Executive Summary

Information on the NBI Partnership NBI Partnership Ltd (The Partnership) is owned by the John Innes Centre, Earlham Institute, The Sainsbury Laboratory and Quadram Institute Bioscience. The Partnership provides non-scientific services to each of the owner institutions, supporting their internationally renowned scientific research. The Partnership employs around 135 staff to cater for the needs of approximately 1100 Research Staff, Students and Visiting workers, who are all located in close proximity on the Norwich Research Park. The Facilities Team Facilities provide support to the John Innes Centre, Earlham Institute and The Sainsbury Laboratory. The Head of Facilities leads a team of 45 and their direct reports include a soft facilities manager, a project and contracts manager and a mechanical and electrical manager. The supported Institutes The John Innes Centre (JIC) [http://www.jic.ac.uk/] is a world leading centre of excellence in plant science, research, genetics and microbiology. The JIC’s research supports developments in the areas of food security, agriculture, healthy foods and the production of complex clinically-valuable molecules derived from plants and microbes.

The Sainsbury Laboratory (TSL) [http://www.tsl.ac.uk ] is also world-leading, working on the science of plant-microbe interactions to address improvements to plant health, agriculture and food security. The Earlham Institute (EI) [http://www.earlham. ac.uk] is internationally recognised for research focused on exploring living systems by applying computational science and biotechnology with the strategic properties of agriculture and food security, industrial biotechnology, bioenergy and bioscience for health. The John Innes Centre and Earlham Institute are strategically funded by the Biotechnology and Biological Sciences Research Council (BBSRC) and The Sainsbury Laboratory is strategically funded by the Gatsby Foundation. The JIC and TSL hope to secure funding for the development of a new 30,000 sqm research facility for the JIC and TSL at the Norwich Research Park. This is an exciting time for the internationally-recognised research institutes as they bring together their vision for their Next Generation Infrastructure. Collectively the institutes have a site foot print of 22 acres, with major plant facilities and dedicated science facilities including 5000 sqm of glasshouse and growth rooms.

Job Description

Main purpose of the job: The Head of Facilities will lead the Facilities strategy to meet the needs of the supported research organisations, through developing and maintaining a site masterplan; capital programme delivery; effective capital utilisation; legal compliance and ensuring performance standards are set and maintained that support the world class science in JIC, TSL and EI. The post holder will be responsible for building, managing, and servicing the physical infrastructure of the three institutes and for providing soft facilities services, balancing the quality and cost of the services, and ensuring value for money. They will lead and deliver a proactive service through effective management of the Facilities Team and Contractors, ensuring outstanding levels of service and performance. Key relationships: Key relationships will be with the Institute Directors and their teams, Institute Science/Operational representative, Heads of Support Services, Heads of Departments, and Group/Project Leaders. The post holder will directly manage the senior Facilities Team (Projects and Contracts Manager, Engineering Manager, Soft Facilities Manager). The post holder will maintain effective working relationships with the Facilities Team at BBSRC/UKRI or other funding bodies. The post holder will be line managed by an Institute Director. Main activities and responsibilities: 1. Leadership of the Facilities Team • Develop a high performance, service orientated culture engaging staff and monitoring performance against key performance indicators to ensure high quality service. • Set up systems to, and monitor, performance of the Facilities Team, with regular feedback on performance from the Institutes. • Manage the planning and control of the Institutes’ sites, facilities, and infrastructure, establish strategic direction, and ensure delivery. • Build strong relationships with the Norwich Research Partners LLP, BBSRC and other relevant campus teams. • Motivate, inspire, and enable the Facilities Team to deliver an outstanding service suited to the needs of a research organisation. • Liaise and build effective relationships with senior Institute management and other science leaders to ensure the service meets science requirements. • With the Finance Director, set financial budgets and monitor performance throughout the year. • Ensure value-for-money (VFM) from capital, minor works, and maintenance contracts through regular competitive tendering. • Ensure accurate and timely reporting on facilities activity to the senior management teams and science/operational leads, or lab managers (as agreed with each Institute).

