Council considers new fire halls report

Several council members questioned the immediate need for new fire stations, given the current Fire Master Plan for the city. Wilson noted some details in the plan do not reflect the reality of dealing with some emergency calls. «I can’t meet the response time now in the Fire Master Plan,» he said, noting that because of space restrictions some of the auxiliary gear is not located at a single central spot for quick access. Council members agreed with the report’s conclusion that both the Rockland and Bour- get fire stations need to be bigger to meet both the equipment and staffing needs of the fire department. Their main concern is the cost and how the two stations will meet both current and future community needs. «We have to have it right the first time,»
Themayor andmembers of Clarence-Rock- land city council agree that theremay be a need in the future for a couple of new fire halls, for both the Town of Rockland and the Village of Bourget. What they’re not certain about, yet, is howmuch those new hallsmight cost to the city andwhether or not theremight be a way of expanding the existing Rockland station rather than build- ing a whole new fire house for the town. Council spent a couple hours Monday evening for a special committee of the whole session.The sole itemon the June 12meeting agenda was an update report from admin- istration and consultants from the Ottawa- based firm of MHPM, on the space needs for the Rockland and Bourget fire stations along with cost estimates for new facilities. «This is a fairly significant decision coun- cil will be making,» said fire chief Brian Wilson, during his opening remarks on the power-point presentation of the report. «We are building for the future.» Wilson noted that the primary problem for both the present Rockland and Bourget fire stations is the current structure’s lack of adequate space for proper storage of their fire trucks and all the personal gear the fire- fighters use when they go out on a call, as well as auxiliary equipment like the trailer- mounted portable generator or the marine rescue boat. the space needed for firefighters to do any indoor training or office/meeting space for department administration. The chief also observed that current up- dated information on the municipality’s geophysical profile shows that the Rockland station is located within a known seismic zone and that the present decades-old build- ing is not designed tomeet provincial build- ing code standards for an emergency service facility located in a potential disaster area. The update report presented details of several fire stations built in other Ontario towns which are comparable to what could be new, updated facilities for Rockland and
said councillor André J. Lalonde of Ward 5. «We’ve got to plan ahead,» added council- lor Michel Levert of Ward 7. «We can do it in stages. We don’t have to do it in one shot.» Mayor Guy Desjardins noted that the one factor to consider with budgeting for new fire halls is how to finance themwithout putting too great a burden on residential taxpayers. «There’s a lot of industrial (land) and such in Pembroke,»Mayor Desjardins explained, «which can pay the bill.» Council members discussed the pos- sibility of using the existing Rockland fire station as part of an expanded setup. Chief Wilson said that might provemore expensive because of the need to make sure the old facility met provincial code standards for a seismic zone emergency service struc- ture and also any environmental cleanup demands should asbestos or other banned constructionmaterials be found within the building during renovation. Several council members expressed hope that a renovated and expanded Rockland station might still be an option. «I think there’s a way of finding a good compromise,» claimed councillor Carl Gri- mard of Ward 3. «What we’re saying is the bottom line has to come down,» saidMayor Desjardins. Council decided to hold off for now on any resolution recommendations until ad- ministration can provide another update report later in the season, looking at all pos- sible options, both for needs design and financing for the two fire stations. One optionwhich council wants adminis- tration to investigate is a possible agreement with the United Counties of Prescott-Russell for leasing space, in either or both the Rock- land and Bourget stations, for the regional ambulance service.
Bourget.The $5million, 17,222-square foot five-bay structure in Pembroke is considered the best example for a newRockland station, with the actual final design tailored to the local needs for housing a four-vehicle fire station with room for both the three daytime fire administration vehicles and the three auxiliary equipment trailers.The new $2mil- lion, 9340-square foot station in Limoges is considered the best example of what might be possible in the future for Bourget. BothWilson and theMHPMconsultants both emphasized that the final design for any future new fire stations for Rockland and Bourget would meet the actual needs of each facility.The Pembroke and Limoges stations are just examples of how large those facilities might be with a rough estimation of possible cost to construct.

