In eliminating the restriction on the num- ber of service dogs permitted in residential households, Clarence-Rockland joins many other cities that do not pose any restrictions, such as Petawawa, Pembroke, Cornwall, Timmins and Greater Sudbury, to name a few. “It is essentially a human rights violation to prevent somebody from having medical equipment,” said Poor. “Therefore, it was agreed that Clarence-Rockland should follow suit.” The Canadian Charter of Rights and Freedoms addresses the rights of a disabled person, which includes someone with PTSD, to have a service animal. Katalin Poor also provided another example of a Rockland resident who already had two dogs as pets and then realized, as a military veteran suffering from PTSD, that she needed a medical service dog. “So now she has three dogs and was still within the limit of the previous by-law, but what if she, as do many of these people, wanted to pay it forward by fostering and training BOPUIFSTFSWJDFEPH uTBJE1PPSi8JUIPVU the amendment, she would have been in violation. So it is necessary to have this flexibility in the by-law.”

The City of Clarence-Rockland amended its dog by-law to better accommodate residents with medical service dogs. The City’s previous policy restricted resi- dents in residential households to three dogs per household and required that all dogowners pay a license fee, including those with medical service dogs. The by-law has now been amended to allow three dogs per residential household, plus any number of medical service dogs that may be needed. The new by-law also removes the licensing fee for service dogs. This amendment came after several cases of residents needing service dogs became in violation of the City’s by-law. For example, the case of a residential household in Rockland housing five residents, each with their own service dogs, was brought to the City’s attention. Marc Lapointe, Founder BOE$&0PG"VEFBNVT BOPOQSPàUPSHBOJ - zation providing service dogs to persons traumatized in the line of duty, was living in a residential area with four other residents, each one with a service dog. As this violated the City’s previous by-law, Lapointe was sum- moned and brought to court over the issue. “That’s what started this whole process, because it was so obviously, patently unfair,” said Katalin Poor, a member of Audeamus’ Board of Directors. Poor initially brought the issue to council and addressed the
