies invest in Emirati talent, they are doing more than meeting a regulatory re- quirement-they are building a sustainable com- petitive advantage. ” At Nafis, our role is to bridge the gap between the evolving needs of the labour market and the capabilities of Emirati citizens through a comprehensive ecosystem of training, upskilling, and support. This enables businesses to attract talent that is equipped to contribute to growth from day one. Ultimately, the success of Emiratisation should be measured not only by the number of Emiratis employed, but also by the value they bring to their organisations. The decision to extend Nafis through 2040 re- flects a vision that goes far beyond employ- ment. How do you envision Emirati talent shaping the economy of the future? By 2040, we aspire to see Emirati talent firmly embedded within the private sector as a natu- ral and enduring feature of the UAE’s economy, no longer associated with a specific initiative or programme, but with a deeply rooted social and economic culture. Our ambition is for Emiratis to lead companies, drive innovation, and compete successfully on the global stage, because we firmly believe that

كما نتطلـــــــــــــع إلى جيــــــــــــــــــل من الشبـــــــــاب الإماراتي يجسد مفهوم المواطنــــــــــــة الإيجابيـــــــة؛ شباب يدرك أن المشاركة في بناء اقتصــــــــــــــــــاد الوطن مسؤوليـــــــــــــــة وفرصة فــــــــــــي آن واحد، ويحــــــــــــرص على تطوير مهاراته باستمرار، والنفتاح على القطاعات الجديدة، والمبادرة في مواقع العمل بروح اللتزام والطموح. فالمستقبل ل يحتاج إلى كفاءات مؤهلة فقط، بل إلى مواطنين فاعلين يضيفون قيمة حقيقيــــــــــــــــــة، ويقدّمــــــــــــــــــون صورة مشرّفة للكوادر الوطنية في مختلف القطاعــــــــــــات. إذا التقينا مجددًا بعد عشــــــر ســــــنوات، فما الإنجاز الذي تتمنون أن يُذكر أولا عند الحديث عن “نافس”؟ بعد عشــــــر ســــــنوات، لن يكون معيار النجاح بالنســــــبة لنا عدد المستفيدين فقط، بل أن يصبح المواطن الإماراتي الخيار الأول للقطاع الخاص، وأن تصبح المنافســــــة على اســــــتقطابه جزءًا من ثقافــــــــــــة السوق. ســــــنفخر بالأرقام، لكن الأهم هو الأثر؛ فعندما يصبح العمل في القطاع الخاص الخيار المهني الأول للشباب الإماراتي، وعندما تنظر الشركات إلى الكفاءات الوطنية باعتبارها محركًا للنمو والبتكار، عندها نستطيع أن نقول إن “نافس” قد حقق رسالته. وطموحنا أن يسهم برنامج “نافس” في تعزيز مواءمة مخرجات التعليم مع متطلبات سوق العمــــــل، بما يضمن إعداد كوادر وطنية قادرة على المنافســــــة، ومؤهلة للانخراط بفاعلية في القطاعات ذات الأولوية. كما نرى أن منظومة “نافس”، بما توفره من دعم ماليٍ، وبرامج تدريبية وتأهيلية، تمثل ركيزة أساســــــية لتعزيز جاهزية الكوادر الإماراتية، وترســــــيخ دور الإنسان الإماراتي باعتباره العمود الفقري لكل اقتصاد مستدام. وما تحقق حتى اليوم يؤكد أننا انتقلنا من مرحلة الإطلاق إلى مرحلة الأثر المســــــتدام، لكن طموحنا ل يزال أكبر. فالمستقبــــــــــــــــل يتطلـــــــــــــب الستثمــــــــــــــــــار المستمـــــــــــــــــــر في الإنســــــان، لأنه أساس تنافسية القتصــــــــــاد الإماراتــــــــــــي.

