Le gouvernement provincial a refusé pour la deuxième fois une demande des Comtés unis de Prescott-Russell pour le financement d’une proposition de réaménagement du chemin de comté 28 près de la limite entre la Municipalité de Russell et la Ville d’Ottawa. Marc Clermont, counties public works direc- tor, regarding the provincial government’s rejection. A provincial government letter to the counties stated that the 2017 Top-Up program received hundreds of applications, all of which combined exceeds the total amount of funding available. The letter noted that the UCPR is getting more than $1.8 million “in formula-based funding” from the province from 2018 to 2020 to put towards critical infrastructure projects. Clermont noted that his department may still go ahead. It may complete the final design plans for the project this year in anticipation of future funding assistance from the province. The critical part of the redesign con- cerns the intersection off-ramp. There have been accidents in the past. As a result, the posted speed limit has been reduced from 80 to 50 kilometers for that part of the road. “It’s a busy intersection,” said Clermont, adding that vehicle traffic averages 12,000 each day. “(It’s) One of the highest-travelled roads in the counties.”

Plans may go ahead with some of the redesign work needed for County Road 28 in Russell Township, even if the provincial government won’t provide any roadwork support money for the project this year. County 28 is in Russell Township, in the Vars area. The section proposed for redesign runs from the Enterprise Road intersection to south of the Highway 417 off-ramp and borders the 417 Industrial Park. The United Counties of Prescott-Russell (UCPR) got a “no” response to its applica- tion to the Ontario Community Infrastructure Fund’s (OCIF) 2017 Top-Up program. The UCPR had asked for $849,000 to add to the $1.2 million already in the counties budget this year for redesign work on County Road 28. “It’s the second time we’ve applied,” said
