The CTO convened conversations across borders, encouraged collaboration over isolation, and helped member states interpret rapidly evolving digital realities. At a time when misinformation travelled as fast as the virus itself, trusted institutional guidance mattered. This was stewardship rather than spectacle. And it proved indispensable.
