are still in the process of finalizing the policy document. Once that process is completed, we will forward the policy through the typical approval steps, and we believe we will have it in place by mid-April 2019. We continue to assert the importance of faculty consultation in cases of creation, reorganization, or renaming of academic units. We are hopeful that this negotiation process will result in a new policy that serves to enhance decision-making at Central. We greatly appreciate the President’s facilitation of the conversation between Faculty Senate and the Provost Council as well as his dedication to shared governance in the process and the proposed policy.

Other Code Changes Presented for Approval by the Board

We have three Code changes before the Board for approval this meeting—two of which were presented to the Board in October, and have been slightly revised since, and one new change:

1) Amendment to Section I. Faculty Rights and Responsibilities This change makes clear that reorganization is an area that requires faculty consultation. We have removed references to the “Appendix” with the detailed process of consultation given the Provost Council’s concerns and our progress toward moving the detailed language into University policy and procedure. 2) Amendment to Section III. Distinguished Faculty Awards and Appendix B This change intends to achieve two purposes. First, the change adds a new distinguished faculty award to the Code. The proposed new award, the Board of Trustees Distinguished Faculty Award, will recognize faculty members with long-term records of excellence in teaching, scholarship, or artistic activities. We worked closely with the President while developing this award, and we appreciated the positive feedback we received from Chair Erickson to move forward. Second, the revision cleans up this area of Code to address several issues that surface every year as faculty complete the award selection process. Award-selection committee members and responses to a Faculty Senate survey have consistently articulated areas of concern in the process, including insufficient opportunities for non-tenure track faculty to participate in the process; anonymity of selection committee; and difficulty populating the committee because of required composition. The proposed Code changes address those issues to make the award process more transparent and
