He also noted that ensuring the health safety of students when schools reopen in September will also depend on preventing any new cases of COVID-19 from occurring in the community at large. That means, he said, maintaining the current mandatory masking rule for indoor public areas and also the social distancing guidelines and limits on the number of people allowed to gather for social events and other activities. Regional statistics As of Monday, August 10, the total number of confirmed COVID-19 cases for the EOHU region is 179, with 163 of those cases now classed as resolved. That includes 118 cases in Prescott-Russell, of which 103 are classed as resolved. Prescott-Russell had 11 deaths resulting from a COVID-19 outbreak in a Plantagenet seniors’ residence. There are still four unresolved COVID-19 cases for the region. The Stormont-Dundas-Glengarry region had 36 confirmed cases of COVID-19 with 35 classed now as resolved. The Cornwall area had 25 confirmed cases and all are now classed as resolved. There is one ongoing outbreak situation at Maxville Manor, a seniors’ living centre in Maxville in North Glengarry Township, where one staff member tested positive for the disease though he did not show any symptoms. All residents of the manor were tested with negative results. The manor has been under quarantine for almost two weeks now

Students all across Canada go back to school soon and local health officials are giving priority attention to making sure local school districts have their back-to-school pandemic safety plans prepared. “Each school board has its own plan,” said Dr. Paul Roumeliotis, chief medical officer for the Eastern Ontario Health Unit (EOHU), during his August 10 media teleconference. The EOHU is working with all four of the school boards operating within its jurisdiction on addressing pandemic protection needs both for classrooms and other areas of schools within the region. The provincial government announced July 31 its plan for reopening Ontario schools reopen in September. The provincial plan provides school boards with guidelines for several options to consider for their own plans, including regular classroom situations though with reduced student numbers to increasing dependence on distance learning programs. The province will also provide funding to hire 500 more school-focused nurses for regional health units. Dr. Roumeliotis noted that the EOHU also has its own protocol in place for dealing with suspected COVID-19 cases in a school. The protocol provides various responses “depending on the situation.”

SECOND BUSINESS REPORT ON CV19 IMPACT

A 55-year-old man from Champlain Township died as a result of injuries following a workplace accident involving a bull at the Vankleek Hill Livestock Exchange, July 27, around 5:30 p.m. Police were notified of the incident July 28 at 4 p.m. and conducted a prelimi- nary investigation. The Ontario Regional Coroner’s Office and the Ministry of Labour have now taken over the investigation. The name of the deceased has not been released. Anyone with information concerning the incident can call the OPP at 613-632-2729. – Gregg

Prescott-Russell businesses are making slow and steady progress with their recovery from the COVID-19 pandemic situation according to results of a local survey. The United Counties of Prescott-Russell (UCPR) released the results of its second survey report on the impact that the pande- mic has had on local businesses. Overall the report notes that the situation is improving though some sectors are still struggling with their recovery. “It was important for us to take the current pulse of the business community,” stated Carole Lavigne, UCPR director for economic development and tourism, “and ensure we had the most relevant data to properly plan and organize the (regional) economic recovery. That being said, the Prescott and Russell Economic Response and Recovery Plan, which is based on the data collected through these surveys, is progressing very well and should be available by the end of the summer as planned.” The UCPR, in partnership with its eight municipalities, conducted its most recent pandemic impact survey during the period from July 8 to 15, and received responses from 279 local entrepreneurs. The second survey is a follow-up to a previous survey done during May this year. Survey results Results of the second survey indicates that businesses in the region “seem to be regaining confidence in the future” and that many are either back to normal operations or have developed and pursued new outlets for their operations. The number of local businesses who reported successful adap- tation to the pandemic situation is 21 per cent higher than those reporting success during the first survey conducted in May. Two vehicles were involved in a head-on collision that claimed the life of Momtaz Francis, 73, of Ottawa, who was driving one of the vehicles. Survey results note that hiring projections are more encouraging now. More than a quarter of employers taking part in the survey indicated they expect to hire new staff over the next six years. Many survey participants also stated that there is still a need for more financial support of business and more projects or programs that promote local shopping for goods and services to help businesses in the region with their economic recovery. Restoring consumer confidence in local businesses is a key factor to future economic recovery in the Prescott-Russell region. The Catholic District School Board of Eastern Ontario (CDSBEO) revealed the proposal for reopening its schools in September. The board’s draft re-entry plan proposes full-time school for elementary students and a new quad-mester model for its high schools. The CDSBEO reviewed the draft plan during a special July 29 in-camera teleconference session for trustees. “We are confident that through this very extensive and well thought out re-entry plan, the board has included consideration for all facets of the return to school in September,” stated CDSBEO Chairman Todd Lalonde. “There has certainly been significant thought put into every aspect of the school day, and

