The number of juvenile filings has dramatically declined since 2018. While the decrease in court- involved youth is partially attributed to the remote or hybrid learning status of schools during the pandemic, the number has continued to fall despite returns to in-person learning. Overall, youth referrals to juvenile justice have been decreasing at the local and national levels, even prior to the pandemic.
