Equity and Inclusion
The department vets good faith efforts to ensure maximum participation by MWDBEs by helping businesses to achieve certification, connecting businesses to contracting opportunities and monitoring contracts for compliance. The department also acts as a certifying agent for the Pennsylvania Unified Certification Program (PA UCP) for firms seeking certification as a disadvantaged business enterprise (DBE) in accordance with federal regulations. This designation makes firms eligible to participate on any Federal Aviation Administration, Federal Highway Administration and Federal Transit Administration contracts as a DBE. There are seven full-time employees who work in the Department of Equity & Inclusion. These individuals fulfill many roles: chief equity and inclusion officer, deputy director, certification staff, compliance staff, and administrative staff. The Department of Equity and Inclusion supports the minority, women and disadvantaged business communities in the region and works to build the capacity of certified minority, women, and disadvantaged business enterprises (MWDBEs); monitors contracts to ensure compliance with Allegheny County goals; and provides outreach and technical assistance to the business community. The department is also charged with supporting an environment that is inclusive and equitable within the county and its external-facing services, to promote shared prosperity through community development and other opportunities.
