The post holder will provide key strategic input to the University Leadership Team, helping to establish health and safety as a core organisational priority. You will act as the university’s senior competent person in relation to health and safety and – as such – will be accountable for the implementation of an organisational strategy that is aligned with other core strategic priorities of the institution. A key focus will be to raise the profile of health and safety amongst senior stakeholders, ensuring they are able to demonstrate visible leadership of health and safety within their areas of responsibility. We are seeking an individual with significant experience in a health and safety leadership role across a large, complex organisation with a broad range of core activities. To be a success in the role, you will need to have high levels of energy, enthusiasm and dynamism, with the excellent interpersonal and communication skills required to operate influentially across a large organisation with a diverse range of stakeholder groups. This role represents an exciting opportunity for an ambitious individual to take up an influential and transformative health, wellbeing and safety leadership role at the heart of a successful, ambitious and growing organisation, playing a key role in influencing our reputation. STRUCTURE AND GOVERNANCE UNIVERSITY STRUCTURE

UNIVERSITY LEADERSHIP TEAM Chaired by the President and Vice-Chancellor, the ULT is responsible for steering and supporting the strategic direction of the university. The membership of the ULT consists of the President and Vice-Chancellor, Deputy Vice-Chancellor, Registrar and Chief Operating Officer, Pro- Vice-Chancellor (Student Experience), Pro-Vice-Chancellor, (Research and Enterprise), the three Pro-Vice-Chancellors and Heads of College, Director of Human Resources, Director of Finance and the Chief Marketing and Engagement Officer. ULT are advised on key issues, challenges and opportunities by the UEB which is a monthly meeting of all heads of academic departments and professional services. UEB makes sure that decisions taken by the ULT are informed by departmental and professional service area perspectives, providing a coherent, distributed leadership team to support the effective delivery of the University Strategic Plan. The Deputy Vice-Chancellor is a vital and key member of ULT; the Deputy Vice-Chancellor line manages the three Heads of College and provides leadership and coordination of both ULT and UEB, deputising for the President and Vice- Chancellor as is necessary and appropriate.

With around 4,000 staff and more than 20,000 students representing 115 nationalities, the University of Leicester benefits from the rich diversity and talent of our University community. Our staff work across three colleges and professional service areas; this enables us to work across disciplines, bringing innovative, collaborative approaches to our research and teaching. The University is governed by Council and Senate. It is led by the University Leadership Team and chaired by the President and Vice-Chancellor. Academic disciplines are organised into three colleges, each of which is divided into a number of departments and schools. Each college is led by a Pro-Vice-Chancellor and Head of College, who also sits on the University Leadership Team (ULT) and University Executive Board (UEB). The University’s Professional Services work in partnership with academic staff to enable and support the mission of the University. Council is the University’s overarching governing body, responsible for taking all final decisions on matters of fundamental concern to the University, including our academic mission and strategic direction. The University’s principal ‘academic board’ is Senate, which is the custodian of the institution’s academic integrity and responsible for directing and regulating the academic work of the University.

STRUCTURE AND GOVERNANCE THE COLLEGE OF SOCIAL SCIENCES, ARTS AND HUMANITIES

THE COLLEGE OF LIFE SCIENCES

The College, headed by the Pro-Vice-Chancellor, Head of College and Dean of Medicine, Professor Philip Baker, is a thriving community of academic expertise based in laboratory, clinical, health and social science settings. The College has nearly 1,000 staff and approaching 4,000 students in its three schools, which cover the broad spectrum of biological, medical and human sciences. Based in some of the newest purpose-built scientific accommodation in the country, the College offers a wide range of courses and expertise, with quality recognised throughout the scientific community. The College continues to attract new research grants and awards, new colleagues, partnerships with the NHS, industry and the public sector. The annual research income is more than £30 million. The College, headed by Professor Paul Monks, comprises seven research-led departments: Chemistry, Engineering, Geography, Geology, Informatics, Mathematics and Physics and Astronomy. Together, these departments teach approximately 4000 students, undertaking diverse programmes of study, from human geography through a range of laboratory-based subjects to engineering. They also generate more than a third of the University’s research income. Although each department has a distinct identity, there are a number of major interdisciplinary research activities, typified by centres in Space Research, Climate Change Research, Mathematical/Computational Modelling and Advanced Microscopy. Researchers within the College have international reputations and collaborations with researchers throughout the world, making it an exciting environment for both research and teaching. THE COLLEGE OF SCIENCE AND ENGINEERING