A على على مدى أكثر من خمسة عقودٍ، لم تكن عائلة آل نهيان مجرّد شاهد على تحوّلات دولة الإمارات، بل كانت قطبًا أساســــــيًا في صياغتها. فمن لحظة التأسيس الأولى، وصولا إلى تشــــــكيل ملامح الدولة الحديثة، تعاقبت أجيال من القيادة على رســــــم مســــــارها السياسي، والاقتصادي، والدبلوماسي، واضعة أسس الحوكمة، ومرسّخة حضور الدولة في محيطها الإقليمي والدولي، ودافعة بمشاريع التنويع الاقتصادي والتخطيط الاستراتيجي نحو آفاق أبعد. وفي إطار نهجها الرامي إلى ترســــــيخ روح المجتمع، أعلنت دولة الإمارات العربية “عام الأســــــرة”، وهي مبادرة وطنية تســــــلط الضوء على أهمية 2026 المتحدة عام التماسك الأسري، والمسؤولية المشتركة، واستمرارية الروابط بين الأجيال داخل الدولة. وتأتي هذه المبادرة في إطار الأجندة التنموية طويلة الأمد للدولة، داعية المؤسســــــات الاتحادية والمحلية إلى تعزيز اســــــتقرار الأســــــرة وجودة حياتها عبر السياســــــات، والبرامج المجتمعية، والمبادرات العامة. وتعكس المبادرة رؤية ترى في الأسرة أكثر من مجرد إطار اجتماعي خاصٍّ، بل ركيزة أساسية للهوية الوطنية، وأحد المقومات الجوهرية لرفاه المجتمع. وفي دولة الإمارات، يتجاوز مفهوم الأســــــرة حدود روابط النسب، ليشمل مختلف فئات المجتمع التي تعيش وتعمل على أرضها، في نســــــيج اجتماعي أوسع، قوامه الانتماء، والإسهام في مسيرة الوطن، وتراكم التجارب المشتركة. وقد أرسى المغفور له الشيخ زايد بن سلطان آل نهيان دعائم الاتحاد، ووضع الأسس السياســــــية والاجتماعية التي قامت عليها الدولة، مســــــتندًا إلى مبادئ الاستقرار، والتعاون، والرؤية بعيدة المدى. ثم واصلت الأجيال اللاحقة البناء على هذا الإرث، عبر تطوير مؤسسات الاستثمار السيادي، وتوسيع الشراكات الدبلوماسية، وتعزيز السياسات الدفاعية، ودفع مسيرة التحول الاقتصادي على نطاق واسع. واليوم، يتولى أفراد أســــــرة آل نهيان مناصب قيادية في مختلف مفاصل الدولة، تشــــــمل رئاسة الدولة، والحكومة الاتحادية، والشؤون الخارجية، والأمن الوطني، وقطاعَي الطاقة والاســــــتثمار. وتمتد مســــــؤولياتهم لتشمل إدارة الشأن التنفيذي، والعمل الدبلوماسي، والمبادرات الإنسانية، والإدارة المحلية للإمارة. وتعكس هذه الأدوار، مجتمعةً، مسيرة تطور دولة الإمارات منذ قيام الاتحاد، إلى دولــــــة ذات حضور عالميٍّ، ترتكز أولوياتها على الاســــــتقرار، والمرونة الاقتصادية، Across more than half a century, the Al Nahyan family has played a central role in shaping the political, economic and diplomat- ic trajectory of the United Arab Emirates. From the federation’s founding to the development of contemporary state institutions, successive generations have guided national policy across gov- ernance, international relations, economic diversification and strategic planning. In 2026, the United Arab Emirates has designated the Year of Family , a national initiative that highlights the importance of cohesion, shared responsibility and intergenerational continuity within society. Positioned within the country’s long-term development agenda, the programme calls on federal and local institutions to strengthen family life through policy, community engagement and public initiatives. It reflects an understanding that family is not only a private structure, but a foundational element of nation- al identity and collective wellbeing. Within the UAE, this idea extends beyond lineage. The concept of family encompasses the diverse population that lives and works across the country, forming a broader social fabric grounded in belonging, contribution and shared experience. The leadership of Sheikh Zayed bin Sultan Al Nahyan established the political and social foundations of the union, defining prin- ciples of stability, cooperation and long-term development. Lat- er generations expanded this framework through the growth of sovereign investment institutions, diplomatic partnerships, de- fence policy and large-scale economic transformation. Today, members of the Al Nahyan family occupy key positions across federal government, the presidency, foreign affairs, na- tional security, energy and investment. والتعــــــاون الدولــــــي، والتخطيط بعيد المدى. وفي وقت يشــــــهد فيه العالم تصاعدًا في حدّة النزاعات، وحالة من عدم اليقين، يأتي “عام الأســــــرة” ليؤكد أحد المبادئ الراســــــخة التي تقوم عليها دولة الإمارات: أن قوة الأوطان تنبع من متانة الروابط التي تجمع أبناءها، ومن الالتزام المشترك تجاه الوطن الذي يحتضنهم. المغفور له الشيخ زايد بن سلطان آل نهيان الرئيس المؤسس لدولة الإمارات العربية المتحدة قلّما حظي قائد في ذاكرة الإمارات بمحبّة صادقة كتلك التي حظي بها والد الأمّة، الشــــــيخ زايد بن ســــــلطان آل نهيان، حتى بات يُعرف بين الناس بلقب “بابا زايد”. 1971 ، ثم قيادته للدولة منذ قيام الاتحاد عام 1966 فمنذ تولّيه حكم أبوظبي عام ، قاد الشــــــيخ زايد مســــــيرة توحيد الإمارات، وأرسى دعائم دولة 2004 وحتى عام تقوم على التشاور، والتكامل، والتنمية المشتركة. وكان في جوهر رؤيته إيمان واضح بأن قيمة الوطن تُقاس برفاه أبنائه. فتم توجيه عائدات النفط نحو بناء المدارس، والمستشــــــفيات، والمســــــاكن، والبنية التحتية، لتتشكل دولة حديثة تتسع فيها فرص التعليم، والرعاية الصحية، والحياة الكريمة،

