When GHURC was wound up in March 2013, it fell to Gloucester City Council to take the lead in the city’s regeneration, which has continued at a pace. Cllr James said: “One of the lessons the GHURC and what had happened before its creation taught us, was that to deliver regeneration successfully, you do need to have a dedicated resource. “When I was first elected as a councillor, there were council officers trying to deliver regeneration schemes effectively in their spare time. It was no surprise that it did not work out well.