The anonymous donor’s gift pushed the final total for the eight-hour telethon for flood relief to $11,376. The money will go into the TD/Canada Trust Rockland flood relief trust account, set up for all of the vari- ous donations that local community groups, businesses, and individuals have provided during the past few weeks, to assist Rock- land homeowners and families affected by last month’s flooding of the Ottawa River. Simard sits on the eight-member committee overseeing the trust fund and she noted that the committee will soon announce details of the application process for funds from the account to aid flood victims. Centraide- UnitedWay Prescott-Russell is assisting the committee in working out the application process. Meanwhile, telethon organizers are tallying all donations still coming in since the telethon wrapped up Saturday night. Simard expressed great satisfaction at the support of both, themusicians and singers who took to the stage at the Optimist Per- formance Hall for the live broadcast, and for the volunteers who worked behind the scenes manning the phone bank, operating the video cameras, and welcoming specta- tors to the hall. “We had tonnes of fun from 12 til 8,” Simard said. Other groups have their own flood relief events coming up.The Bourget Recreation Committee will dedicate a special bingo
session at the end of themonth to the flood relief fund, and the Hammond Golf Course hosts a flood relief tournament on June 16.

C’est le 30 mai dernier que le comité ré- gional a lancé la programmation de la sixième édition du Festival de la rivière des Outaouais (FRO), qui se déroulera du 29 juin au 3 juillet 2017. « Comme vous le savez, la rivière des Outaouais a joué un vilain tour à plusieurs propriétaires riverains au cours des dernières semaines, mais aujourd’hui, nous sommes ici pour la célébrer…C’est important de voir son potentiel touristique. C’est pour cette raison que le Festival de la rivière des Outaouais est né », a déclaré M. Gary Barton, maire du canton de Champlain et président du conseil des Comtés unis de Prescott et Russell. L’année 2017 sera très spéciale en raison du 150e anniversaire du Canada. Toutes les villes et tous les villages du Festival seront en fête le 1er juillet. Lefaivre offrira un festival de jazzmettant en vedette France D’Amour, subventionné par Ontario 150. Canoë, kayac, pédalo, un large choix s’offrira au public. « Les gens vont embarquer sur les pontons, a expliqué Annie Grenier, agente de communication du festival. Nous voulions que les festivaliers participent davantage aux activités nautiques cette année. »
Le 2 juillet, à Rockland, les festivaliers pourront observer, voire même essayer des sports nautiques également. Les amateurs de soirées sous les étoiles seront aussi comblés avec la prestation de l’humoriste Sylvain La- rocque en première partie du duo Dominic et Martin. En aval, Hawkesbury a prévu des essais gratuits de kayak, de canot et de pédalo ainsi qu’une activité d’initiation à la pêche. Le déjeuner communautaire de Chute- à-Blondeau est de retour. Immédiatement à l’ouest de Hawkesbury, le canton de Cham- plain présentera, à L’Orignal, sa fête annuelle du 1er juillet et les randonnées mentionnées en bateau ponton. Le lendemain, la fête fa-
miliale à la plage de L’Orignal sera de retour, au grand plaisir des jeunes et des jeunes de cœur. Au total, 150 voitures participeront au Poker RunMustang, l’une des activités pré- férée du festival. Le 2 juillet, à Rockland, les voitures partiront pour passer par le Québec, puis sur tous les sites du Festival, dont celui de Hawkesbury et Montebello. Les départs sont prévus de 8 h jusqu’à 10 h. Les voitures prendront la route toutes les 30minutes. Ford Rockland organise cette activité depuis six ans. Les sommes amassées sont redistribuées à la Société canadienne du cancer du sein.

