While the recent rainstorms have helped wash dust and pollen out of the air and helped refresh lawns and gardens around the region, the weather in general remains hot and humid going into August. Even though the heatwave of July has passed on by, the Eastern Ontario Health Unit reminds all residents to remember to take precautions to avoid the chance of heat exhaustion or related illness while the sum- mer temperature continues to sit in the high 20s or low 30s during the next fewweeks.The humidity level canmake those temperatures seem even higher. Seniors, infants, and very young chil- dren along with people who have chronic illnesses, and those who have to work long hours outside in the heat or are doing train-
Schedule outside activities, if possible, for either early in themorning or later in the eve- ning, when it is cooler. When outside, wear loose-fitting, light-coloured clothing made of breathable fabric. Wear a wide-brimmed hat or even carry a parasol. Dress babies and young children in light clothes. Do not bundle up infants in blankets or heavy cloth- ing if they are in strollers or walkers or riding in a child carrier. Do not leave children or pets inside parked vehicles sitting in direct sunlight.
Counties call for energy moratorium The United Counties of Prescott-Russell (UCPR) approved support for a resolution from Champlain Township. The resolution calls for a moratorium by the provincial govern- ment on any further development applica- tions under the Green Energy Act for solar power and wind turbine farms until there has been an extensive review of the legislation itself. The township’s resolution argues that electricity rates in Ontario have increased 50 per cent since 2012, with the greatest impact on seniors and others living on fixed incomes, while the province has had to sell surplus power to other provinces or the United States at a loss. The resolution criticizes the provincial government promotion of solar and wind power project developments even when the operators are paid higher rates for the electricity produced than its actual value from other sources like hydro. – Gregg Chamberlain Symptoms of heat-related illnesses may include swelling of the hands, feet and ankles, rash or muscle cramps, dizziness or fainting, nausea or vomiting, headache, rapid breathing and heartbeat, extreme thirst and decreased urination with the urine a dark yellow colour. If any of these symptoms appear and persist, go right away to a cool place and drink water or other cool liquids. A heat stroke situation requires immedi- ate medical attention. Call 911 if someone has a high body temperature, and appears confused, or has stopped sweating, or col- lapsed unconscious. While waiting for help, move them to a cool place; apply cold wet cloths to as much of the body as possible, and fan the person as much as possible. Better still, leave pets at home when possible and keep children with you when getting out of the car and going inside for errands. When working outside, take breaks to go sit in a cool place, whether a shaded area, an air-conditioned building, or at a public pool. After being outside, take a cool shower or bath. When indoors, block sun by drawing shades or blinds and closing awnings. Also check with a doctor or pharmacist if any prescriptionmedications or personal health conditions are affected by extreme heat con- ditions.

Ottawa River declared a Canadian Heritage River
It has been a key part of Canada’s history for centuries, for the First Nations people who lived along its shores, and the European colonists who later came seeking furs and timber. Now the Ottawa River has official designation as a CanadianHeritage River. Catherine McKenna, federal minister of Environment responsible for Parks Canada, and Kathryn McGarry, Ontario’s Natural Resources minister, issued a joint announce- ment on July 28, that the Ontario side of the Ottawa River is now designated a Canadian Heritage River “for its outstanding cultural heritage values.” The designation applies just to the Onta- rio portion of the river. The federal govern- ment is still talking with Quebec about future heritage designation for the eastern shore portion of the river. McKenna expressed confidence during a media scrum session that will happen at some future date. “We have a good relationship with Que- bec,” McKenna said, “and I think we’ll be able to get it done soon.” “I think it’s good news,” said Guy Des- jardins, mayor for the City of Clarence- Rockland and current warden for the United Counties of Prescott-Russell (UCPR), during a Thursday morning phone interview. Desjardins noted that heritage designa- tion for the Ottawa River has been a fede- ral concern since 2003, under the Chrétien Liberal government. length of the river on the Ontario side, from the head of Lake Temiskaming down to East Hawkesbury Township. This portion of the river now falls un- der the Canadian Heritage Rivers System (CHRS). There is a 681-kilometre portion of the river which flows entirely through Québec. Incorporation into the CHRS conserva- tion programdoes not take away any existing responsibilities and rights that exist for se- nior and local governments and landowners which involve the Ottawa River. The Ottawa River is known as “the original
Trans-Canada highway” for its historical role in the early settlement of the region, during both, First Nations times when the Algon- quin people first arrived in the area and the later colonial period when French, English and other immigrants came in search of land and livelihoods. The river provides habitat for more than 300 species of birds and is an important migratory flyway for the North American continent. It is also well-known as a wor- ld-class paddling and whitewater rafting destination for recreational tourism. The river was the focus for both economic
and political growth in the region during the fur and timber trade eras. For the town of Rockland and other com- munities in what is now the Prescott-Russell region, the Ottawa River was the lifeblood of their own early economic growth through establishment of sawmills and other indus- tries, which used the river for transportation. The annual Ottawa River Festival, now celebrated each year in riverside towns and villages like Rockland, Hawkesbury, Wen- dover, L’Orignal and others in the UCPR, highlights the historic and heritage value of the river.

