A Cornwall police officer is facing child sex charges after a two-year investigation by police in Quebec. Const. Pascal Rossignol faces charges of invitation to sexual touching, child luring on the Internet and two counts of prosti- tution of a person under the age of 18, ac- cording to a release fro m Cornwall police. Rossignol, who was relieved of his duties on Oct. 13, 2010, the sa m e da y the allega- tions were m ade against hi m , appeared Fri- da y in Québec Provincial Court in Valle y field to face the charges. Cornwall police initiall y referred the al- legations to its special investigations unit, which deter m ined that the alleged offenc- es occurred in Québec. The investigation

Mr. Rogers of the Propert y Standards De- part m ent reports that “educating the of- fenders, friendl y notices and grace periods are good practices”. He clai m s that, “earl y for m al action (fines) is inconsiderate and confrontational”. He is m ore concerned about the offend-

Council made a huge mistake Tuesday night in deferring a solution that citizens of Cornwall have been helplessly waiting for. Council has no idea what its citizens put up with and what the real proble m is. Councillors obviousl y do not drive around to see the garbage ever y where, dilapidated houses, furniture stored on balconies, dogs defecating an y where and grocer y buggies ever y where. Believe it or not, we do have b y -laws to protect us fro m all this m ess. The proble m is no one at the propert y standards depart- m ent is willing to enforce the m and council couldn’t care less except m a y be for council- lors Dupelle and Cle m ent. The cit y of Cornwall received 2,164 co m - plaints in 2010 and 1,756 co m plaints in 2011. Are the proble m s of m ess y proper- ties getting better? No, co m plainants have just given up because the cit y does nothing about the co m plaints! When the propert y standards depart- m ent receives a co m plaint, the y inspect, is- sue a notice and then . . . ever y thing stops.

Three city residents are facing drug charges in separate incidents over the span of six days earlier this month. A 16- y ear-old y outh was arrested was found to be in possession of approxi- m atel y five gra m s of a substance believed to be m arijuana after he was stopped b y police on Thursda y . He was charged with possession of a controlled substance.

Colu m bia Finishing Mills has been pro- ducing the cover for Canadian passports for 30 y ears. But it lost the $1 m illion contract when the govern m ent issued an interna- tional tender for new high-tech passports containing a co m puter chip. Dan Plourde, sales m anager with Co- lu m bia Finishing, said the new tender was heavil y weighted toward pricing, forcing the m ain contractor – Canadian Bank Note in Ottawa – to find a cheaper sub-contrac- tor for the cover in Europe. The loss of the contract, which co m prised 25 to 30 per cent of the factor y ’s sales, will dra m aticall y affect the s m all co m pan y ’s “botto m line”, Plourde said. “So we will have a la y off. We will have a few people let go.” Although it was Canadian Bank Note which ulti m atel y decided to outsource the cover production to an offshore co m pan y , Plourde sa y s the federal govern m ent “left it open” to send the work offshore. “Sevent y per cent of the contract was on price and Canadian content was not i m portant. That’s the part that reall y troubled m e the m ost.” News of the contract loss pro m pted a fier y letter fro m the Cornwall and Area Cha m ber of Co mm erce president Rick Shaver. “The Canadian passport is a docu m ent respected around the world and is carried with pride b y m illions of Canadians. The quake was felt in the Greater Montre- al area and in Ottawa, according to earth- quakes Canada. People in the western Quebec seis m ic zone adjacent to Ontario has felt s m all earthquakes and suffered da m age fro m larger tre m ors for m ore than three centu- ries, according to the U.S. Geological Surve y . A m agnitude 6.1 earthquake occurred in 1935 at the northwestern end of the seis m ic zone, and a 6.2 m agnitude quake occurred in 1732 at the southeastern end of the zone where it caused significant da m age in Mon- treal, according to the USGS. The last m ajor earthquake to strike Corn- wall was a 5.8 m agnitude tre m or in 1945.

