single-officer coverage. In accordance with the Police Officers’ Power Act of 1985, CWU has mutual aid agreements with nearly all agencies in Washington State. During the 2018-2019 school year, the department has experienced extraordinary demand for services. An accidental shooting / suicide involving two students, a false active shooter event, and the shooting death of a former CWU officer and local law enforcement officer all have taken a toll on the department, particularly officers first on the scene to shootings that resulted in death. Conclusion Despite shortfalls in funding and tragic events, the CWU police department is performing and managing very well. With strong support from students, staff, faculty, and the Employee Assistance Program (EAP), our law enforcement officers have shown extraordinary resiliency and an unwavering commitment to our campus community. The department intends to prioritize diversity hiring in order to better serve CWU’s very diverse student population. However, relying on parking revenue to fund safety services has not proven adequate or reliable. As well, it diverts funds away from badly needed parking improvements. The university should develop a steady and sustainable funding solution for this critical department.
