C6-8 Building Safety & Quality C6 - Gas safety compliance At year-end, 99.5% of gas safety compliance certificates were in place. At the time of writing all compliance certificates have been completed. Anchor has robust practices in place to help manage the high-risk activity associated with property compliance and health and safety regulations, ensuring that our residents are safe, and our assets are properly managed and remain legally compliant. The challenges following the pandemic have resulted in a real shortage of skilled labour for property-related activity and construction. As a result, contractors are having to increase their cost base which in turn puts pressure back onto clients such as Anchor. Problems in the supply chain over the last year have also been challenging. For example, we have seen a long lead-in time for the supply of fire dorrs. These challenges have also provided an opportunity to reassess our approach and it is rewarding to see that performance has remained high over the year, with full compliance while also managing the financial impact of increased costs. We continue to challenge and review how we manage and mitigate risks through improved processes, and new tender and procurement arrangements that begin to create a more robust approach to compliance activity. The introduction of third-party audits evidences our transparency to ensure that our service delivery contractors are delivering to the exacting standards that Anchor set. Fire Risk Assessment compliance As of 31 March 2023, 99.5% of buildings requiring a fire risk assessment had an in-date and compliant assessment in place. By the end of May, all fire risk assessments were in place and compliant. Anchor has sought to ensure compliance through the establishment of specialist roles and robust reporting and delivery mechanisms over the past 12 months. There is a significant amount of new legislation following the Grenfell Fire tragedy and subsequent recommendations, including the Fire Safety Act 2021 and Building Safety Act 2022. Anchor has invested in a specialised role of a Building Safety Manager to support the process of reviewing and interpreting all the intrusive surveys and assessments undertaken at Anchor’s six identified high-rise buildings. C8 – Decent Homes compliance • We have 35,638 low-cost rental properties with are subject to the Decent Homes Standard. • 170 of these or 0.48% do not currently meet the Decent Homes Standard. These figures appear to show an increase in the number of homes not meeting the Decent Homes Standard (DHS). This is a result of obtaining up-to-date stock condition surveys providing more accurate data.
