Planning & Research Research Planning & Research

The Planning and Research/Risk Management section of the El Paso Police Department is responsible for the research and preparation of complex and in-depth reports, audits and projects involving department statistical information, policies and procedures. The division is tasked with producing high quality data, information and resources for decision makers in order to improve the function of the organization. Planning and Research is also responsible for tracking the performance of the department as to how it meets or exceeds the goals set by the Chief of Police and the City Manager’s Office. Planning and Research is responsible for maintaining the department’s procedures manual and continuously works to improve and update the manual to meet the changing needs of the organization. Planning and Research is also responsible for the tracking and facilitating of all personnel movements within the department which includes transfers between positions and regions, promotions and separations. Planning and Research is responsible for the department’s in-car video system and body-worn camera program. In 2022 work began to expand the BWC program to all patrol and traffic officers on the department. The Planning and Research Section obtained grant funding through the Office of The Governor and through Congresswoman Veronica Escobar to help facilitate the program. With that and additional funding provided by the city a new unit was designed and designated to manage and implement the camera program was created. The department received it’s the body-worn cameras in September of 2022 and began extensive process of learning the new equipment and applications and developing training and policy for implementation of the cameras in early 2023.
