Counties administra- tion propose that a resolution that declares the project a UCPR priority and also creates a confirmed $4 million reserve“on the table” as a show of good faith in the project from the counties to both the senior-level gov- ernments and potential investors. “We’re putting our money where our mouth is,” Parisien said. “We’re saying ‘Our money’s on the table.’” Parisien noted that creating a special re- serve fund for the ecoLarose project does not mean the UCPR will now launch a ten- der process for the actual construction por-

But it does show the coun- ties’ commitment to the project. “We’re not spending the money yet,” he said. “But you can always borrow against your own reserve, and we are not putting the (counties) corporation at risk.” Themayors on counties council expressed agreement with the idea of a resolution giv- ing priority status to the ecoLarose project. There were some concerns about the crea- tion of a dedicated reserve fund. Champlain Township Mayor Gary Barton noted that there are increasing demands on improvements to the Prescott-Russell Rec- reational Trail and also on other counties infrastructure. He wondered whether creat- ing a dedicated reserve fund for ecoLarose would invite criticism if other projects and
programs are then turned down later for lack of funding. East Hawkesbury Mayor Robert Kirby sup- ported for both the resolution and the re- serve proposal. But he expressed reluctance about the counties then borrowing against the reserve for its future share of the eco- Larose project. Hawkesbury Mayor René Berthiaume noted that the ecoLarose pro- ject could benefit all of Prescott-Russell so long as it was set up right. “I think we need to be cautious,” said War- den St-Pierre. “Once we see a financial plan, we can discuss this more thoroughly.” Counties council directed administration to prepare a more detailed report along with a resolution for the mayors to review during the next UCPR council session.