Classic Poker Run next month. The popular automotive rally has proven a big attraction for Rockland’s summer tourism and one of the community event highlights of the season. “First, because of the fact that it’s raising money for breast cancer research,” said Du- puis, regarding the factors that make the rally one of the main events of the summer for Rockland. “Second is the Mustang owners’ enthusiastic love to go for rallies. They just like to drive and show off their cars.”
As of Monday, June 12, there were 50 advan- ce registrations from Mustang owners in the Prescott-Russell area and beyond to take part in this year’s rally. La justice en deux langues Les Comtés unis de Prescott et Russell ont voté unanimement, au cours de la réunion du 26 avril, afin de soutenir une résolution privée de François Choquette, député fédéral de Drum- mond, pour une modification de la Loi sur la Cour suprême fédérale, afin d’exiger que les futures personnes nommées à des postes ju- diciaires puissent comprendre les deux langues officielles sans l’aide d’un interprète. Le député Choquette affirme que cet amendement renforce encore les garanties constitutionnelles pour un traitement égal dans les deux langues, pour les demandeurs dont les cas sont soumis à la Cour suprême du Canada. – Gregg Chamberlain
Le comité du bingo de Bourget profite de son dernier bingo de la saison, qui se tiendra le 25 juin 2017, pour récolter des fonds pour les sinistrés des inondations de Clarence-Rockland. Tous les profits amassés seront remis aux sinistrés. De plus, le Comité des loisirs de Bourget s’engage à fournir une somme équivalente à la somme récoltée, jusqu’à concurrence de 5000 $. Le sentier récréatif en péril ?
À la suite de la présentation, le comité organisateur a invité les gens présents à donner leurs idées quant à l’utilisation du sentier, afin d’inclure ces idées dans un plan stratégique qui sera éventuellement présenté aux CUPR. Le comité organisateur souhaite que ce plan stratégique développe davantage l’intérêt des maires et de l’administration envers le sentier récréatif et ses usagers. Plusieurs ont offert leur appui bénévole- ment pour entretenir le sentier. Par contre, des questions d’assurances empêcheraient des particuliers d’opérer de la machinerie sur le sentier. Certains ont aussi proposé d’offrir aux entreprises d’adopter des sec- tions du sentier, comme ça se fait pour les autoroutes. On a aussi parlé de créer des partenariats avec les écoles afin d’augmenter l’achalandage qui sera possiblement mesuré, pour démontrer que le sentier est bel et bien utilisé. Déjà, l’hiver dernier, le comité a pu récolter certaines données concernant l’utilisation du sentier par les motoneigistes. Quand le compteur a été installé dans le coin de Bourget, on a compté plus de 5000 motoneigistes. Nous avons questionné le maire Barton sur l’achalandage qui serait nécessaire pour avoir un appui sans équivoque du sentier de la part des CUPR. « Il n’y a pas de chiffre magique, mais ce rapport va définitivement
démontrer l’intérêt envers le sentier. Les partenariats de bénévoles pour assurer sa maintenance aideraient grandement les CUPR à prendre une décision en faveur de lamaintenance du sentier. » Rappelons que lemaire Barton a su convaincre le conseil de débloquer 40 000 $ qui avaient été extraits du budget du sentier, afin de s’assurer que l’entretien puisse être exécuté cet été. Quant à Via Rail, qui pourrait possible- ment ne pas renouveler le bail, le maire Barton a affirmé que lors des négociations, qui sont toujours en cour, Via Rail semblait favorable à l’idée de renouveler le bail avec les CUPR. Toujours selon lemaire Barton, les CUPR ont deux choix : s’occuper du sentier où continuer de repaver des routes de comtés avec un mètre d’accotement sur les deux côtés, pour favoriser les utilisateurs de vélos. Le sentier récréatif de Prescott-Russell figure dans plusieurs publications portant sur le plein air et le vélo. Certains maires des CUPR ont argumenté que le sentier n’était pas tant utilisé sans toutefois avoir des données sur ce dernier. Le comité tentera de démontrer que oui, le sentier est bel et bien utilisé et que son potentiel touris- tique et récréatif est loin d’être exploité à son maximum.

