A public consultation on proposed changes to classes and thresholds - aimed at simplifying the planning process for energy infrastructure and other emergent technologies – has been extended to November 6. Views are invited on the review of the Classes and Thresholds to the Schedule of The Planning (Development Management) Regulations (Northern Ireland) 2015, issued by Rosemary Daly, Chief Planner and Director of Regional Planning Governance and Legislation at the Department for Infrastructure (DfI). The 2015 Regulations set out nine classes of development with relevant thresholds or criterion for each. The consultation focuses on a review of the existing classes of development and the thresholds used to determine whether development is classified as local, major or regionally significant. Aiming to ensure current classes and thresholds remain fit for purpose, and take account of future development requirements, the proposed changes are part of a wider Planning Improvement Programme (PIP) led by DfI. Its aim is to create an efficient, effective and equitable planning system, trusted to deliver high-quality, sustainable inclusive and healthy places. Proposed changes would move the class of Energy Infrastructure from individually-described developments towards the fundamental purpose of the technology; for example, generation, storage and transmission. Types of development within that class might include heat or electricity generation, and thermal, electrical, mechanical or chemical storage. The changes aim to ensure that technologies not yet widely deployed, such as next‑generation batteries, advanced hydrogen systems, long‑duration thermal storage or novel renewable generation technologies, will be able to fit within the framework without future legislative overhaul.