The water level in the South Nation River and its tributaries is a bit lower than usual for this time of the year, in spite of the recent thunderstorms booming around the region. The South Nation Conservation Authority has declared a Level 2 situation for water levels throughout the watershed and is urging residents and businesses to practise water conservation and avoidwasting any water. —photo Gregg Chamberlain
The recent thunderstorms may have shaken things up a bit, and messed with satellite T.V. reception during everyone’s favourite programs, but they haven’t made much difference in the water levels for the SouthNation andOttawa Rivers and other streams. The SouthNation Conservation Authority (SNC) has had a Level 2 moderate drought condition alert for the South Nation River watershed region since early July. Sandra Mancini, SNC water resources technician, reported that the situation has not changed. “We’re still at Level 2,” Mancini said du- ring a July 27 phone interview. A Level 2 rating means that drought
conditions for the watershed region are moderate for this time of the year when compared to what is normal, based on the average of past years. A Level 1 ratingmeans minor drought conditions while Level 3 is extreme. The SNC website noted that Envi- ronment Canada climate stations located in Cornwall, Ottawa, and Brockville all show that the total amount of rainfall for Eastern Ontario, for the past threemonths, has been 60 per cent of what is normal for the region during the summer season. “We need a little bit more,” explained Mancini, adding that a 20 per cent increase in the amount of rain, compared to what has fallen so far, would help reduce drought
conditions for the watershed back to Level 1 or better. SNC staff has receivedmore than a dozen reports of wells in the watershed region ei- ther going dry or working at low-pressure. Some callers have asked staff about whether there should be any concern about bacteria or algae growth in the wells as a result of the drought condition. Some longtime residents have remarked to SNC staff that they never sawwater levels as low as they were in June. Mancini noted that the prolonged dry weather has not proven a threat to stream habitats yet, though some SNC staff and local landowners have noted “scattered pools” where the receding water in some creeks has left behind isolated water-filled depressions in the stream bed. The SNC Water Response Team has toured around the region, and also answered inquiries from farmers about the impact of the drier weather on local crop yields. The recent storms may have reduced concerns that newly-planted seedlings and wild vege- tation might suffer from the drier weather. Meanwhile the SNC urges residents, busi- nesses and industries in communities within the SouthNation watershed, to reduce their water use by 20 per cent through active water conservation measures. Check with muni- cipal offices about local water conservation rules for homes. Homeowners are urged to avoid car washing and to limit watering lawns and gardens to about an hour either in the early morning or the early evening. Evening wa- tering will give the ground a good chance to absorb all the water during the night. Watering during the middle of the day will see most of the water wasted through eva- poration. On me dit qu’ils sont très populaires auprès des jeunes.» En effet, une bibliothécaire locale aurait même téléphoné l’auteure afin de lui dire qu’il existerait une liste d’attente afin de louer l’une de ses œuvres. «On m’a dit que vingt personnes attendent avant d’être en mesure de lire le livre, dit-elle souriante.» Tisser une toile littéraire demande beaucoup d’efforts Mme Gratton publie un roman presqu’à chaque trois ans. En effet, elle travaille en ce moment même avec acharnement afin de terminer sa septième œuvre. Rappelons que son récit Si cet endroit pouvait parler aurait vu le jour en 2002, suivi du tome deux C’est ici que tout à commencé! , publié en 2004. En 2008, l’auteure a présenté Ton bonheur était ailleurs et en 2010, 2012 et 2014, elle publia Un pas, un sentier, une vie, Pour lui conter Fleurette et La décennie de nos jeunes années . Mais inventer de telle histoire demande beaucoup de recherches, une activité qui passionne réellement la dame. «J’adore l’histoire, dit elle, toujours souriante. Lorsque je m’apprête à écrire un roman, je fais beaucoup de recherches. Je rencontre plusieurs personnes âgées.» Elle pointe à l’image d’un de ses romans, soit Un pas, un sentier, une vie. Celui-ci aurait comme thème les premiers arrivants dans la région de Clarence-Rockland, soit des bucherons et d’autres individus forts intéressants. «Lorsque je faisais de la recherche pour compléter ce livre, j’ai passé en entrevue un forgeron de 92 ans, dit-elle. Son père était aussi forgeron, donc il m’a expliqué comment tout fonctionnait. C’était passionnant!» Mme Gratton explique ensuite qu’elle fait des recherches pour à peu près un an. Celle- ci est suivie d’un an d’écriture et ensuite d’un an de mise en page et corrections. «C’est un vrai travail d’équipe, explique-t-elle en regardant sonMichel, qui est non loin de son épouse. Sans lui, je ne serais pas enmesure d’écrire comme je le fais.» De plus, la dame entreprend d’aider les artistes locaux. «Je demande toujours à un artiste local de créer la page couverture du roman, fait valoir Mme Gratton. Ça leur donne de la visibilité.» L’auteure dit toujours vouloir un artiste différent pour chaque roman. «Ça donne des œuvres très belles et originales, souligne-

