CWU Police Department Background

History CWU’s security force was established in 1965, and initially staffed by three employees from Burns Detective Agency. Sergeant Tony Adamsky worked dayshift, focusing on traffic, and two officers, Al Kortnik and Merlon Smith with his dog Tess, worked nightshift. In March 1967, the force expanded to five commissioned police officers. On January 1, 1974, the department changed its name and completed a reorganization of job titles. “Central Campus Security” was renamed “Campus Police.” The change of job titles included security officers II, campus sergeant and chief of police. In the summer of 1976, the police department moved from the Division of Student Affairs to the Division of Business Affairs. In October 1980, the department was comprised of a chief of police and eight officers. Another university reorganization in 2008 moved Police Services to the Division of Operations. And in 2018, with the addition of Emergency Management and Environmental Health and Safety into our organizational structure, the overarching name was changed to University Police and Public Safety. Organizational Structure Today, UPPS has 14 officers with three dedicated to the administrative function of the department. The new structure is chief of police, assistant chief of police, lieutenant, two sergeants and nine officers. Our officers are classified employees and members of the WFSE union. In the last year, we have had one officer on extended disability leave and an open officer position that was filled April 16, 2019. The new hire will have to complete the five and a half months-long police academy training, and then a field- training program that is 14 weeks long. Once he completes those two requirements, he will be filling shift coverage within the regular schedule. There is no confirmed date of return for the officer on disability leave. In the past year, UPPS has been covering the campus patrol with two sergeants and seven officers. Because of the shortfall in staffing and the increase in service calls, the command staff also at times cover calls for service.