Elementary students will attend school five days a week for a full day each day. A quad-mester system will cover secon- dary school operations. Students will attend school five days a week, taking two courses at a time over a nine-week period or quad- mester. Each quad-mester will cover two different courses. The CDSBEO proposal also includes options for distance learning for students. The draft plan also covers site preparation for all schools before the start of and during the school year, staff preparation, enhanced public health safety protocols, including daily hygiene and sanitization procedures, and enhanced support services for students with special needs and those with mental health needs. The final document, once approved by the education ministry, will be posted on the CDSBEO website at www.cdsbeo.on.ca.

The head of Eastern Ontario English Catholic school district has another job for the next two years. Todd Lalonde, chairman for the Catholic District School Board of Eastern Ontario (CDSBEO), has been nominated to one of the 38 seats on the Ontario College of Teachers council (OCT). Lalonde will serve a two-year term on the OTF council while continuing as a member of the CDSBEO board.

The pandemic may have closed the gates for local country fairs but it won’t put the brakes on plans to host several tractor parades in the region. The mid-August weekend will see two tractor parades roll out in Vankleek Hill and Winchester to carry on local country fair traditions in a modest way this year. A third tractor parade may also take place in Saint- Albert during that same weekend as a rain date alternative to organizers’ original plan for a roll-out on August 9. Parade organizers in each community presented their COVID-19 protection plans for each event to the Eastern Ontario Health Unit (EOHU) for review, recommendations, and approval. Parade participants and spectators are all urged to cooperate by observing mandatory masking requirements and also maintaining social distancing where necessary to meet pandemic protection guidelines for the event. The August 16 route planned for the Saint- Albert tractor parade is from the community centre to the Saint-Albert Cheese Factory. The Winchester tractor parade route that same day will pass by the Dundas Manor. The Vankleek Hill tractor parade also takes place August 16, starting from the village fair ground at 1 p.m. for a 45-minute route through the community and finishing again at the fair grounds. The Hawkesbury Royal Canadian Legion (Branch 472) will reopen September 9 under the guidelines of Stage 3 of Phase 2 of the Ontario Restart plan for economic recovery during the COVID-19 pandemic. Closure of the branch hall has had a serious impact on the local Legion’s financial reserves and the reopening will help the community service club to begin its own economic recovery so that it can continue to provide services for its members and also help support local charities and community projects. The virtual La Baie Run proved even more profitable this year for the Hawkesbury General Hospital Foundation (HGHF) than last year’s actual run along Bay Road in L’Original. Patrick Lalonde, La Baie Run founder and organizer, reported $20,000 raised for the hospital foundation by participants in this year’s virtual event. Le 15 août 2012, tu fermais tes beaux yeux bleus pour t’envoler calmement et sereinement dans les cieux. Depuis ce temps, notre douleur s’est atténué sans jamais t’oublier car, même si tu as cessé ta marche à nos côtés, nous savons que de là-haut tu continues de nous protèger. Alors, nous te disons « MERCI » de poursuivre ta missions en jetant constamment ton œil paternel sur nous tous et de guider nos pas sur le chemin qui nous est destiné. P.S. Très bonne nouvelle malgré cette année plus que difficile à passer qui est le Covid-19, un 2e arrière-petit-fils viendra égayer notre famille.
