EOHU Medical Officer of Health Dr. Paul Roumeliotis had advised against the initial move into the orange zone, citing more recent data than the province had relied on showing a decline in the rolling rate of new cases. At a media conference on Friday, he acknowledged the return to yellow after such a short period of time may add to public confusion and “COVID fatigue”. “In my mind, we didn’t have to go to orange, but the decision was made by the province looking at data from a couple of days before where we were just at the border,” he said. “I do believe the rapid in-and-out of these will lead to confusion and add to some fatigue as well. On the other hand, as far as the public is concerned, with gathering limits, masking and general requirements, they’re the same [in yellow and orange].” When asked whether he was worried about people from areas in lockdown visit- ing the region as Christmas approached, Dr. Roumeliotis said neighbouring Ontario health units seemed relatively stable, but he advised anybody against leaving their respective regions. He said the guidelines for Christmas travel would be released in the coming weeks, but that advice may differ between EOHU and bordering health units in Quebec. “Avoid travelling outside your region,” he said. “There’s going to be a different set of guidelines in Quebec and a different set of guidelines in Ontario. I don’t fully understand the reasoning behind the Quebec guidelines… from our point of view, we’re recommending people stay at home as much as possible. Don’t travel between regions and be careful. We don’t want to go into orange and we don’t want to go into red.”
Eastern Ontario has returned to yel- low “protect” status on the province’s COVID-19 chart, after just one week in the more severe orange “restrict” category. The change, which was announced on Friday and came into effect just after mid- night on Monday, did not alter recommended safety precautions for individuals, but eased some business restrictions. Last calls at bars and restaurants moved from 9 p.m. to 11 p.m., and six people were allowed to be seated instead of four. Capacity limits for some businesses and fitness centres were relaxed, while personal care services that required the removal of masks would be allowed to return if contact information was kept and a safety plan was prepared . The colour-coding change was the third in as many weeks for the Eastern Ontario Health Unit (EOHU). The region entered the yellow zone on November 7 when the Ontario government first implemented its colour-coded restriction framework, but was pushed into the orange zone just a week later after the thresholds for each category were tightened. Although the rolling average of cases had shown signs of decline at the time EOHU was moved to orange, provincial data showed the region remained above the 25 new cases per 100,000 people maximum needed to remain in the yellow zone. Since then, the weekly incidence rate had dropped, reaching 10.3 people per 100,000 in the most recent EOHU report. On Friday, while lockdowns were implemented in Toronto and Peel, Health Minister Christine Elliott announced the EOHU area would move back to yellow.
The parks and recreation department has devised a plan to guarantee all five of the outdoor skating rinks in Alfred-Plantagenet Township remain open this winter for the benefit of residents who need some form of winter recreation both for personal health and fitness and to help them deal with the stress of the pandemic. —archives

St-Denis a fourni une liste d’options pour traiter chaque problème, ainsi que ses propres recommandations sur la combinaison d’options qui répondra le mieux aux besoins des résidents et à la budgétisation municipale pour la saison d’hiver. Le conseil a approuvé la recomman- dation de M. St-Denis selon laquelle la municipalité devrait permettre l’utilisation d’un véhicule personnel pour tout employé affecté à l’entretien des patinoires et allouer 3000 dollars pour compenser les frais de déplacement en fonction du nombre de kilomètres parcourus pour se rendre aux patinoires et en revenir. Le plan prévoit également la fermeture des cabines de vestiaires de chaque pati- noire afin d’éviter les conflits de santé publique et de sécurité. La municipalité prévoit allouer un budget de 2000 dollars pour fournir des toilettes portables aux utilisateurs de chaque patinoire, ainsi que des fonds pour des systèmes d’éclairage automatiques pour chaque patinoire pour une utilisation nocturne.
