وفــــــي عهده أيضًا، تعزّزت مكانة المؤسســــــات الســــــيادية التي شــــــكّلت دعامة للاســــــتقرار المالي والمشــــــاركة الدولية، فيما رسّــــــخت الإمارات موقعها كشــــــريك عالمي واثقٍ، مع توسيع شــــــبكة علاقاتها الدبلوماسية والاقتصادية، من دون المســــــاومة على اســــــتقرارها الداخلي، الذي ظل سمة راسخة منذ قيام الاتحاد. واتّســــــم أســــــلوب المغفور له الشــــــيخ خليفة القيادي بالهدوء والاتزان، وجسّــــــدت رئاســــــته مرحلة ترســــــيخ متدرّج للرؤية التي أرسى دعائمها الشــــــيخ زايد، طيّب اللـــــــه ثراه، ناقلة الدولة إلى مرحلة أكثر نضجًا في بنيتها المؤسسية، دون أن تفقد روحها الأولى.

When Sheikh Khalifa bin Zayed Al Nahyan assumed the Presidency in 2004, the United Arab Emirates was entering a new phase of its devel- opment. The foundations of the federation had been laid by Sheikh Zayed, and Sheikh Khalifa’s leadership became closely associated with strengthening and expanding the institutions that would carry the country forward. As President of the UAE and Ruler of Abu Dhabi, he presided over a period in which the country’s economic, cultural and diplomatic presence con- tinued to grow. His tenure coincided with major national infrastructure projects, the expansion of public services and significant investment in sectors designed to support long-term economic diversification. Under his leadership, the UAE introduced its first comprehensive federal government strategy, setting out a clearer framework for planning, coordination and policy implementation across ministries. Sheikh Khalifa also oversaw the strengthening of key sovereign institu- tions that would play an important role in the country’s long-term finan- cial stability and international engagement. During these years the UAE increasingly positioned itself as a confident global partner, expanding its diplomatic and economic relationships while maintaining the internal stability that had characterised the federation since its founding. His leadership style was measured and calm and his presidency marked an important chapter in the country’s development. If Sheikh Zayed was the founder of the nation, Sheikh Khalifa’s era represented the steady consolidation of that vision, guiding the UAE into a more mature phase of statehood while preserving the principles on which the federation was built.
بالتــــــوازي مع النمو الاقتصادي المتســــــارع. ومن هنا، تحوّلــــــت مقولته: “الثروة الحقيقية هي الإنسان” إلى مبدأ مؤسس لمسيرة التنمية الاجتماعية في الدولة الناشئة. كما منح الشــــــيخ زايد أولوية كبرى لوحدة الإمارات، ولثقافة الحوار في إدارة الشــــــأن العام. وأســــــهمت المؤسســــــات الاتحادية التي نشأت في عهده في توفير إطار متماسك مكّن الدولة من التقدّم بثباتٍ، مع الحفاظ على روح التعاون بين إماراتها. ولم تنفصل رؤيته التنموية عن نظرته إلى تطوير بيئة الإمارات، إذ قاد جهودًا واسعة لحماية الحياة البريّة، واستصلاح الأراضي، والتشجير، في نهج يجعل من التنمية مسارًا متوافقًا مع طبيعــــــة الصحــــــراء، لا متعارضًا معها. وبعد مرور أكثر من عقدين على رحيله، لا يزال حضوره راســــــخًا في ملامح الدولة، عبر المؤسســــــات التي أنشأها، والقيم التي أرساها، والتي ما تزال ، دخلت الإمارات مرحلة 2004 مع تولّي الشــــــيخ خليفة بن زايد آل نهيان رئاســــــة الدولة عام جديدة من مســــــيرتها، بعد أن اكتملت ركائزها التأسيسية. وارتبطت قيادته، على نحو وثيق، بترسيخ المؤسســـــات وتوسيــــــع أدوارها، لتكون القاعــــــدة التي انطلقــــــت منها الدولــــــة نحو مراحلها التالية. وخــــــلال فترة حكمــــــه، واصلت الدولة تعزيز حضورها الاقتصادي، والثقافي، والدبلوماســــــي، بالتوازي مع تنفيذ مشــــــاريع بنية تحتية كبرى، وتوســــــيع نطاق الخدمات العامة، والاســــــتثمار في قطاعات تدعم تنويع الاقتصاد على المدى الطويل. كما شهدت هذه المرحلة إطلاق أول اســــــتراتيجية حكومية اتحادية شــــــاملةٍ، وضعت إطارًا أوضح للتخطيط، والتنسيق، وتنفيذ السياسات عبر الجهات المختلفة. حجر الأساس في رسم نهجها وتشكيل هويتها. المغفور له الشيخ خليفة بن زايد آل نهيان الرئيس السابق لدولة الإمارات العربية المتحدة
Central to Sheikh Zayed’s leadership was the conviction that the prosperity of a nation must be measured by the wellbeing of its people. Oil revenues were directed into schools, hospitals, housing and infrastructure, laying the foundations of a modern state in which education, healthcare and opportunity could expand alongside rapid economic growth. His belief that “wealth lies in people” became a guiding principle of national devel- opment and helped define the social contract of the young federation. Sheikh Zayed also placed strong emphasis on unity among the emirates and on the importance of dialogue in gov- ernance. The federal institutions established during his leadership provided the structural framework through which the UAE could grow while maintaining stability and cooperation among its constituent states. Alongside state-building, he championed environmental stewardship. Wildlife protection, land cultivation and large-scale tree planting programmes reflected his belief that development must remain attentive to the natural landscape of the desert. More than two decades after his passing, Sheikh Zayed remains a defining figure in the history of the UAE. The institutions he established and the values he articulated continue to guide the country’s development and shape its national identity.
