Counties support Casselman mayor’s quest

Mayors throughout Ontario have argued that local water and sewer services are covered through user fees that residents and businesses pay for those services. Other infrastructure works like roads and bridges are paid for through the regu- lar capital works budget using a portion of themunicipal tax levy, senior govern- ment grants, municipal loans, or a com- bination of any of the three financing methods. Capital projects that do involve loans become part of themunicipal debt load and are paid off over a number of years through municipal taxes. Several of the mayors on counties council and administration staff noted that the whole issue of the municipal debt formula has been a longstanding thorn for municipal councils and there have been past resolutions on the issue from the UCPR and others. But they also indicated support for Lamadeleine’s attempt to revive the issue and lobby again for changes to the for- mula. “It may be a good time to bring it back,” said Warden Guy Desjardins.
Mayor Conrad Lamadeleine of Cassel- man is reviving an old argument that the past and present mayors of Prescott- Russell and the rest of Ontario have had with the provincial government. He’s got the support of his fellowmayors on counties council who are ready again to argue for a change to the municipal debt formula. “Themunicipal debt capacity (formu- la) is unjust and unfair,” Mayor Lama- deleine said during the Aug. 24 regular session of the United Counties of Pres- cott-Russell council (UCPR). For years, mayors have argued with Queen’s Park over the municipal debt capacity formula that determines the annual borrowing power of a munici- pality for new infrastructure projects or equipment. Lamadeleine offered two suggestions. The formula that the province uses to calculate municipal debt capacity in- cludes water and sewer capital works as part of the annual municipal debt load.

Le vice-président du Conseil scolaire de district catholique de l’Est ontarien (CSDCEO), François Bazinet, sera accueilli au sein de la Compag francophones (CCAF). Ainsi, M. Bazinet est l’un des sept béné- voles qui seront honorés par la CCAF cet automne, pour leur contribution exception- nelle à la francophonie canadienne. Pour la CCAF, François Bazinet est l’éducateur bénévole impliqué par excellence. La CCAF a souligné les contributions importantes de M. Bazinet à de nombreuses causes dont le Monument de la francophonie de Cornwall, le Club Richelieu de Cornwall, le comité de la Promenade d’honneur, l’Assemblée de la francophonie de l’Ontario, la Fédération des aînés et des retraités des francophones de l’Ontario, le Centre culturel d’Alexandria, le Centre culturel de Cornwall et le Village
