Castor Street planning fund Russell Township council approved the creation of a capital budget fund to finish preparing its municipal property on Castor Street for future use. The budget of $253,200 comes from previous sales of land on the site. The consultant firm of Sierra Planning WSP and consultant Annis O’Sul- livan are retained to deal finishing the first-phase planning needs. They include design of a full- service road for the property, general engineering, a storm water management plan, survey plan, first-phase environmental assessment, a topographical map, a temporary access road, a traffic study, and a 227-metre extension of the watermain.
