For many developing nations, new equipment meant nothing without trained personnel. PDT provided hands-on courses in network management, satellite operations, and later, internet technologies. Engineers trained through PDT modernized entire national networks Why Training Mattered
For decades, the PDT served as the beating heart of the CTO’s development agenda, equipping engineers, policymakers, and regulators with the skills to modernise national networks and craft effective ICT strategies. It was through these hands-on programmes — from network management and satellite operations to internet governance and regulatory reform — that entire telecommunications systems were strengthened, and generations of professionals were shaped. As technology evolved, so did the PDT. What began with technical training in switching and satellite systems grew to include policy design, regulation, broadband, and digital transformation. This evolution reflected the CTO’s understanding that connectivity is no longer just about wires and waves — it is about enabling nations to participate fully in the global digital economy.
