To support our world-class teaching and research activities Imperial has one of the largest and most diverse university estate portfolios in the country and we are now seeking to appoint an Estates Projects Programme Manager to play a leading role in the delivery of a £100m p.a. estates capital investment programme with a goal of creating world-class facilities. Reporting to the Head of Projects, the Estates Projects Programme Manager will play an integral role in the delivery of the Imperial’s ambitious capital programme. You will lead an internal team of project managers on the delivery of projects from £0.25m to £100m+ in value, taking particular responsibility for planning and allocating projects, senior level reporting, oversight of projects, supply chain management and development of the team. The successful candidate will have a proven track record of leading large-scale capital projects and programmes as diverse range of projects at Senior Project Manager and/or Programme Manager level. You will have strong leadership and management skills, with experience of motivating teams of in-house and external project teams. Experience of having led projects on a range of property types particularly including those types of spaces found across a complex education and research estate would be advantageous. ESTATES PROJECTS PROGRAMME MANAGER The Imperial Estate South Kensington is our main campus and it is here that most undergraduate and postgraduate activity takes place. It’s a compact site in the heart of ‘Albertopolis’ and is home to a huge range of architectural styles from the Edwardian Royal School of Mines building to the ultra-modern Norman Foster-designed Business School. Purpose of the Post The Estates Projects Delivery Team, part of Imperial College London (ICL) Estates Operations Department and are responsible for the delivery of projects over £1m, or have complicated procurement, planning or logistical elements to their delivery. In the last 18 months we have delivered in excess of 25 projects on budget and to agreed programme. Scrutiny, clear communication, and dedication to collaboration are the key skills that the Estates Projects Delivery team bring to a project and are essential skills for any applicants wishing to join the team. The role that we are looking to fill is that of Estates Projects Programme Manager. Reporting direct- ly to the Head of Estates Projects Delivery, the role is firstly responsible for the successful delivery of a selection of projects, either directly or in overseeing delivery by internal ICL Project Managers and/or external consultants. We are looking for a candidate with a good mix of technical and practical experience within the UK construction industry, with professional accreditation and a strong history of delivering excellence. The successful candidate will have experience in the client-side Project Management role. They are required to have demonstratable experience in managing a small team of internal staff and supporting others within the team, Department and College in the delivery of the College’s capital development programme. The role will need to have the sufficient experience to be able to support and manage Imperial College London staff in their performance and career development.

Job Description

Main Duties and Responsibilities • To lead and manage an intelligent client function in the delivery of capital projects, ensuring best practice in construction project and programme management (including associated procurement and contract management), ensuring projects are delivered on time and within budget and that they represent value for money, leading to good customer satisfaction across all stakeholders within the College and our Partners. • The development of a co-ordinated Capital Works Strategy and that will drive property performance in line with overall Department and College objectives. • To ensure high quality architectural, engineering and surveying advice and in addition compliance with regulatory and statutory regulations and requirements. • Provide strong leadership ensuring the supply chain delivers value for money, quality of service and overall operate efficiently. • To ensure all Estates Projects Delivery processes and procedures are implemented on projects. • Ensure best practice is maintained in relation to project and programme management, Customer and Supplier Relationship Management and Contract Management (including performance management). • Manage the Procurement Manager to procure external service providers (who will provide construction project management and related consultancy services), contractors and other specialist professional advice, following construction best value guidelines. • Maintain close liaison with project owners as well as supplier/service providers (in particular building project managers and project teams) to ensure successful project delivery and handover to service users. • Manage supplier’s project performance against agreed programme, cost, quality and safety criteria, providing prompt advice to the Procurement Manager of any reoccurring or unresolved supplier performance issues. • Ensure adequate planning and the requisite monitoring and evaluation of project management related activities e.g. design, procurement, risk management, quality and change control, client satisfaction on their allotted projects. • Initiate and develop potential projects in conjunction with the Head of Estates Projects Delivery. • Ensure complete record keeping (including keeping appropriate database/s updated directly or indirectly) for all building projects and maintain a systematic approach to information and data management, in line with department and statutory requirements (e.g. legal, audit).

JOB DESCRIPTION • Ensure all business impacts arising from the projects are identified and tracked and that maximum benefit is gained from all changes implemented (as agreed with clients). • Ensure all project reporting is issued in a timely fashion, is relevant, accurate and appropriate for the audience. The ability to communicate effectively is essential to the success of this role. The role will be required to deputise for the Head of Estates Projects Delivery at certain times and therefore must be informed and confident enough to deal with all project delivery related matters. • To review and suggest amendments that could improve standard processes, methodologies and templates for the capital programme process, including options appraisals and the collection of performance data and reporting. • The role must be able to present project information in different format to suits its audience. Board reports, departmental newsletters, briefing notes, either producing or editing is an essential skill, as is the ability to present their own and others projects with knowledge and authority. • To report and liaise with the Finance department on the expenditure of project budgets, performance against cashflow, and clearly articulate the impacts of construction issues for their projects. • Ensure all project expenditure commitments, (orders, contracts, budgets etc) and all valuations, certificates and payments are promptly and properly authorised, controlled and monitored. • Ensure all aspects of regulatory compliance and probity are adhered to in regard to the College’s codes and external requirements.

Essential skills required for this role: • Property related qualification Degree and membership of relevant professional organisation (CIOB, RICS, RIBA, APM, CMI as examples) • Significant post qualification experience of working within the construction and/or Property sector. • Significant management experience at senior level, with experience of direct line management. • Programme and project management experience. • Demonstrated experience in running multi-disciplinary teams, driving efficiencies and developing, implementing and monitoring performance improvement programmes. • Advanced knowledge and demonstrable experience of using standard forms of construction contracts (specifically JCT and NEC). Other Duties: 1. Plan own resources and that of your team to ensure optimum delivery. 2. Take responsibility for own self- development and that of your team including participation in seminars, courses and private study, and report to line management on training and development needs through the ‘Personal Review and Development Plans’ (PRDP’s) process. 3. Assist in the promotion and communication of projects to the wider College community, and prepare information on projects, for presentation to both internal and external stakeholders and interested parties, as appropriate.
