• Maintain the project register. • Develop and manage the successful implementation of the CA’s programme delivery approach (aligned to the CA Assurance Framework) to provide programme assurance and safeguard the CA’s investments. • Promote and embed best practice delivery assurance across the CA’s programmes. Provide expert knowledge and support. Ensure that all programme/project managers use the CA’s approach, toolsets and processes and that they are trained and equipped to deliver successfully. • Lead the Authority’s performance management and reporting function. Develop and manage programme monitoring and reporting across all the CA’s programmes; including performance management reporting at all organisational levels. • Support the design, development and ongoing iteration of the programme delivery approach ensuring alignment to the Assurance Framework. • Support the development of the CA’s funding programmes including bidding processes, appraisal, contracting, delivery, funding agreements and monitoring and evaluation working with CA directors, constituent authorities’ and partners’ representatives. • Support the development of business cases, project initiation documentation, project change and close-out processes, as well as bids for government and other funding opportunities working with CA directors, constituent authorities’ and partners’ representatives. • Support colleagues in project evaluation, working with the Data and Insight Manager to ensure the Monitoring and Evaluation Framework is up to date, reflects government requirements, and is complied with consistently across the organisation. Support the preparation for periodic HMT Gateway Reviews. • Ensure the CA’s corporate requirements are consistently met, including business planning, programme delivery, performance management and budget monitoring. Partnerships Work in partnership with directors, delivery partners and national and local public sector organisations to coordinate delivery of the CA’s portfolio of programmes/priorities including: • National Government – developing productive relationships that work for the region with national agencies and departments including the Ministry for Housing, Communities and Local Government. • Local Public Service Organisations – including Local Authorities, Health, Police, Fire, Universities and Colleges within the area, managing partnerships supported by a shared strategic agenda.
