Tonganoxie Public Library Overview
The Tonganoxie Public Library budget is largely comprised of funding from ad valorem taxes levied in the City of Tonganoxie tax district. To set the ad valorem property tax rate, the Library Board makes a mill levy recommendation to the City Council, and the City Council considers the recommendation under the City's authority to levy taxes when finalizing the property tax levy each year. City charter ordinance states that the Library General Fund levy mill rate cannot be greater than 5.950 mills, while the Library Employee Benefits Fund does not have a maximum mill rate set by City charter ordinance. Budget Details The 2026 Library budget anticipates receiving $530,746 in ad valorem & motor vehicle taxes revenue. Of this total, approximately 85% is anticipated to be collected in the Library General Fund and 15% is anticipated to be collected in the Library Employee Benefits Fund. The City receives the tax revenue distributions from Leavenworth County along with the City's ad valorem tax revenue and remits the Library's funding upon receipt. The Library's four full-time, benefited employees are also currently participating in the City's group health, dental, vision, and life insurance coverages and the City's property insurance coverage includes to the Library facility. The Library reimburses the City for premium costs for these coverages.
