Jobs issue floats up during cement plant open house

La Cité continue d’offrir des programmes d’études collégiales en agriculture au Collège d’Alfred. —Gregg Chamberlain Drunk driving Police charged Luis Romero, 42, of Hawkesbury with drunk driving and driving with a blood- alcohol level exceeding 80 milligrams after he was stopped on January 14 on McGill Street in Hawkesbury. His car was impounded for seven days and his driver’s licence was suspended on-site for 90 days. He is scheduled for the January 24 provincial court session in L’Orignal. – Gregg Chamberlain Cell phone threats conviction Christian Gaumont of Alfred-Plantagenet Town- ship pled guilty, in provincial court in L’Orignal, to a charge of uttering threats, based on police investigation of a November 5, 2017 incident, involving two women who received threats during several calls by cellphone. Gaumont received a conditional discharge with 12 months probation. The conditions of the probation include an order to take counselling dealing with anger manage- ment and domestic violence. He is barred from any contact with the complainants, and must pay a $200 victim surcharge. – Gregg Chamberlain Probation for assault Kim Lacelle pled guilty to an assault charge in provincial court in L’Orignal, January 31. The charge resulted from a police investigation of an incident in Hawkesbury, October 8, 2017. Lacelle received 12 months’ probation, which includes a no-contact order concerning the victim of the assault. She is also prohibited from possessing any weapons during her probation and must take part in a domestic violence counselling program and any other counselling her proba- tion officer recommends. She must pay a $100 victim surcharge. – Gregg Chamberlain

Local jobs were on themind of at least two politicians during an open house about Colacem Canada Inc.’s proposed cement plant project for Champlain Township. The company hosted another open house, January 30, on the cement plant project it wants to build near the Village of L’Orignal. This time the open house was across the river, in Grenville-sur-la-Rouge. About 50 people dropped by that evening to view the updated display on the plant proposal and talk to Colacem officials. “We were hoping for more people,” said Marc Bataille, an engineer and technical director for ColacemCanada. He added that many of the people at the open house were from the Ontario side of the river. The proposed cement plant is for a site near the Village of L’Orignal in Champlain Township on the Ontario side of the Ot- tawa River. The January 30 open house in Grenville-sur-la-Rouge was to give resi- dents in that area, who could not attend last year’s open house in Champlain Township, a chance to view details and comment on the project. Jobs jobs jobs Mayor Tom Arnold of Grenville-sur-la- Rouge doesn’t oppose the plan for a cement plant near L’Orignal. He wonders, however, how that might affect Colacem’s existing operation in Kilmar in the northeastern part of the municipality, which represents 120 jobs for his community. “If this one (L’Orignal) gets built and opened,” Arnold said, “will they be closing the one in Kilmar? I didn’t get a clear answer on that. They (Colacem officials) said they weren’t sure.” Jobs were also on themind of Councillor Pierre Perrault, one of theWard 4 represen- tatives on Champlain Township council, when he attended the open house. He voted for Colacem’s rezoning application for the project site near its L’Orignal quarry. The majority of council voted against the request but Perrault stands by his vote. “Me, I’m for it,” Perrault said. “I didn’t change my mind. We need the work. How can I refuse a project that meets or beats

provincial (environmental) specifications.” The open house highlighted changes in the original project proposal. They include adjustments to the entry route for truck traf- fic to the site off of County Road 17, along with a revised estimate of traffic numbers once the plant is in operation.The company also revised the water treatment plan to deal with water quality impact concerns. Colacem Canada’s project has proven controversial since it was proposed. The site for the $225million cement plant needs rezoning for industrial use and that is where

the proposal is stuck. Champlain Township rejected the rezon- ing request, reflecting concerns of many area residents about the potential impact on local water and air quality, and the amount of truck traffic in and out of the site.The United Counties of Prescott-Russell approved the request as it applies to the Official Plan for the counties. The rezoning application is now under ap- peal to the OntarioMunicipal Board (OMB). A hearing is scheduled for September of this year.

La Ville de Hawkesbury révise son règlement de zonage afin de le rendre plus accessible aux citoyens. L’actuel règlement date de 2012 et n’a pas subi de modification depuis. « On a décidé de changer la forme et de corriger les anomalies parce qu’il n’y a pas eu de correction de notre règlement de zonage », a reconnuManon Belle-Isle, responsable de l’urbanisme de la Ville. Les nouvelles cartes de zonage qui seront présentées au public comportent des images qui en facilitent la compréhension et permettent de mieux délimiter les zones. On y retrouve également des grilles expliquant ce qui est permis dans chaque zone. Le nouveau règlement prend aussi en compte le souhait des résidents de convertir des immeubles commerciaux en immeubles résidentiels dans une partie du centre-ville. —photo Frédéric Hountondji
