Policing Style A variety of factors determines the staffing needs of a police department. These include community expectations, the type of community policing police are engaged in, types of calls and the policing style that is adopted by the department. The CWU department implements community policing. We firmly believe that to be successful with our mission we must create and nurture relationships with the community we serve. We hold BBQs for our under-represented students, attend student group meetings, advise the Brother-2-Brother club, and conduct numerous hours of personal safety talks in the residence halls. For 15 years, we have taught the rape aggression defense (RAD) course for women and men to learn self-defense strategies. In a recent survey of the campus community, our department received a 97-percent satisfaction and approval rating. In the annual student survey, we earned a 90-percent approval rating, as well. We are consistently working toward building positive relationships with our community, resulting in our student government nominating us for the Western Association of Campus Law Enforcement Administrators (WACLEA) Department of the Year. Thanks to this great partnership with our students, we were awarded this honor in November 2018 from WACLEA. Staffing Variables As we look at criteria for staffing the department, we evaluate a number of variables that represent the services our university expects us to provide: • Our officers work 10-hour shifts for four days in a row. • We routinely review data from our dispatch to ensure that we are providing the appropriate level of staffing during the peak call times. • Thursday evening to early Sunday morning are the busiest call times. • Our slowest rate of calls falls between the hours of 2:00 a.m. to 8:00 a.m. • Our minimum coverage level is one officer and single coverage shifts are frequently scheduled during these slow hours. • During the times of single officer coverage, we rely on the relationship and mutual aid agreements that we have with the City of Ellensburg, Kittitas County Sheriff’s Office, and Kittitas Police. Overtime Coverage We strive to ensure single coverage days are kept to a minimum. If there is a Thursday through Saturday night that is single coverage, we cover shifts using officers on overtime. This issue arises when we have officers away for sick, vacation, or training time. When there are single coverage days during daytime
