sonable grounds” for any charges against either officer. The SIU report included statements from four OPP witnesses and three civilian wit- nesses regarding the original incident and the actions that followed it. In the late after- noon of March 29 a resident reported to a group of officers that a man who appeared to be drunk had walked into a restaurant on Laurier Street and sat down in a chair on the restaurant terrace. Police approached the individual and talked to him. He became “adversarial and uncooperative”, the report stated. When one of the officers tried to do a pat-down search, the man grabbed the officer’s hand.

take action to deal with his aggressive be- haviour. The SIU director noted that “it is unclear whether the grounding caused his frac- tured knuckle because he fell off his bicycle earlier that day. Given his level of resistance, I am of the view that the force used by the subject officers was not excessive in these circumstances.” The SIU case file on the incident is now closed. OTTAWA | The next calendar milestone on the road to Canada’s own future bicenten- nial is just four years away. Which calls for a“hands across the waters”effort from the two main cities along the Ottawa River. Mayor Jim Watson of the City of Ottawa and Luc Montreuil, executive committee vice-president for the City of Gatineau, an- nounced a partnership between the two communities for promoting and celebrat- ing Canada’s 150th anniversary in 2017. The project begins with the unveiling of a regional logo for the project to represent a joint initiative to boost economic activity in the region during the next four years lead- ing up to the sesquicentennial. “As the nation’s capital, Ottawa has many opportunities to welcome visitors and host local celebrations,” stated Mayor Watson in a press release. “Although 2017 is still years ahead of us, work has already begun to make it the best year to visit Ottawa for business or for pleasure. I look forward to working with Gatineau to make the capital region the best place to be in 2017.” “The City of Gatineau looks forward to working with the City of Ottawa to make the National Capital Region the destina- tion of choice during the celebrations for Canada’s 150th birthday,” stated Montreuil. “Many projects are underway in prepara- tion for 2017 that will provide an important legacy for generations to come.” Councillors Katherine Hobbs and Rainer Bloess will co-chair Ottawa’s 2017 task force. Members of the group will include representatives from the city’s economic development and innovation department, Events Central, Ottawa Festivals, Ottawa Tourism, Acart Communications, the Ot- tawa Convention Centre, la Regroupement des gens d’affaires de la Capitale nationale (RGA), the Ottawa-Gatineau Hotel Asso- ciation, Ottawa Sports and Entertainment Group, Algonquin College, the National Capital Commission, and the Canadian Res- taurant and Food Services Association. The 2017 logo design features 13 triangles of different colours to represent Canada’s 10 provinces and three territories. More details on the Ottawa 2017 project are available at www.ottawa2017.ca. There was a struggle and the man kicked one of the officers in the right shin. A takedown maneuver resulted, put- ting the man on the restaurant patio floor. He went face down and scraped the right side of his face on the carpet. He was then taken to the Rockland OPP detachment for processing under the Ontario Liquor Act for public intoxication. Later that evening the suspect was taken to Ottawa Hospital for diagnosis and treat- ment of a fractured knuckle. Director Scott stated that the officers were right to arrest the man under the Li- quor Act, that they had authority to do a pat-down search as part of the arrest and

MISSISSAUGA | There will be no charges against any OPP officers over an incident during which a Rockland man allegedly suffered a hand injury. The Special Investigations Unit (SIU) has concluded its investigation of a March 29 altercation between a 58-year-old Rockland man and two OPP officers at a local restau- rant. The SIU assigned three investigators to the case and Director Ian Scott concluded in a public statement that “there are no rea-
