A federal investigation into gasoline price-fixing in Southern Ontario has spurred Coun. Stephen Blais to warn gas station operators in the Ottawa area not to even consider the idea here. “Price fixing is illegal and won’t be tolerated in Ottawa,” stated Blais, in a news release. “Anyone manipulating gas prices is perpetrating a fraud against the city and the public and it won’t be tolerated.” Blais represents the Cumberland ward, which includes the rural part of Orléans in the Greater Ottawa Area. He noted that for years there has been public suspicion that price-fixing was going on in the retail gas industry and recent results of the federal Competition Bureau probe into allegations of price-fixing in the Kingston-Brockville region of southern Ontario in 2007 have confirmed the suspicions had some merit. Representatives for Canadian Tire, Mr. Gas, and Pioneer Energy pleaded guilty in Brockville Superior Court to charges under the Competition Act of price-fixing. The charges resulted from a federal probe that uncovered evidence that, according to the bureau report, “gas retailers or their representatives in these local markets phoned each other and agreed on the price they would charge customers for gasoline.” The agreement related to prices set for gasoline sales between May and November of 2007 at stations in Kingston and Brockville belonging to the three companies. The court levied a combined fine of more than $2 million against the three companies, with Pioneer Energy hit with $985,000 for price-fixing in Kingston and Brockville, Canadian Tire fined $900,000 for price- fixing in Kingston and Brockville, and Mr. Gas fined $150,000 for price-fixing in Brockville. The three companies are also under a 10-year court order demanding they educate their staff about the Competition Act along with other condi- tions. “You could hear a collective ‘I knew it’ when the news broke,” Blais stated. “While

Blais wants assurances that gasoline retailers in the Ottawa area have not done the same thing here and are not considering it. He and Gloucester-South Nepean Coun. Steve Desroches have both written the three companies charged and convicted in the southern Ontario gasoline price fixing probe asking them for “demonstrable as- surances that collusion and price manipulation is not taking place in Ot- tawa.” The City of Ottawa is a major gasoline buyer, last year spending a combined total of $61.7 million for gasoline and diesel for municipal vehicles. Blais warned that if any evidence does appear of gasoline price-fixing, he will ask council for a review of all penalties through the city’s business bylaw, including cancellation of all contracts. He will also press for a ban on municipal purchases from any companies involved in price- fixing and to have those companies barred from future contract bids with the city.
