La Ville pourrait plutôt examiner la fai- sabilité d’améliorer le système électrique existant qui alimente le système de chauf- fage vieillissant du centre. Ce qui cadrerait avec le plan municipal d’économie d’énergie. Le comité plénier du conseil municipal a recommandé que le conseil approuve, lors d’une prochaine session ordinaire, un changement aux priorités de dépenses du budget municipal de 2019 pour le centre communautaire Ronald Lalonde. La recom- mandation signifierait que les 25 000 $ prévus au budget pour l’élaboration des plans et devis d’un système complet de chauffage, de ventilation et de climatisa- tion pour le centre serviraient à couvrir les coûts de la modernisation du système de chauffage électrique actuel.
Le système de chauffage du Centre communautaire de Saint-Pascal-Baylon doit être amélioré. Le conseil de Clarence-Rockland a ap- prouvé, lors de la réunion du comité plénier du 28 octobre, une recommandation de l’administration pour entreprendre les plans d’amélioration du système de chauffage du Centre communautaire Ronald Lalonde à Saint-Pascal-Baylon. l’Ontario, les frais d’utilisation, les frais d’aménagement, les intérêts des comptes et d’autres sources. Les frais d’utilisation pour l’eau et les égouts font également partie des 19,9 millions de dollars prove- nant d’autres sources. Cet argent est consacré à l’entretien et à la modernisation des réseaux municipaux d’aqueduc et d’égout et ne fait partie ni des fonds généraux de fonctionnement ni des fonds d’immobilisations. La deuxième ébauche du budget de 2020 propose une augmentation de 2,69 % des frais de services publics, mais aucune augmentation des frais de collecte des ordures.
La version finale du budget 2020 de la Cité de Clarence-Rockland est presque prête et comprendra au moins trois pour cent d’augmentation des taxes foncières. Le Conseil a assisté à une présentation détaillée du document budgétaire révisé, lors de la réunion du comité plénier du 28 octobre. Le personnel de l’administration et du ministère a expliqué le processus de modification du document depuis la présentation du projet de budget initial en aout. La première ébauche du budget indiquait qu’une augmentation de 6 % du montant des impôts fonciers perçus serait nécessaire pour atteindre tous les objectifs opérationnels et d’immobilisations de la municipalité au cours de la prochaine année. Le Conseil a demandé au personnel de ramener à 3 % l’augmentation des taxes pour le budget de 2020. Ce qui pourrait maintenant devenir le budget final pour 2020, tel que présenté à la fin d’octobre, prévoit une augmentation de 3,03 % des impôts fonciers pour la por- tion des recettes de la ville provenant des taxes municipales pour l’année prochaine. La directrice générale Helen Collier a fait remarquer que les membres du conseil semblaient satisfaits des efforts déployés par le personnel pour réduire les couts, afin de répondre à la demande du conseil de réduire l’augmentation nécessaire des taxes pour le budget. Faits saillants du budget Le budget proposé pour 2020 pour Cla- rence-Rockland s’élève à 41 592 298 $. Le prélèvement municipal des impôts fonciers sur les recettes municipales pour l’année prochaine s’élèvera à 21 606 298 $, ce qui représente une augmentation de 3,03 % par rapport au prélèvement foncier de 2019. Pour le contribuable moyen de la région de Clarence-Rockland, dont la maison est évaluée à 293 500 $, l’augmentation de 3,03 % de la partie du budget consacrée au prélèvement municipal se traduira par une augmentation d’environ 59 $ des impôts fonciers pour sa maison et son terrain. Cela résulte de l’évaluation de la valeur de leur propriété par la Société d’évalua- tion foncière des municipalités (SÉFM). Les résidents dont les évaluations de la SÉFM sont plus ou moins élevées peuvent payer plus ou moins d’impôt foncier que le propriétaire moyen. Le reste des recettes municipales, soit 19 986 036 $, provient de subventions confirmées par les gouvernements supé- rieurs, comme la subvention du Fonds de partenariat avec les municipalités de

There may be a small surplus from the Clarence-Rockland 2019 municipal budget if no surprise expenses occur before the end of this year. City administration presented council with UIF/PWFNCFSàOBODJBMTVNNBSZSFQPSUEVS - ing the October 28 committee of the whole session. The regular financial summaries update council members on expenses and project results related to the current mu- nicipal budget. 5IF/PWFNCFSSFQPSUJOEJDBUFEUIBUUIF city budget could finish with a small surplus, if there are no unexpected expenses before the end of the year. The potential surplus at present would amount to more than $470,000. A variety of factors are contributing to this potential surplus. One is an unexpected provincial grant funding received earlier in the year. The funding relates to Clarence- Rockland’s extra expenses now for policing, and other public safety measures related to the legalization of marijuana in Canada. Other factors, including fewer expenses incurred on some municipal projects and programs, are all contributing to the potential surplus. Council has received the financial update report for now and will wait for administration to provide final confirmation of any actual budget surplus in January, when the final year-end report on the 2019 budget and expenses summary report is due.

Students in the Prescott-Russell region pondering possible future career options have some new high-tech help available for making their decisions. The Employment Services Centre of Prescott-Russell (CSEPR) has a new vir- tual reality tool to help its clients, both job seekers and potential employers, with their employment decision needs. “It’s very simple and user-friendly,” said Caroline Arcand, CSEPR executive director, during an October 3 press conference held at the Hawkesbury office to unveil the Career
“It’s limitless,” said Jean Dubois, CSEPR counselor, regarding the VR system’s ex- pansion potential. “It all just depends on the creativity of the company, and what our needs are.” The Career Labs VR scenarios, which are available in either English or French, can help people seeking work decide if these are careers they would like to pursue. The system can also help employers assess whether a candidate might have the potential ability to handle these types of jobs.

The CSEPR will have the Career Labs VR setup at its Hawkesbury and Rockland offices. A portable system is also available for centre staff to bring to schools or other locations for job fairs and other events. Ar- cand noted that the CSEPR is one of the first employment centres in Canada to acquire the Career Labs VR system and the centre plans to add other psychometric and digital assessment tools to its employment service catalogue to better serve its clientele.

Pour une deuxième année consécutive, on a pu admirer le travail d’artisans locaux à la Foire de Noël de Clarence-Rockland, qui se tenait au YMCA, les 2 et 3 novembre derniers. Lise Perras (photo), organisatrice de l’évènement, avait invité des artisans et artistes de Clarence-Rockland à venir exposer leur travail. Vingt-cinq d’entre eux ont répondu à l’appel, et c’est avec un plaisir pour les yeux que l’on a pu découvrir tous leurs talents. Les nombreuses personnes qui se sont présentées au cours du weekend ont également apprécié retrouver des marchands qui ont mis en vedette les produits du terroir. Pour Mme Perras, le bilan de cette deuxième édition est positif. Selon elle, il y aura encore plus d’exposants l’an prochain. —photo Annie Lafortune