Together, these roles reflect the evolution of the UAE from a newly formed federation into a globally connected state whose priori- ties include stability, economic resilience, international cooper- ation and long-term planning. At a time when many parts of the world are experiencing conflict and uncertainty, the Year of Family also underscores a defining principle of the Emirates: that the strength of a nation rests in the bonds that connect its people and the shared commitment to the place they call home. The late Sheikh Zayed bin Sultan Al Nahyan Founding President of the United Arab Emirates Few figures are spoken of with as much affection in the United Arab Emirates as Sheikh Zayed bin Sultan Al Nahyan, widely known as “Baba Zayed”, the father of the nation. As Ruler of Abu Dhabi from 1966 and the founding President of the UAE from 1971 until 2004, he led the formation of the federation and guided the transformation of a group of emirates into a unified country built on cooperation, consultation and shared development.

وفــــــي عهده أيضًا، تعزّزت مكانة المؤسســــــات الســــــيادية التي شــــــكّلت دعامة للاســــــتقرار المالي والمشــــــاركة الدولية، فيما رسّــــــخت الإمارات موقعها كشــــــريك عالمي واثقٍ، مع توسيع شــــــبكة علاقاتها الدبلوماسية والاقتصادية، من دون المســــــاومة على اســــــتقرارها الداخلي، الذي ظل سمة راسخة منذ قيام الاتحاد. واتّســــــم أســــــلوب المغفور له الشــــــيخ خليفة القيادي بالهدوء والاتزان، وجسّــــــدت رئاســــــته مرحلة ترســــــيخ متدرّج للرؤية التي أرسى دعائمها الشــــــيخ زايد، طيّب اللـــــــه ثراه، ناقلة الدولة إلى مرحلة أكثر نضجًا في بنيتها المؤسسية، دون أن تفقد روحها الأولى.

The late Sheikh Khalifa bin Zayed Al Nahyan Former President of the United Arab Emirates

