لدى المواطنين أو لدى شركات القطاع الخاص. واليوم، يمكننا القول إن هذا التحول تحقق؛ إذ انتقلت العديد من الشركات من النظر إلى التوطين كالتزام تنظيمي، إلى اعتباره استثمارًا في رأس مال بشري يضيف قيمة حقيقية للأعمال. ألف 190 وتعكــــــس الأرقام هذا التحول بوضوح؛ فقد أســــــهم البرنامج فــــــي توظيف أكثر من 15% مواطن في القطاع الخاص، وارتفعت جاذبية القطاع الخاص لدى الخريجين الجدد من ، خلال خمس سنوات فقط. 60% إلى ما يقارب ليؤكد أن “نافس” أصبح جزءًا ل يتجزأ من 2040 ومــــــن هنا، جــــــاء تمديد البرنامج حتى عام رؤية الدولة لبناء اقتصاد أكثر تنافسية، وتعزيز الستثمار في الكوادر الوطنية. ما أو متى يتحول التوطين، برأيكم، من التزام تنظيمي إلى ميزة تنافســــــية للشــــــركات؟ الرســــــالة التي تودون توجيهها للشــــــركات التي ما زالت تنظر إلى التوطين بوصفه تكلفة لا استثمارًا؟ عندما تستثمر الشركة في الكفاءات الوطنية، فهي ل تحقق متطلبًا تنظيميًا فحسب، بل تبني ميزة تنافسية مستدامة. ويتمثل دورنا في “نافس” في تقليص الفجوة بين احتياجات سوق العمل وقدرات المواطنين، من خلال منظومة متكاملة تشمل التدريب، والتأهيل، والدعم، بما يمكّن الشركات من استقطاب كفاءات جاهزة للإسهام في النمو منذ اليوم الأول. ويُقاس نجاح التوطين بقيمة الموظف داخل المؤسسة، وليس بعدد الموظفين فقط. يحمل رؤية تتجاوز التوظيف. كيف تتصورون شكل 2040 قرار تمديد “نافس” حتى عام الكفاءات الإماراتية في اقتصاد المستقبل؟ ، نتطلع إلى أن يصبح حضور الكفاءات الإماراتية في القطاع الخاص أمرًا 2040 بحلــــــول عــــــام طبيعيًا، ل يرتبط بمبادرة أو برنامج، بل بثقافة مجتمعية واقتصادية راسخة. وطموحنا أن يقود المواطنون الشركات، ويبتكروا، وينافسوا عالميًا؛ لأننا نؤمن بأن رأس المال البشري الإماراتي أحد أهم عناصر القوة القتصادية للدولة.

Emirati human capital is one of the nation’s greatest economic strengths. We also envision a new generation of Emiratis who embody the true meaning of active citizenship. Young people who recognise that contributing to the nation’s economic development is both a responsibility and an opportunity, who are committed to continuously de- veloping their skills, embracing emerging industries, and bringing initiative, ambition, and dedication to the workplace. The future demands more than qualified professionals. It requires engaged citizens who create lasting value and proudly represent the strength and potential of Emirati talent across every sector. If we were to meet again in ten years, what is the one achievement you would hope people mention first when they talk about Nafis? Ten years from now, success will not be measured simply by the number of beneficiaries. For us, the true mile- stone will be seeing Emiratis become the first choice for private sector employers and seeing competition to attract Emirati talent become a defining feature of the labour market. We will certainly take pride in the numbers, but the real measure of success lies in the lasting impact. Five years after the launch of Nafis, what has been the most significant transformation you have witnessed in the private sector labour market and among Emirati talent? Since the launch of the Nafis programme in 2021, our ambition has extended far beyond increas- ing the number of Emiratis employed in the pri- vate sector. We set out to reshape long-held per- ceptions of private sector careers, both among Emirati citizens and private sector employers. Today, we can confidently say that this transfor- mation is well underway. Many companies have moved from viewing Emiratisation as a regulato- ry obligation to recognising it as an investment in human capital that delivers tangible value to their businesses. The results speak for themselves. The programme has supported the employment of more than 190,000 Emiratis in the private sector, while the attractiveness of private sector careers among re- cent graduates has risen from just 15 per cent to nearly 60 per cent in only five years. This is precisely why the programme has been extended through 2040. The decision reflects the UAE’s conviction that Nafis has become an in- tegral pillar of the nation’s long-term vision to build a more competitive economy by investing in Emirati talent. In your view, when does Emiratisation evolve from a regulatory requirement into a genuine competitive advantage for businesses? What message would you like to share with compa- nies that still see Emiratisation as a cost rath- er than an investment? When companies invest in Emirati talent, they are doing more than meeting a regulatory re- quirement-they are building a sustainable com- petitive advantage. ” At Nafis, our role is to bridge the gap between the evolving needs of the labour market and the capabilities of Emirati citizens through a comprehensive ecosystem of training, upskilling, and support. This enables businesses to attract talent that is equipped to contribute to growth from day one. Ultimately, the success of Emiratisation should be measured not only by the number of Emiratis employed, but also by the value they bring to their organisations. The decision to extend Nafis through 2040 re- flects a vision that goes far beyond employ- ment. How do you envision Emirati talent shaping the economy of the future? By 2040, we aspire to see Emirati talent firmly embedded within the private sector as a natu- ral and enduring feature of the UAE’s economy, no longer associated with a specific initiative or programme, but with a deeply rooted social and economic culture. Our ambition is for Emiratis to lead companies, drive innovation, and compete successfully on the global stage, because we firmly believe that