The College is headed on an interim basis by Professor Henrietta O’Connor, and is responsible for approximately 12,000 students, nearly one third of which come from overseas, and 800+ staff. The College includes a wide range of social sciences and arts disciplines, and supports a variety of interdisciplinary work. The College’s dynamic environment emphasises a collegial atmosphere among academic staff and research students which has allowed for the formation of innovative research groups and high- impact research projects. THE ROLE You are an experienced health and safety leader with a successful track record of delivering organisational change in the management of health and safety and risk. Reporting to the Registrar (Chief Operating Officer), you will have a key strategic input to the University Leadership Team, helping to establish health and safety as a core organisational priority. You will act as the University’s senior competent person in relation to health and safety and – as such – will be accountable for the development of an organisational strategy that is aligned with other core strategic priorities of the institution.

Your focus will be to raise the profile of health and safety amongst senior stakeholders, ensuring they are able to demonstrate visible leadership of health and safety within their areas of responsibility. A key part of your role will be the development and continual improvement of a health and safety management system that is reflective of both the legal obligations of the organization and global best practice. You will lead the health and safety management function and will be the focal point for external engagement with key stakeholders (including enforcement agencies). You will be responsible for developing relationships with unions and our Primary Authority Partners. RESOURCES MANAGED The Health and Safety (H&S) Management team consists of a mixture of permanent staff and specialist consultancy support. This equates to approximately 10 FTE (with consultants supporting key activities in construction delivery, asset management, training, audit and review). You will be responsible for managing this resource to ensure it is sufficiently competent to deliver health and safety advice. Areas of particular importance to the university are: • Health and Safety Business Partners providing H&S management and advice to the leadership teams in Colleges, Professional Services and Estates and Campus Services • Fire Safety Advisor for Colleges and Professional Service • Fire Safety (Design) Advisor for Estates and Campus Services • Health and Safety Advisor (academic activities) • Biological and Chemical Safety Advisor • Radiation Safety Advisor • H&S Training • CDM Support to Estates and Campus Services

In your role you will be expected to continually review the effectiveness and suitability of the health and safety services being provided to all stakeholders and will be accountable for ensuring best value solutions are delivered by developing a mix of internal and external competent resource that best reflects the requirements of the university. You will be responsible for continually reviewing the resource and reassuring the university that it continues to be reflective of the scope and complexity of our undertakings. Effectiveness of health and safety resource provision should be measured within the performance metrics developed and reported to the University Leadership Team. PRINCIPAL ACCOUNTABILITIES • Develop a vision and strategic framework for health and safety that ensures our undertakings are reflective of best practice management solutions; to ensure that the health, safety and welfare of everyone affected by our activities is fundamental to our organisational thinking and where each stakeholder understands what contribution they are making to our health and safety obligations. • Engage with all university senior management, including those based in academic departments, to ensure integrated health and safety processes and efficient use of resources across the whole University respecting but not restricted by departmental boundaries. • Foster the culture of collaboration and communication across all departments; share and increase knowledge and understanding across all those with health and safety responsibilities, “upskill” and keep all colleagues aware of new developments as necessary.

• Manage individual and team skills, competencies and workloads. Identify progression and succession opportunities for staff within the team and actively support them in gaining the experience necessary to develop further. Seek to reduce any areas of single point of failure where key skills are vested in only one individual. Ensure that this covers both skills required today but also skills that are likely to be required into the future. When and where required complete recruitment activities. • Within the broader health and safety partnering structure (Health and Safety Business Partners and specialist support) for a number of senior stakeholders within the University, reviewing the quality of health and safety service delivery, driving improvements and working with them to develop any longer term business enhancing project proposals which may require investment. • Working with the Registrar be a major contributor to the health and safety strategic direction and to the processes of creation, consultation and promotion of the strategy itself. • Initiate, develop and manage effective partnerships with other University Service Delivery teams within the Professional Services (HR, Finance, Estates etc.) to deliver any services which rely on more than one division in the most effective way, minimising hand-offs between teams. • Planning horizon of 3 years (reflecting the development and implementation of a 3 year organisational health and safety strategy).