When Sheikh Khalifa bin Zayed Al Nahyan assumed the Presidency in 2004, the United Arab Emirates was entering a new phase of its devel- opment. The foundations of the federation had been laid by Sheikh Zayed, and Sheikh Khalifa’s leadership became closely associated with strengthening and expanding the institutions that would carry the country forward. As President of the UAE and Ruler of Abu Dhabi, he presided over a period in which the country’s economic, cultural and diplomatic presence con- tinued to grow. His tenure coincided with major national infrastructure projects, the expansion of public services and significant investment in sectors designed to support long-term economic diversification. Under his leadership, the UAE introduced its first comprehensive federal government strategy, setting out a clearer framework for planning, coordination and policy implementation across ministries. Sheikh Khalifa also oversaw the strengthening of key sovereign institu- tions that would play an important role in the country’s long-term finan- cial stability and international engagement. During these years the UAE increasingly positioned itself as a confident global partner, expanding its diplomatic and economic relationships while maintaining the internal stability that had characterised the federation since its founding. His leadership style was measured and calm and his presidency marked an important chapter in the country’s development. If Sheikh Zayed was the founder of the nation, Sheikh Khalifa’s era represented the steady consolidation of that vision, guiding the UAE into a more mature phase of statehood while preserving the principles on which the federation was built.

بالتــــــوازي مع النمو الاقتصادي المتســــــارع. ومن هنا، تحوّلــــــت مقولته: “الثروة الحقيقية هي الإنسان” إلى مبدأ مؤسس لمسيرة التنمية الاجتماعية في الدولة الناشئة. كما منح الشــــــيخ زايد أولوية كبرى لوحدة الإمارات، ولثقافة الحوار في إدارة الشــــــأن العام. وأســــــهمت المؤسســــــات الاتحادية التي نشأت في عهده في توفير إطار متماسك مكّن الدولة من التقدّم بثباتٍ، مع الحفاظ على روح التعاون بين إماراتها. ولم تنفصل رؤيته التنموية عن نظرته إلى تطوير بيئة الإمارات، إذ قاد جهودًا واسعة لحماية الحياة البريّة، واستصلاح الأراضي، والتشجير، في نهج يجعل من التنمية مسارًا متوافقًا مع طبيعــــــة الصحــــــراء، لا متعارضًا معها. وبعد مرور أكثر من عقدين على رحيله، لا يزال حضوره راســــــخًا في ملامح الدولة، عبر المؤسســــــات التي أنشأها، والقيم التي أرساها، والتي ما تزال ، دخلت الإمارات مرحلة 2004 مع تولّي الشــــــيخ خليفة بن زايد آل نهيان رئاســــــة الدولة عام جديدة من مســــــيرتها، بعد أن اكتملت ركائزها التأسيسية. وارتبطت قيادته، على نحو وثيق، بترسيخ المؤسســـــات وتوسيــــــع أدوارها، لتكون القاعــــــدة التي انطلقــــــت منها الدولــــــة نحو مراحلها التالية. وخــــــلال فترة حكمــــــه، واصلت الدولة تعزيز حضورها الاقتصادي، والثقافي، والدبلوماســــــي، بالتوازي مع تنفيذ مشــــــاريع بنية تحتية كبرى، وتوســــــيع نطاق الخدمات العامة، والاســــــتثمار في قطاعات تدعم تنويع الاقتصاد على المدى الطويل. كما شهدت هذه المرحلة إطلاق أول اســــــتراتيجية حكومية اتحادية شــــــاملةٍ، وضعت إطارًا أوضح للتخطيط، والتنسيق، وتنفيذ السياسات عبر الجهات المختلفة. حجر الأساس في رسم نهجها وتشكيل هويتها. المغفور له الشيخ خليفة بن زايد آل نهيان الرئيس السابق لدولة الإمارات العربية المتحدة

Central to Sheikh Zayed’s leadership was the conviction that the prosperity of a nation must be measured by the wellbeing of its people. Oil revenues were directed into schools, hospitals, housing and infrastructure, laying the foundations of a modern state in which education, healthcare and opportunity could expand alongside rapid economic growth. His belief that “wealth lies in people” became a guiding principle of national devel- opment and helped define the social contract of the young federation. Sheikh Zayed also placed strong emphasis on unity among the emirates and on the importance of dialogue in gov- ernance. The federal institutions established during his leadership provided the structural framework through which the UAE could grow while maintaining stability and cooperation among its constituent states. Alongside state-building, he championed environmental stewardship. Wildlife protection, land cultivation and large-scale tree planting programmes reflected his belief that development must remain attentive to the natural landscape of the desert. More than two decades after his passing, Sheikh Zayed remains a defining figure in the history of the UAE. The institutions he established and the values he articulated continue to guide the country’s development and shape its national identity.
