MALAYSIAN TECHNOLOGY STRATEGIC OUTLOOK 2019/2020

Workshop Session on Smart Mobility

Safety regulations and standards must be adopted and adapted to suit Malaysian regulatory needs. First and foremost, when it comes to AV, ownership is the utmost consideration. Owning a vehicle has always been associated with control and responsibility, particularly in times of accident.

Currently insurance policy requires a person to be behind the steering of the vehicle. In an airline scenario, when piloting an aircraft, the pilot is responsible despite many systems assisting him in navigating the sky. Policy plays an essential role when addressing the ownership issue. Insurance policy needs to be comprehensive not only in covering the passengers, owner of the vehicle but also private and public property. As such, it is imperative to have an instructive legal framework, especially when having AV on public roads. In short, technology needs to be factored in and certifiable for it to blend in on our streets, roads, and highways. A workshop was held under the auspices of the MIGHT Partnership hub focusing on the topic of SMART Mobility for Test Bed in Cyberjaya. The workshop discussed issues and challenges related to policy, regulation, technology, and safety. The main objective of the workshop is to gather inputs from the stake holders, so they can be used by policy-makers in considering and ensuring relevant elements when formulating a test bed in preferred cities, namely Cyberjaya, Putrajaya or other cities in Malaysia. THE QUESTION ARISES ON WHO TAKES THE RESPONSIBILITY WHEN THE VEHICLE COMES UNDER FULL CONTROL OF A SYSTEM (LEVEL 5)