Ces œuvres, qui se chiffrent présentement à six, font fureurs auprès de la population locale ainsi que dans des communautés lointaines. Elles ont comme thème la région qu’elle aurait fréquenté tout au long de sa vie, soit Clarence-Rockland. Une enseignante à la retraite, Mme Gratton a vite fait valoir que devenir auteure n’aurait jamais fait partie de ses plans initiaux. «J’ai commencémon premier roman Si cet endroit pouvait parler , lorsque mes enfants étaient tout jeunes, affirme la dame. Au début, je ne l’écrivais que pour eux. Je ne voulais pas le publier. C’était une façon de raconter l’historie de mes parents et de mes grands-parents, à mes enfants.» Mais la vie étant déjà assez occupée, lorsqu’elle est devenue enseignante, Mme Gratton aurait classée le roman non terminé avant de l’oublier pour plusieurs années. Il semble que le destin ait eu différents plans pour Mme Gratton, puisque quelque vingt cinq ans plus tard, elle décida de retravailler et de terminer le récit. «J’ai décidé de le terminer et d’essayer de le faire publier, explique celle-ci. Mais aucune maison d’édition l’a voulu.» C’est pourquoi le mari de Mme Gratton, Michel, aurait créé Les éditions de l’AUDI-ssée inc, afin d’entreprendre la publication du roman. Celui-ci a aussi agit à titre d’éditeur. Le roman a vite fait de décoller et a vite été gobé par les lecteurs de la région. «Au début on en a simplement imprimé 300 copies, a fait valoir Mme Gratton. On pensait en vendre quelques copies et donner le reste à nos membres de la famille.» Mais encore une fois, le destin aurait poussé l’auteure à continuer à écrire. «Les résidents de la région l’on vraiment adoré, dit-elle. Nous avons vite été forcé d’en imprimer beaucoup d’autres.» Mais ce n’est pas que les lecteurs avancés qui raffolent des romans de Mme Gratton. Les tout-petits aussi deviennent vite hypnotisés lorsqu’ils plongent dans les mondes historiques de l’auteure. «Plusieurs librairies locales se sont procurés des exemplaires de mes romans, explique-t-

t-elle.» Suivant la publication du roman, les artistes donnent leurs peintures à Mme Gratton, qui les expose dans son salon. «Elles sont très belles, dit celle-ci en les observant.» Donc que réserve le futur pour l’auteure talentueuse de Bourget? «Je ne sais vraiment pas, avoue-t-elle. Les idées se présentent
souvent sans que je m’en attende. Ça peut être de simples paroles qui viennent me faire travailler les méninges.» En ce qui concernent sa septièmeœuvre, Mme Gratton explique qu’elle est encore au stage de recherche. «Je termine la recherche et j’espère publier le roman en automne 2017.»

