Develop a Community Outreach Program that works to educate the community and law enforcement about domestic and sexual violence through community outreach activities on dating violence, domestic violence, sexual violence, the effects of domestic violence on children, and victim sensitivity including culturally sensitivity training. Expand the volunteer/intern program by adding at least one position each year to provide comprehensive services to domestic violence and sexual assault victims and their families in a safe, comforting, and supportive environment. Establish performance measures, evaluate services, and make adjustments or improvements as necessary. Add two staff members to complete assessments, provide safety planning, assist with access to benefits, assist with the criminal justice system, and facilitate referrals to social services agencies.

Forensics and Economic Crimes Section The Forensic and Economic Crimes Section includes the Crime Scene Unit (CSU), Fraud Unit, Commercial Auto Theft Unit, and Digital Forensics Lab. The Economic Crimes Unit investigates forgery, credit/debit card abuse, identity theft, and counterfeiting. The Commercial Auto Theft Unit is comprised of two primary operational details: Commercial Auto Theft (CAT) detectives and Covert Bait Recovery and Apprehension (COBRA) detectives. The primary responsibility of CAT includes conducting high-level and complex investigations regarding out of town stolen vehicle recoveries, heavy-duty construction equipment, commercial vehicles (i.e., boats, airplanes, and helicopters), monitoring auto dealership fraud, salvage yards, and the investigation of complex cargo thefts. The primary responsibility of COBRA includes preparation and deployment of bait cars with traceable property in areas of the city experiencing increases in criminal activity. In 2016, COBRA has recorded more deployments and arrests than any other year. The COBRA staff has recorded 182 arrests from January through August 2016, 32 felony arrests up from 150 arrests during the same eight months in 2015. The Crime Scene Unit (CSU) is responsible for documentation and collection of evidence at major crime scenes (e.g. murders, rapes, robberies, sexual assaults), and training officers in evidence recovery techniques. CSU recently acquired a 360-degree panoramic scanner that allows CSU staff to map and recreate three-dimensional images of crime scenes.
