HOUSING SUMMARY OF SERVICES

The Housing Division is responsible for administering and enforcing a wide variety of activities related to housing and property maintenance. Additionally, the team pursues an active outreach program to work with citizens to enhance the appearance and safety of all neighborhoods in Irvine. The Division assists residents seeking information on housing-related services and affordable housing opportunities; manages the Community Development Block Grant, HOME Investment Partnerships Act, Emergency Services Grant, and the CARES Act grants; contracts for public services programs and capital improvement projects. Through the federal COVID-19 pandemic response program, the Housing Division helped to coordinate Emergency Rental Assistance Programs. During the two-year budget cycle, a total of 5,279 Irvine households received approximately $69.5 million in emergency rental assistance.  Administered the City’s U.S. Department of Housing and Urban Development (HUD) formula allocations and grant programs including HOME, CDBG, and ESG, disbursing a total of $9.3 million during the two-year budget cycle. Accomplishments   Updated the Inclusionary Housing Ordinance to facilitate future inclusionary housing development by increasing required affordability in market-rate buildings from 15 percent to 20 percent and by increasing the deed restriction for affordability from 30 to 55 years.  Supported the development of 100 percent affordable housing in Irvine with land and financial resources, including a four-acre land conveyance to the Irvine Community Land Trust, the 60-unit Cartwright Family Apartments, the 144-unit Lynx Apartments, and the 68-unit Sage Park home ownership development.  Realized a total of 165 new construction affordable units, built as requirements of the City’s Inclusionary Housing program and the State Density Bonus and reviewed seven Affordable Housing Plans for new developments applying for entitlements.  Received City Council approval for a Memorandum of Understanding (MOU) with Irvine Company to develop over 4,500 multifamily rental units in Irvine, including over 1,000 units designated with rents affordable to very low-income, low-income, and moderate-income households.

 Launched the One Irvine neighborhood preservation program, offering grants, loans and permit fee waivers to homeowners.

 Launched the Irvine Recovery Plan Grants Program , distributing $5 million in funding to nonprofits providing services for vulnerable populations and small businesses, and to emerging nonprofits.

 Launched the Irvine Eviction Diversion Pilot in partnership with Orange County United Way and many local housing and service providers.