Jean-Christophe Yelle, un passionné de la musique

artistiques, dont le chant, la guitare et même les monologues comiques. « J’essaie d’ouvrir le plus de portes possibles, » a-t-il affirmé en riant, au cours d’une entrevue téléphonique. Âgé de 19 ans, le jeune homme de St- Pascal-Baylon vit plusieurs aventures musicales ces temps-ci, y compris certains moments importants, tels que son apparition récente aux FrancoFolies de Montréal ainsi que sa participation en direct aux célébrations de la fête du Canada à Clarence- Rockland. Jean-Christophe se rappelle difficilement du moment exact o ù il a commencé à s’impliquer dans lemondemusical. En effet, il a fait partie du monde artistique dès son jeune âge. « Je joue de la musique depuis l’âge de quatre ans, a-t-il souligné. Le violon d’abord, puis ensuite la basse électrique à onze ans, puis enfin la guitare. » Il joue également de la batterie. Mais il avoue que faire chanter les cordes de ses instruments est sa passion, voir même son point fort. « Mon instrument principal est la basse, a-t-il avoué. Mais quand j’écris mes propres chansons, je préfère les composer à la guitare. » Ce changement, de la guitare à la basse et vise versa, est même présent lors de ses spectacles sur scène. Lorsqu’il fait partie d’un groupe, il joue de la basse. Quand il monte sur scène en solo, il devient un réel magicien de la guitare. Le talent musical de Jean-Christophe est un héritage familial. En effet, sa sœur Hélo ï se participe également à des concerts en direct. Ensemble, ils sont la preuve que lamusique est un talent réel dans la famille. « Ma mère est professeur de violon, a affirmé le jeune homme, alors j’ai appris à jouer de cet instrument très jeune. La musique a toujours fait partie de ma vie. » Il a commencé à performer en direct lors de récitals et de spectacles communautaires, à peine âgé de cinq ans. C’est au cours des deux dernières années que le musicien a changé de voie; il cherche définitivement à devenir professionnel. En même temps, l’artiste talentueux a créé son propre groupe musical, Zakär, un mot hébreu signifiant se souvenir. Ce mot lui a sauté aux yeux alors qu’il faisait des recherches sur Internet, avec les autres membres du groupe, afin de trouver un nom pour leur ensemble musical. « J’aime tout lorsque je performe sur scène, a déclaré Jean-Christophe, du jazz au métal. Mais lorsque je compose, mon style de musique est très progressif. » Il décrit son style de composition comme étant unmélange d’influence rock, combiné avec des styles folkloriques et jazz.

« En ce moment je prépare du matériel pour un album démo, a fait valoir le musicien. La musique, c’est ma passion. Je ne peux pas m’imaginer faire autre chose. » Mais il admet que son amour du spectacle ne se limite pas à la scène. Un autre art de la scène qu’il maîtrise bien est le théâtre d’improvisation. « J’aime vraiment faire de l’impro, a-t-il dit en riant. Faire rire les gens, c’est un défi que j’aime bien. »
C’est pourquoi, lorsqu’il n’est pas occupé à jouer soit la guitare, la basse ou le violon, ou à chanter et composer, Jean Christophe est inscrit dans le programme des arts de la scène à l’Université d’Ottawa. Il apprend tout ce qu’il peut sur tous les aspects de la réalisation, à la fois sous la forte lumière des projecteurs et dans le fin fond des coulisses. Comme observé, le jeune homme dit garder toutes les portes ouvertes.

Surprise soccer night visitor

It was just the usual fun Tuesday night for the U6 soccer kids at Dutrisac Park in Rockland. Until a surprise visitor stopped by to check out the action. Sparky, the Ottawa Fury mascot, stole the show from the coaches for awhile as he posed for photos with his little fans before heading on back to his own clubhouse. The Rockland United Soccer Club’s 11 th Annual Soccer and Fitness Festival highlights the end of the local youth soccer season, in mid-August, with two days of games and other activities over the August 13 weekend at the Canadian International Hockey Academy soccer fields. —photo Duane Rudeen

WHAT IS A COMMUNITY IMPROVEMENT PLAN? • A Community Improvement Plan is a tool that allows a municipality to direct funds and implement policy initiatives toward a specifically defined project area. It is intended to encourage property owners to improve the appearance of their lands and buildings in accordance with guidelines adopted by Council. • Once implemented, the plan allows municipalities to provide tax assistance, grants or loans to assist in the rehabilitation of lands and/or buildings within the defined Community Improvement Project Area (Laurier Street core area) WHY IS A COMMUNITY IMPROVEMENT PLAN A GOOD TOOL? • Community Improvement Plans (CIP) are being developed to address growth management challenges, intensification, energy efficiency, mixed-use and transit/bicycle oriented development, accessibility, and the emerging needs of an aging baby-boom generation. Some municipalities are using community improvement plans as an incentive for encouraging development that meets recognized environmental standards, such as LEED®, while others use them to attract certain kinds of employment uses.
