NOTICE OF INTENTION TO DESIGNATE
AVIS EST DONNÉ QUE le Conseil municipal de la Corporation de la Cité de Clarence-Rockland a l’intention de désigner l’ARBRE DE LA DOCTEURE ANNIE POWERS, situé au 1887, de la rue Laurier, Rockland, Ontario. DESCRIPTION DES BIENS : Épinette bleue du Colorado de dimension d’environ 22 mètres de hauteur, 73 cm de diamètre et âgé d’approximativement 80 ans. DÉCLARATION DE LA VALEUR OU DU CARACTÈRE SUR LE PLAN DU PATRIMOINE CULTUREL : En l’an 2000, cet arbre fut désigné « Arbre du Millénaire » de la Cité de Rockland. Cet arbre est devenu un symbole pour la population et l’un des seuls souvenirs « physiques » de la Dre Powers. Son emplacement sur le terrain ayant appartenu au Dr Martin Powers et ensuite à sa fille Annie, est un endroit stratégique. Il est situé sur la rue Laurier, rue principale de la Cité, et exactement en face de la rue Edwards, qui porte le nom du Fondateur de Rockland qui en 1868 fonda les Moulins à scies William Cameron Edwards. La Dre Annie Powers était membre d’une famille de quatre médecins et elle exerça sa profession à Rockland pendant plus de 30 ans. En 1945, elle fut l’une des premières Franco-Ontariennes à devenir médecin généraliste. Elle a détenu des privilèges d’admission à l’Hôpital Montfort pendant plusieurs années. Elle fut conseillère scolaire durant près de 25 ans. En 1976, elle a reçu la décoration papale « Pro Ecclesia et Pontifice ». Elle se mérita un doctorat honorifique de l’Université d’Ottawa et elle a reçu l’Ordre du Canada en 1979. Sa grande humilité est légendaire tout comme les soins médicaux prodigués à des centaines de malades pour lesquelles elle « oubliait » d’envoyer les factures. DESCRIPTION DES ATTRIBUTS PATRIMONIAUX DU BIEN : La nature d’une reconnaissance patrimoniale d’un arbre fait en sorte que l’arbre lui-même consiste de l’attribut patrimonial à conserver. LES INFORMATIONS ADDITIONNELLES concernant cette proposition de désignation sont disponibles pour consultation, du lundi au vendredi, entre 8h30 et 16h30 aux bureaux municipaux situés au 1560, rue Laurier, Rockland ou en communiquant avec le Service de l’aménagement du territoire au (613) 446-6022, poste 2228. TAKE NOTICE THAT the Council of the Corporation of the City of Clarence-Rockland intends to designate « THE DOCTEURE ANNIE POWERS TREE » located at 1887 Laurier Street, Rockland. DESCRIPTION OF PROPERTY: A Colorado blue spruce, measuring approximately 22 metres in height and 73 centimetres in diameter. It is approximately 80 years old. STATEMENT OF CULTURAL HERITAGE VALUE OR INTEREST: In 2000, this tree was designated as the “Tree of the Millennium” in the City of Clarence- Rockland. It is a landmark for the population and one of Dr. Powers’ only physical memorial. Located on what used to be the property of Dr. Martin Powers and then his daughter Dr. Annie Powers, it is at a strategic place on the main street, Laurier Street, across from Edwards Street, named after the founder of Rockland, which came in 1868 with the establishment of the William Cameron Edwards Saw Mills. Dr. Annie Powers was part of a family of four physicians and held her medical office in Rockland for over 30 years. She was one of the first Franco-Ontarians to become a general practitioner in 1945. She held practicing privileges at Hôpital Montfort for many years. In 1976 she received the Papal decoration “Pro Ecclesia Et Pontifice”. She was a school councillor for close to 25 years. The Ottawa University bestowed her with an Honorary Doctorate degree and she was awarded the “Order of Canada” in 1979. Her great humanity was legendary. Many dozens of patients of modest means never received a bill for her medical services. She seemed to just “forget” to mail it out. DESCRIPTION OF HERITAGE ATTRIBUTES: The nature of a heritage designation of a tree results in the tree itself being considered as the heritage attribute to be maintained. ADDITIONAL INFORMATION relating to the proposed designation is available for inspection from Monday to Friday between 8:30 a.m. and 4:30 p.m. at the City office, 1560 Laurier Street, Rockland, or by contacting the Planning Department at (613) 446-6022, extension 2228. Any person may, within thirty (30) days after the date of publication of the notice of intention, send to the Clerk a notice of objection to the designation along with a statement of the reasons for the objection and all relevant facts to the Clerk.