• Be the University’s expert and conscience on health and safety; set the overall strategic direction for the further adoption health and safety management initiatives. Develop and be accountable for the overall health and safety management strategy within the University whilst ensuring that the H&S processes integrate seamlessly with other management priorities. • Adopt a balanced approach to risk to support the rapid, continual yet stable introduction of new services into the live environment putting in place robust and repeatable processes for ensuring all our undertakings are delivered in a safe and compliant manner. • Develop an appropriate suite of metrics and key performance indicators which will assist the University Leadership team in identifying areas of improvement or opportunity. Lead the University in developing their ability to take decisions that demonstrate leadership in health and safety • Take a lead role in our Health and Safety Review and Improvement processes. Develop and lead our ongoing performance management and review function to ensure that key risks arising from our activities are being effectively managed. • Provide strategic direction setting for health and safety business continuity. Ensure that all H&S Services have an appropriate continuity plan set within the broader UoL Continuity Strategy and support the wider initiative to improvement strategies, actively pursuing the benefits and opportunities available through developing the health and safety management system to reflect global best practice. • Educated to degree level or equivalent. • Chartered Member of IOSH. • Extensive senior management and leadership experience in a complex organisation and management of multi-million pound budgets. • Demonstrable experience of delivering health and safety management initiatives that drive organisational change. • Successful track record of delivering health and safety performance improvement in a complex, multi- disciplinary environment. • Extensive experience of engaging with external stakeholders, representing the organisation at senior level in both industry and cross-sector forums. • Experience of developing an integrated management system approach; ensuring health and safety forms an integral element of organisational thinking. • Experience of health and safety delivery in an operational and a construction programme environment.

CONTRACT INFORMATION Open-ended and full time working hours. You may on occasion be expected to work on weekends or evenings to provide escalation cover for critical upgrades, go-lives or University events.

LIVING IN LEICESTERSHIRE Leicester, Leicestershire and Rutland are rich in culture, heritage, and leisure activities, from our vibrant multi - cultural city, to the market towns and rural settings. Often described as the heart of rural England, the area features beautiful country villages, the National Forest, great rivers and castles, and a popular cosmopolitan city centre, making it an exciting and diverse place to live and work.

The city benefits from a large number of public parks including Abbey Park and also Victoria Park which is adjacent to the University. Leicester is steeped in history, dating back to the original Iron Age settlement which was to become an important Roman trading centre with a commanding position on one of Britain’s most important routes – the Fosse Way. The growth of manufacturing industry reached its peak in the great hosiery, textiles and footwear enterprises of the 20th century. On Leicester’s doorstep is the National Forest, offering cycling, riding and walkways, adventure activities and some of the most impressive landscapes in the region, including the Charnwood Forest and Swithland Reservoir. To the east is Rutland water, one of the largest man-made reservoirs in Europe, which supports a wide range of water sports. Leicester and the surrounding region offer a wide choice of property to buy or rent. In the city itself, there is a diverse mix of housing and apartments. Both new and older properties, including substantial homes, can be found in leafy parts of Leicester within easy reach of the University. Alternatively, there is property available in the attractive villages and market towns in Leicestershire and Rutland such as Market Harborough and Oakham. House prices are markedly less than those in London.

Leicester is one of the UK’s ten largest cities and represents the largest economy in the East Midlands region. It has a bustling and diverse atmosphere and recent regeneration (to the tune of £3 billion) has made this cosmopolitan city even more exciting. Leicester is home to the state of the art Curve Theatre, as well as large and multi- cultural festivals. It is famous for its diversity, and offers an amazing chance to dive into many different cultural celebrations. Leicester celebrates Diwali (the Festival of Light) with spectacular lights, stunning street parades and dazzling fireworks. It is attended by 35,000 people and is the largest celebration of the festival outside of India. The City also hosts an annual Pride Parade (Leicester Pride), a Caribbean Carnival, and the largest comedy festival in the UK. The University, working in close partnership with city, has been the inspiration behind two of Leicester’s most famous Tourist attractions. The award-winning National Space Centre – the UK’s largest attraction dedicated to space exploration and the Richard III Visitors Centre which retells the dramatic story of the University’s discovery of England’s most infamous King. Leicester is well-known as a sporting capital – hosting the country’s best supported rugby team the Leicester Tigers as well as Leicester City Football Club and Leicestershire County Cricket Club.