• Provide timely communications on facilities activity ensuring any impacts on Institute operational requirements are minimised. 2. Strategic planning of capital infrastructure • Develop and maintain a site masterplan and facilities strategy that provides a working vision for the future of the site in line with each Institute’s long term plans. • With the Finance Director and Institute representatives, plan for Facilities capital projects and the associated capital expenditure profile projecting five years forward for inclusion in annual business plans. • Ensure credible forecasts of long-term capital requirements for incorporation in business plans. • Work with the Institutes’ senior teams and science/operational representatives to understand how their science strategies influence the infrastructure requirements and future development. • Manage the process for preparation of Business Cases for capital projects to support funding applications, and support institute representatives with any business cases they are leading. • Prepare a facilities Annual Report to each of the Institutes’ Governing Councils or Board of Trustee Directors and regular reports to NBIP Executive, and co-ordination committee. 3. Ensure all capital projects meet their objectives • Oversee capital project processes which include: o setting up a robust governance structure and procedures for large capital projects, including regular steering group meetings, chaired by a representative from the operational and science customer group; o ensuring extensive involvement of key scientists/operational leads and users in briefing and design processes; o and ensuring that protocols for design, quantity-surveying, procurement, project management and cost control of all construction projects are established and managed to meet public procurement rules. • Establish appropriate procedures to monitor project performance. • As appropriate lead major project teams. • Liaise, co-ordinate and communicate with project stakeholders such as user-groups, Institute management, Finance team, BBSRC and, where relevant, local community. • Agree future capital requirements with Institute management, Finance Director and BBSRC, and regularly review priorities. 4. Manage key contracts • Ensure effectiveness and VFM of high value contracts e.g. catering, security, and waste. • Regular performance reviews of external contracts with regular re-tendering of high value cotracts. • Seek VFM improvements from external service providers. • Manage the energy reduction strategy for the site and oversee the cost & quality of utility contracts.

Person Specification

Person Profile: Education and Qualifications Essential: • A recognised professional qualification / membership underpinning a relevant area of the service to be delivered. Desirable: • Qualifications in one or more of the following; o CEng, MIET, CIOB, MRICS, MCABE, MCIBSE, MICE, MIMechE, MIStructE. o IOSH / NEBOSH Specialist knowledge and skills Essential: • Broad working knowledge base encompassing range of service activities e.g. capital planning, construction, asset management, project management, soft facilities. • Familiar with computer aided facilities management systems. • Excellent IT skills with ability to work with IT specialists to produce fit for purpose facilities systems. • Strong project management skills. Desirable: • Familiar with Health and Safety legislation. Leadership and Management Essential: • Demonstrate strong leadership and management skills capable of leading and developing a high-performance, customer focussed team. • Proven ability to motivate and develop all staff and deal effectively with under performance by setting clear standards and actively supporting their maintenance. • Embraces change, communicates a vision, and drives a culture of continuous improvement. • Demonstrable ability to lead a multidisciplinary team through cultural and structural changes.

Relevant Experience: Essential: • Track record of effective budget management. • At least 5 years relevant experience of successfully leading a multi-disciplinary service team. • Experience of working in a similar demanding environment and role. • Demonstrable experience of delivering efficient, effective and VFM services in a customer focussed, commercial environment. • Capable of reconciling competing priorities and responding to change and the requirement to effectively work across all institutes. • Good decision-making skills with an ability to assimilate information from a wide variety of sources. • Ability to take initiative and promote ideas and concepts. • Able to demonstrate sound, rational judgement while working under pressure. Desirable: • Experience of working in a scientific environment. • Experience of managing Health and Safety. Interpersonal and communication skills Essential: • Highly developed influencing skills. • Excellent interpersonal and social skills to build good working relationships at all levels and with external organisations. • Excellent writing skills with the ability to produce concise, management reports. • Customer-focussed, resilient, and responsive to the changing needs of the institutes.
