In particular, the post holder will be required to: • Be responsible for leading a team in the management of a contract and project management services for a buildings work programme, including new build, conversion, alterations, refurbishment and improvement schemes. • Develop and implement strategic management and co-ordination of major project activities across all campuses, working closely with the academic and administrative staff. • Take a proactive role in the development of the Estate to ensure the Department is up to date with higher education and statutory requirements. • Identify and diagnose building defects and their rectification. • Manage and coordinate the delivery of a programme of projects to agreed specification, achieving time, cost, quality parameters and fully compliant with health, safety, statutory and environmental obligations and best practise. • Ensure all projects represent best value for money and appropriate effective risk management, corporate governance and audit controls are in place. • Establish client briefs for projects and carry out feasibility studies of building works, including producing a range of alternative solutions for each project. • Ensure multiple projects interface correctly and that the overall construction logistics are managed. • Calculate budget estimates and prepare business cases on projects. • Obtain all statutory and legal approvals to enable works to proceed. • Prepare or oversee tender documentation, including drawings and specifications using standardised master information. • Obtain tenders, draft reports on received offers and prepare contract documentation. • Project Manage and/or administer contracts, including supervising contractors, exercising financial budget control to ensure approved sums are not exceeded and preparing valuations and final accounts. • Liaise with and appoint consultants and ensure works are carried out in accordance with statutory health and safety regulations, codes of safety working practices and College safety policies. • Contribute towards the development and maintenance of the Estates Department’s construction cost database and maintain up-to-date manual and digitised master record drawing system for all assigned projects. • Assist the Director of Real Estate in the preparation of the Estates Strategy and to cost information to ensure the continuity of the College Estate function of the department. • To be directly accountable for the budget contract administration management and liaison for any projects (including personnel and consultants). • To assist the development and management of a system for the evaluation of completed building projects to continuously improve the service provided by the Estates & Facilities Department and the contractor/suppliers used. • To represent the Estates & Facilities Department on relevant committees and working groups. The above list of duties is not exhaustive and the post holder will be required to carry out such other duties as may be reasonably required from time to time. In addition to the above, the post holder will: • Promote good departmental relations at all times. • Carry out his/her duties in accordance with the College policies, procedures and regulations and Estates & Facilities Department policies and procedures. • Carry out all of the above in a demonstrably cost-effective and sustainable manner.