Collecte de vélos pour Cyclo Nord-Sud
Une cinquantaine de personnes étaient présentes à l’hôtel de ville de Champlain, le 30 mai 2017, afin de participer à une consultation publique concernant l’avenir incertain du sentier récréatif de Prescott- Russell. Non seulement les CUPR ont réduit
Grâce à la collecte de la Société environnementale de Clarence-Rockland, à laquelle la population a contribué des vélos et de l’argent, 80 vélos en bon état ont été remis le vendredi 26 mai à Cyclo Nord-Sud. Ceux-ci seront expédiés en Haïti, au Ghana, au Togo et à Cuba en 2017. En plus de ceux qui ont entreposé, transporté et préparé les vélos, des membres de la Police provinciale de l’Ontario, détachement de Russell, et des employés de la Cité de Clarence-Rockland, ont également contribué àmener à bien ce projet d’entraide. Maltraiter les aînés, C’EST INACCEPTABLE!
Démystifier la maltraitance envers les aînés pour mieux la prévenir
À l’occasion de la Journée mondiale de lutte contre la maltraitance des personnes aînées, qui se tient chaque année le 15 juin, de nombreuses organisations visent à dénoncer l’ampleur du problème de la maltraitance des personnes âgées et à informer la population au sujet des différentes façons de lutter contre ce phénomène alarmant. Pour être en mesure de reconnaître et de prévenir les comportements ou les gestes abusifs posés envers les aînés, il importe tout d’abord de défaire certains mythes qui sont malheureusement encore bien ancrés dans la société. En voici quatre : 1. Les mauvais traitements infligés aux aînés sont souvent commis par des étrangers : en réalité, les actes de maltraitance sont davantage posés par des proches (membres de la famille, conjoint, enfant, ami, etc.). 2. Les personnes âgées vont généralement dénoncer les abus
qu’elles subissent : les aînés sont souvent déchirés entre l’affection qu’ils éprouvent pour l’abuseur et le besoin de dénoncer la situation. Parfois, ils sont dépendants de la personne qui les maltraite ou ils ne se rendent tout simplement pas compte qu’ils sont victimes de maltraitance. 3.Les aînés ne sont pas capables de faire des choix judicieux et de prendre des décisions financières réfléchies : la plupart des personnes âgées sont parfaitement capables de gérer adéquatement leurs dépenses et leurs affaires personnelles. Leurs facultés mentales ne s’affaiblissent pas autant que ce que la plupart des gens peuvent croire. 4.Plus une personne âgée a un niveau de revenu élevé, plus elle est à risque d’être victime de maltraitance : tous les aînés peuvent être victimes d’actes de maltraitance, et ce, peu importe leur statut social ou leur situation financière.

Let’s STOP THE ABUSE, once and for all!
Debunking myths around elder abuse to better prevent it
To celebrate World Elder Abuse Awareness Day (held annually on June 15), numerous organizations come together to denounce the widespread abuse inflicted on the elderly and inform the general public on ways to help put an end to this alarming problem. But first, in order to better recognize
and prevent abusive behaviours committed against our seniors, we must debunk certain myths that unfortunately remain well rooted in popular belief. Here are four: 1.Abusive acts against the elderly areoftencommittedbystrangers. In reality, abusive behaviour is more often committed by close relatives
like family members, spouses, children or friends. 2.Victims of elder abuse often report violent incidents. The elderly are frequently torn between the affection they harbour for the abuser and the need to report cruel incidents that they experience. Sometimes, they may be dependent on the individual who is mistreating them, while other times they may simply be unaware that they’re the victims of abuse. 3.The elderly are incapable of making the right choices, especially informed financial decisions. The majority of seniors are more than capable of adequately managing their expenses and personal business. Their cognitive abilities don’t actually degrade as much as people may think, unless they have a specific illness.
4.Seniors who receive higher incomes are more at risk of experiencing abuse. Any elder can be the victim of abusive behaviour, regardless of social status or financial standing.

The Royal Canadian Legion Medal of Excellence for citizenship and community support went to WO2 Mi- chael Csontos. The Strathcona Foundation Medal, the highest honour for a cadet, recognizing phy- sical and intellectual fitness, self-discipline, citizenship, and patriotism, goes to WO1 Simon Henrie.