Le personnel du canton d’Alfred-Plan- tagenet veut s’assurer que toutes les patinoires extérieures sont ouvertes cet hiver afin de permettre aux rési- dents qui ont besoin de s’amuser et de se détendre durant la pandémie. Le rapport de M. St-Denis énumérait trois préoccupations concernant le cout de l’entretien et l’utilisation que le plan doit aborder. D’abord, le personnel doit être transporté vers les cinq patinoires pour les travaux d’entretien. La saison dernière, il a fallu affecter deux ou trois véhicules du parc automobile municipal pour transporter trois travailleurs à chaque patinoire. Cette saison, aucun véhicule municipal n’est disponible. Le deuxième problème est que les petits bâtiments abritant des vestiaires et permettant aux gens de chausser leurs

Cinq des six nouveaux cas de COVID signalés à Prescott-Russell au cours du weekend découlaient de l’éclosion en cours à la Résidence Prescott-Russell de Hawkesbury. Un résident est décédé tandis que trois autres ont reçu des diagnostics positifs à la COVID-19 entre vendredi et lundi. Deux membres du personnel ont également reçu des diagnostics positifs, ce qui porte le nombre total de résidents et d’employés infectés à 170 depuis le début de l’éclosion . Sur les 104 cas de résidents, 76 avaient été résolus en date de lundi. Le nombre de cas résolus ne comprend pas les 13 résidents qui sont morts de la COVID-19 depuis que l’éclosion a été déclarée pour la première fois le 9 octobre. STEPHEN JEFFERY stephen.jeffery@eap.on.ca OFA URGES DRIVERS TO BE CAREFUL DURING HARVEST SEASON to agricultural operations. “Statistically, the average person is generations removed from the farm,” he said. “Therefore, it is not com- mon for the majority of motorists to have the knowledge or awareness of how to interact safely when sharing the road with heavy, large agricultural equipment.”
Farmers and other motorists across the region have been reminded to stay safe and be patient on the roads during harvest season. As slower, larger farm vehicles moved between paddocks to collect the final har- vests of the season, several areas across Prescott-Russell have set up initiatives and issued reminders about best practices for both farmers and drivers. The Ontario Federa- tion of Agriculture (OFA) asked farmers to put safety first on the roadways and be aware of impatient drivers who may attempt to pass them at unexpected times. The federation asked that farmers re- mained on the paved portions of roads, rather than shoulders. Slow-moving vehicle signs must be visible on all road-travelling machinery, while lights should be kept on around the clock to ensure visibility was high. “Operating your equipment is a large responsibility that should not be taken lightly,” OFA director Rejean Pommainville said in a statement. “As a community that cares for each other’s well-being, farmers must be proactive by strictly following road safety rules to accomplish the goal of getting crops off and ensuring everyone returns home safely.” Pommainville said farmers operating heavy machinery on roads should consider the lack of exposure many motorists had
Those other motorists, however, were also reminded that understanding and safety obligations were mutual during harvest sea- son. In a statement, Champlain Township asked drivers to leave enough space for farm vehicles to back up or re-enter fields, pass with caution, and pay attention to flashing lights and turn signals. “Be patient; remember that most farmers are only on the roadways for a short period of time between fields or farms,” the state- ment said. “Don’t assume the farmer can see you. Even though the farm equipment may have mirrors or other safety devices, however, your vehicle is significantly smaller than the farm equipment and you may not be visible to the equipment operator.” Debris, including mud and other hazards, were possible on the roads during the sea- son. Russell Federation of Agriculture (RFA) launched a pilot “Mud on the Road” program with Russell Township this year to prevent accidents from those debris. La première règle des affaires est tou- jours le service à la clientèle et un nou- veau programme aidera les propriétaires d’entreprises locales à adapter leurs pratiques de service à la nouvelle réalité de la pandémie, à savoir l’augmentation des achats en ligne. «De nombreux clients ont changé leur méthode d›achat, a déclaré Carole Muise, porte-parole du Centre de services à l›emploi EF1SFTDPUU3VTTFMM $&413 /PVTBJEPOT les entreprises à s›y adapter.» Le CESPR a annoncé un nouveau projet d›atelier en ligne pour aider les entreprises locales à mieux s›adapter à la préférence croissante de nombreuses personnes pour les achats en ligne durant la pandémie. Le gouvernement provincial a fourni 49 202 dollars pour soutenir le projet et le CESPR a confirmé que le professeur Martin Savard, un expert de renommée internationale dans les affaires commerciales liées au service à la clientèle et au commerce électronique, dirigerait l›atelier. Le projet consiste à offrir quatre ateliers sur le commerce électronique, chaque atelier étant d›une durée de 12 heures et s›étalant sur une période de deux jours.
