“Alongside a garden centre located adjacent, it will provide an attractive leisure destination that will draw visitors from a wide area.” The plan for the site also includes a tourist information point and information about a shuttle bus service that will link the site to Tewkesbury town centre and Ashchurch Railway Station. That will provide “an opportunity to promote the Tewkesbury area as an all-year round tourism and leisure destination.” The developers also confirm that a “significant package” of Section 106 measures have been agreed with Tewkesbury Borough Council. Under the S106 agreement, the developer will contribute £1.2million towards town centre initiatives in Tewkesbury – whose high street is sure to be affected by the out-of-town retail development. It also sets out that £364,000 will be put towards major improvements to the A46 around the site. In the documents lodged with the council, the developer will try to mitigate against the effect on the high street

by claiming the new development will not have a town centre feel. It also claims that the internal street layout will prevent the store fronts from being visible to drivers on the A46. It said: "A retail outlet centre differs from high street and shopping centre retail, as the majority of facades are contained within an internal street and not immediately visible from the outside. "The aim is to give the internal streets of the outlet centre a domestic village-like feel." It adds: "The preferred strategy is for the selected garden centre operator to develop the building in line with their core brand and selling strategy." New wooded areas would be introduced on the south west of the boundary "to build on the existing woodland of the site" aiding the "visual appearance" and "supporting noise reduction".
