EMBRUN l Les résidents de la rue Ste- Thérèse, dans le projet Bourdeau à Emb- run, ont récemment reçu deux lettres les informant que des conduites d’eau seront installées le long de leur rue et qu’ils au- ront le choix de s’y brancher ou non. Le principal objectif est d’alimenter en eau potable le nouveau projet de Mélanie Construction qui se trouve tout juste der- rière le projet Bourdeau. Actuellement, les maisons du projet Bourdeau sont toutes alimentées par des puits de surface. S’ils le désirent, la quarantaine de propriétaires de la rue Ste-Thérèse pourront donc se bran- cher au réseau d’aqueduc. Le directeur général de la municipalité de Russell, Jean Leduc, tient à préciser par contre qu’il s’agit là d’une rare exception. Normalement, lorsqu’il y a installation de conduites d’eau, les résidents ont l’obli- gation de se brancher, précise-t-il. «Mais dans ce cas-ci, ils auront le choix. Ceux qui désirent se brancher dans six mois, un an ou cinq ans, par exemple, pourront le faire. C’est ainsi pour le moment.» M. Leduc a tout de même tenu à faire remarquer que c’est M. Patenaude, propriétaire de Mélanie Construction, qui défrayera une importante partie des coûts des travaux. During the past decade, the Ministry of Transportation has designated emergency detour routes (EDR) along the 400 highways throughout the province. Prescott-Russell is one of the last counties in Ontario to receive an EDR assignment. Last autumn, the ministry and the United Counties of Prescott-Russell (UCPR) worked out a proposed EDR for Highway 417 in case of emergencies involving road closures due to weather conditions, traffic accident, or other causes. The EDR route will run through or past all main municipalities in the counties and it will follow county roads most of the way with a few connectors via municipal roads. In Russell Township, the EDR route would follow St-Guillaume Road, Route 300 and Limoges Road. The ministry will provide directional signage for the EDR when it is in use. The UCPR needs the township’s appro- val to list Route 300, a municipal road, as part of the EDR. Both the township and the UCPR’s position is that if both the UCPR and member municipalities do not agree to allow specific roads designated as EDR routes, then the Ministry will use any roads as potential detour routes during an emer- gency and some of the ones chosen may not be able to handle either the temporary increase in traffic or the number of heavy GREGG CHAMBERLAIN GREGG.CHAMBERLAIN@EAP.ON.CA

accès au réseau d’aqueduc, c’est une toute autre histoire. «Parce que nous n’allons pas dans ces rues, il y aura un document à signer, a expliqué M. Leduc. Les résidents devront également montrer qu’il y a un fort pourcentage d’entre eux qui désirent profiter de cette facilité d’accès à l’eau. Si le pourcentage de signatures est important, nous leur fournirons les coûts qu’ils devront débourser. Ils varient selon le diamètre des tuyaux qui seront à installer pour les sec-
teurs en demande.» Le projet Bourdeau repose sur une an- cienne carrière dont le sol était très rocail- leux avant le développement, plus de 20 ans passés. Mais, selon le directeur général, le sol a été concassé il y a bien des années de cela. «À la surface, il n’y a plus de cap de roche, donc aucun dynamitage à faire, sim- plement creuser pour enfouir les tuyaux», a tenu à préciser M. Leduc.
