Fort Worth Police Department Strategic Plan

Guiding Principles

The following guiding principles explain FWPD’s daily operational commitment to preventing and solving crime to protect and serve the community. The principles outline the importance of various policing practices the department focuses on daily and provide operational expectations the community expects.

Intelligent Policing

Information, intelligence, and nationally recognized best police practices dictate our strategies, tactics, and allocation of resources. We will use accurate analysis of crime trends, statistical data, and human intelligence to develop strategies to predict and combat crime. We will constantly monitor the success of these strategies against dynamic trends and patterns and make fluid and immediate adjustments when necessary. Collaboration and Cooperation Prevention and fighting crime is everyone’s responsibility. All stakeholders in Fort Worth must work together to combat community problems. We are all accountable; therefore, the Fort Worth Police Department must be ever vigilant in establishing and re-establishing working partnerships with our community, public and private institutions, and other city, state and federal agencies to set goals and implement strategies. Crime Prevention The Fort Worth Police Department will dedicate resources to prevent crime and disorder from occurring in the first place. Prevention begins with work in each of the city’s diverse and unique neighborhoods through civic associations, crime watch groups, schools, religious institutions, the courts, and the business community. Recognizing these factors, the Fort Worth Police Department will share, as appropriate, its information and expertise with these entities so that all citizens become cognizant of crime prevention tactics and reduce the conditions conducive to crime. As a result, all stakeholders focus upon the same goal, and we ensure an even better future for all. Continuous Improvement in Operations and Administration The organization and its policies and procedures require constant review and refining to ensure that internal activities efficiently and effectively drive our mission forward. This means that we must create a positive paradigm shift, look for best practices, and adapt them to our situation, eliminating or reducing bureaucracy where feasible. All employees require training in current policies, procedures, and operations. It is the responsibility of all personnel to ensure the proper maintenance of police equipment and facilities. As an organization, we must strive to integrate and use new technology to solve problems and improve operations. We must also manage personnel effectively by assigning officers consistently, and pursuant to their “best fit” for knowledge, skills, and abilities.
