W عندما ، كان الهدف 2021 عندمــــــا أطلقت دولة الإمارات برنامج “نافــــــس” عام المباشــــــر واضحًــــــا، وهو تعزيز حضــــــور الكوادر الإماراتيــــــة في القطاع الخــــــاص. غير أن البرنامج، وبعد خمســــــة أعــــــوام من انطلاقه، حقق أثرًا تجــــــاوز هذا الهدف، ليُحــــــدث تحول حقيقيًا في نظــــــرة المواطنين إلى المســــــار المهني في القطاع الخاص، وفي نظرة الشــــــركات إلى الكفاءات الوطنية وما تمثله من قيمة مضافة. ويقود مجلس تنافسية الكوادر الإماراتية هذه المبادرة، ليشكّل “نافس” اليوم حلقة وصل فاعلة بين مخرجات التعليم والمتطلبات المتســــــارعة لسوق العمل المعاصر. منظومة دعم متكاملة ولتيسير انتقال الكوادر الإماراتية إلى بيئات العمل في القطاع الخاص، اعتمد “نافس” نهجًا متكاملا يجمع بين الحوافز المالية، وبرامج التأهيل والتطويــــــر المهنــــــي الموجّهة، بما يســــــهم في إزالة كثيــــــر من التحديات التقليدية التي طالما ارتبطت بالتوظيف. فعلى مســــــتوى الموظف، يســــــهم البرنامج في تضييق الفجوة بين مزايا القطاعين الحكومي والخاص، عبر تقديم دعم شــــــهري للرواتب، وعلاوة للأبناء، ودعم لشــــــتراكات التقاعد، إلى جانب توفير شبكة أمان مؤقتة عند التعطل عن العمل، بما يعزز الســــــتقرار المالي. وفي المقابل، يدعم البرنامــــــج أصحــــــاب العمل من خلال تمويل برامج التدريب أثناء العمل، بما يســــــرّع تأهيل الكوادر الوطنية، ويحوّلها إلى عناصر منتجة وقادرة على الإسهام الفوري في بيئة العمل. ول يعتمــــــد “نافس” على برامج تدريب عامة موحدة، بل يوجّه جهوده نحو القطاعات ذات النمو المرتفع عبر مســــــارات تخصصية. فمن خلال برنامج تطوير كوادر القطاع الصحي، أســــــهم في اســــــتقطاب ما يقارب مواطن ومواطنة لشــــــغل وظائف طبيــــــة حيوية، دعمًا لمنظومة 3,500 الرعاية الصحية في الدولة. كما مكّنت برامج تنمية الكفاءات والخبرات، مواطن ومواطنة من اكتســــــاب 7,700 مثــــــل “كفاءات” و“خبرة”، نحو المهارات العملية المتقدمة التي تتطلبها الشركات العالمية. تحوّل في المفاهيم When the UAE launched Nafis in 2021, the immediate goal was clear: in- crease Emirati national employment within the private sector. Five years into its mission, however, the initiative has achieved something far more transformative. It has sparked a psychological shift, changing how citi- zens view corporate careers and how companies value local talent. The Emirati Talent Competitiveness Council [ETCC] powers the programme. Today, Nafis serves as a bridge between education outcomes and the evolv- ing needs of the private sector. AN ECOSYSTEM OF SUPPORT To ease the transition into corporate environments, Nafis dismantled the traditional hiring barriers through a dual approach of economic incen- tives and targeted talent development. For the employee, the programme directly offsets the public-versus-pri- vate pay gap. It offers monthly salary top-ups, child allowances, pension subsidies, and temporary unemployment safety nets to ensure financial security. At the same time, it supports employers by funding on-the-job training, which rapidly turns raw talent into immediate business assets. Rather than relying on generic training programs, Nafis focuses on high- growth sectors through specialized development pathways. Through the National Healthcare Programme, it has placed nearly 3,500 Emiratis into critical medical roles to strengthen the nation’s healthcare infrastructure. Meanwhile, tailored competency and experience programmes like Kafa’at and Khebra have armed roughly 7,700 citizens with the sharp operational skills that global businesses demand. SHIFTING MINDSETS The market’s response blew past all initial forecasts, proving that private employers are actively seeking local talent. Nafis secured over 190,000 placements in its first five years, more than its original goal of 170,000 corporate jobs. This progress has also transformed public perceptions of private-sector careers. Historically, young graduates viewed private-sector careers with scepticism, and only 15 per cent considered such roles at the programme’s inception. That figure has now climbed to nearly 60 per cent. Notably, the initiative has also become a powerful engine for gender diversity, with Emirati women accounting for 74 per cent of total beneficiaries. 12 Shawati’ 74 74 شواطئ

وأحدث هذا النجاح تحول موازيًا في نظرة المجتمع إلى العمل في القطاع الخاص. لسنوات طويلة، نظر كثير من الخريجين الشباب إلى العمل في القطاع الخاص بعين التحفّظ، ولم يكن منهم يعدّونه خيارًا مهنيًا عند إطلاق البرنامج. أما اليوم فقد ارتفعت هذه النسبة 15% سوى . كما أصبح “نافس” رافدًا مهمًا لتعزيز التنوع الجنساني في بيئات العمل، 60% إلى ما يقارب من إجمالي المستفيدين من البرنامج. 74% إذ تشكل المواطنات الإماراتيات ومع دخول “نافس” مرحلة جديدة من النضج، يتجه تركيزه إلى المســــــتويات القيادية العليا في الشــــــركات، وإعداد جيل جديد من الكفاءات التنفيذية رفيعة المســــــتوى، ورواد البتكار، وقادة القطاعات المختلفة. ، حين احتفى برنامج “قيــــــادات نافس”، الذي ينظمه 2026 وتجسّــــــد هذا التوجــــــه في إبريل مجلس تنافسية الكوادر الإماراتية بالتعاون مع برنامج “قيادات حكومة الإمارات” في وزارة من الكفاءات 25 شــــــؤون مجلس الوزراء، بتخريج الدفعة الثانية من منتســــــبيه. وقد خضع الإماراتية، المختارة بعنايةٍ، لبرنامج مكثف من الورش والجلســــــات المتخصصة، قدّمها نخبة مــــــــــن الخبــــــــــراء، إعدادًا لهم لتولـــــــي مناصـــــب قياديــــــــــــة عليا، والضطـــــــلاع بأدوار تنفيذية ذات أثر ومسؤولية. 2040 رؤية تمتد إلى عام لعــــــل أبــــــرز ما حققه “نافس” يتمثل في التحول المتواصل الذي أحدثه في ثقافة العمل داخل القطاع الخاص. فقد باتت المؤسسات الأكثر تطلعًا إلى المستقبل تنظر إلى التوطين بوصفه استثمارًا في رأس المال البشري، يعزز فهمها للسوق المحلية، ويرسخ قدرتها التنافسية على المدى الطويل.

The programme put 25 handpicked professionals through intensive masterclasses led by veteran industry experts, preparing them to step into senior, high-stakes opera- tional roles. Forward-thinking companies now see Emiratisation as an investment in human capi- tal that enhances localised market intelligence and long- term business competitiveness. Recognising this success, the UAE government has extend- ed the programme through 2040, cementing its place in the nation’s macroeconomic roadmap. Looking ahead, the ETCC aims to make Emirati professionals the first choice for private firms. The ultimate goal is a self-sustain- ing market where businesses actively compete for local tal- ent based on merit, and where citizens lead enterprises, innovate, and compete on a global scale.