National Business Women’s Week, held from October 21 to 27 this year, will once again honour the contribu- tions of female entrepreneurs. Many of these women, who are a huge source of inspiration for the next generation, do not believe in grounding their business models on the way men conduct business but instead promote their own values. For many years business women had to sublimate their personalities and strive to think like men in order to be accepted in the business world. Nowadays, however, they are able to follow their own creative drive and be successful without having to betray their own values. This can be attributed to the efforts of past generations of successful female entrepreneurs. But what is meant exactly by “feminine” ways of doing business? A good example is networking and commu- nicating. Indeed, in this era of globalization centred on knowledge and communications, business can
no longer be conducted as it used to be. Networking is vital in order to meet the new challenges facing entrepreneurs, both men and women. Women do not have the same way of exercising their power either. Unlike the pyramid type of hierarchy so representative of masculine values, women wield their power less authoritatively and give fewer orders, preferring to implement their power in a more indirect manner. In this way, when a conflict situation arises, many women will try to bring the parties closer together in order to find a win-win solution. During National Business Women’s Week, let’s celebrate the ways that today’s women do business, as well as the positive results their style has on the economy and society as a whole.

Encore cette année, la Semaine des femmes d’affai- res nous revient, du 21 au 27 octobre, pour rendre hommage à ces femmes qui savent accorder au féminin pluriel le concept de réussite en affaires. Ces véritables sources d’inspiration pour la génération montante ne calquent pas leur modèle d’affaires sur les façons de faire masculines, mais mettent de l’avant des valeurs bien à elles. Longtemps, les femmes d’affaires ont eu à oublier leur personnalité et à «faire des hommes d’elles- mêmes» pour être acceptées dans un monde d’hom- mes. Aujourd’hui, grâce notamment à toutes ces femmes qui ont réussi avant elles, elles peuvent suivre leurs élans naturels et connaître du succès sans pour autant renier leurs valeurs. Des membres ont démissionné du conseil d’administration en raison de leur santé chancelante, explique Marc Bissonnette. Tout récemment, le président Gérald Samson, a dû passer le relais à M. Bissonnette en raison d’un arrêt cardio-vasculaire. Marc Bissonnette demeure optimiste malgré la situation que traverse CHOD FM 92,1. Quant à Syd Gardiner, un conseiller municipal de Cornwall et aussi membre
du conseil d’administration, il craint la fermeture de la station radiophonique en raison des départs. Gérard Despaul, ancien trésorier de CHOD FM 92,1, a dû plier bagages pour des raisons de santé. Ainsi, le nombre de membres au conseil d’administration est passé de cinq à quatre. Syd Gardiner soutient que «le faible nombre» de membres au conseil d’administration cause un problème. «Les décisions administratives ne peu- vent pas être prises par un président et un vice-président de conseil d’administration qui sont entourés de très peu d’administrateurs. Le nombre idéal de membres sur le conseil serait de l’ordre de huit. Je ne fais que dire mon opinion personnelle », soutient cet anglophone francophile. En vertu des règles en vigueur chez CHOD FM 92,1, le conseil d’administration doit être composé de cinq membres. Cependant, Marc Bissonnette n’écarte pas la possibilité de « faire grossir » son conseil d’administration de CHOD FM 92,1. « Ça ferait notre affaire », ajoute le président du conseil d’administration de CHOD FM 92,1. De plus, M. Bissonnette ajoute que la direction de CHOD FM 92,1 prend les moyens
pour faire remplacer Gérard Despaul. La sta- tion jongle avec deux scénarios possibles. Dans le premier, elle recrutera « à l’interne » le successeur au trésorier Gérard Despaul, explique M. Bissonnette. La direction pourra aussi aller chercher à l’extérieur de l’équipe de CHOD FM 92,1. « On a trois ou quatre candidatures de l’extérieur pour le poste de trésorier », déclare le président de la station radiophonique sur un ton confiant. Un cumul de tâches? Syd Gardiner a aussi déploré le cumul de tâches que cause le nombre limité d’administrateurs. «Puisque le trésorier a démissionné, dit le conseiller municipal de Cornwall, j’ai dû prendre son poste.» M. Gardiner n’a pas mentionné le nombre de temps qu’il compte rester à CHOD FM 92,1. Cependant, une chose est claire dans son esprit : « Si rien ne bouge, déclare-t-il, je quitterai CHOD FM 92,1. » Marc Bissonnette soutient que le cumul de tâches n’indispose personne. «Chaque membre du conseil d’administration prend les tâches qu’il veut, affirme-t-il. En plus d’être le président, je rédige le procès verbal à l’assemblée générale ou durant les réunions du CA.» De plus, « le personnel de CHOD FM 92,1 est uni et très heureux », ajoute Marc Bissonnette.
CHOD FM 92,1, la seule station radiophonique francophone de Cornwall, ne fermera pas boutique, déclare Marc Bissonnette, le président intérimaire de la station. La station demeurera en place même si elle a été affectée par des départs au sein de son conseil d’administration.
