LEADERSHIP IN A GLOBAL EMERGENCY Resilience, Transparency & Institutional Trust
When Ms. Bernadette Lewis became Secretary-General in August 2020 — the first woman to hold the post in the CTO’s long history — she inherited an organisation at the nexus of seismic global change. Recognising that crisis also presents opportunity, her early leadership focused on institutional renewal, strengthening governance frameworks, updating foundational documents, and repositioning the organisation for greater strategic impact. These reforms included: strengthening transparency and accountability policies to reinforce institutional trust; redesigning organisational structure to better align with evolving member priorities; updating core governance instruments to support flexible, impactful engagement in a fast-moving digital era.
The results as we see today is a CTO better prepared for 21st- century digital leadership, bridging crisis response with forward- looking strategy — a shift that informed every subsequent programme and initiative.
